2 1.0 Overview Traffic Management is defined as the interaction between vehicles and their immediate environment (e.g. pedestrians, other vehicles, and infrastructure) and the processes undertaken to eliminate and/or reduce the risks associated with those interactions. This Traffic Management Protocol aims to address hazards associated with pedestrian/vehicle and vehicle/vehicle interactions which are considered to present a risk of harm to people, property or environment if not managed in a careful and systematic way. 2.0 Objectives of the Traffic Management Protocol To prevent or minimise the risk of exposure to injury from hazards associated with vehicles, mobile plant and associated equipment involved in the construction of the Gullen Range Wind Farm. This objective will be achieved by: Developing and implementing external and internal traffic management plans Traffic management shall wherever possible separate vehicle routes from pedestrian areas; Clear access routes are to be provided through work areas, wherever practicable routes should be one-way traffic; All roadways, walkways and signage shall be marked in accordance with the appropriate standards; Crossing of vehicle traffic routes shall have well defined pedestrian crossings; Provision for dedicated delivery areas; Provision for appropriate lighting; Housekeeping requirements; Vehicles shall have hazard lights or flashing beacons operating whilst in work areas; 3.0 Construction Traffic This section outlines: the main construction activities; their potential impacts; proposals to mitigate those impacts. Roles and Responsibilities
3 3.1 Managing Construction Traffic The effective management of construction vehicle movements on, to and from site is critical to the success of the project and the safety of all road users. The BOP Contractor will plan construction vehicle movements by using Traffic Management Plans (TMP s) with the aim to minimise the risk to other road users and keep the traffic generated by the project to a minimum. Construction traffic movements may include: deliveries of materials, supplies, plant or equipment to site. transport of over dimension loads; haulage of earthwork materials; concrete deliveries; and regular traffic movements by construction personnel. Drawings will include traffic arrangements to be implemented during construction stages, including the management, location and duration of measures implemented, changes to traffic movements or speed limits, as well as available traffic lanes. 4.0 Traffic Restrictions Construction traffic is not permitted to travel on the following roads Crookwell Road Kialla Road Grange Road Cullen Street Walkoms Lane Leahy Road

8 6.0 Traffic Risk Mitigation Strategies Construction Traffic Hazard / Impact Risk Mitigation strategy Light Vehicles Increased traffic movements may impact on Local Road Users Heavy Vehicle Users School Buses Pedestrians Cyclists BOP Construction personnel share vehicles wherever possible when travelling to and from site to reduce traffic movements. BOP Contractor has stationed 2 x VMS Boards on Range Road to promote UHF 9 two way channel for Heavy vechicles to communicate with each other and for light vehicles to converse with heavy vehicles re road use, road conditions etc Frequent heavy vehicles on Range Rd next 40km BOP Construction personnel generally travel to and from site outside of school bus travel times Individual drivers have a responsibility to comply with the relevant NSW Road Transport Act and Regulations GRWF Project Induction provides information re Traffic Management, driver behaviour and road hazards. Regular information re Traffic Management provided via toolbox and prestart meetings
9 30T Truck and Trailers (For service providers with truck movements >10/day) Increased traffic movements may impact on Local Road Users Heavy Vehicle Users School Buses Pedestrians Cyclists BOP Contractor provides Site Access map to service providers.(see attached Figure 1, 2 and 3) Service Providers have the following control measures in place 80 KPH speed limit on Range Rd HOLCIM Heavy vehicles are speed limited to 100km/h Driver behaviour and GRWF Site-specific requirements have been regularly reinforced via toolbox and pre-start meetings Company drivers receive Fatigue Management and Chain of Responsibility training. Company drivers are reassessed every months. Company conducts random drug and alcohol testing Company conducts visual licence checks every six months Company has a disciplinary system in place to manage driver behaviour issues which includes a requirement for drivers to self-report Drivers receive regular training including verification of competency Weekly report to be provided to BOP Contractor re any driver behaviour / non-compliance issues Individual drivers have a responsibility to comply with the relevant NSW Road Transport Act and Regulations
10 DIVALLS Heavy vehicles are fitted with GPS units which monitor driver location & speed and this information is reviewed regularly by their Bulk Haulage Manager. Heavy vehicles are speed limited to 100km/h Driver behaviour and GRWF Site-specific requirements have been regularly reinforced via toolbox and pre-start meetings. Company conducts licence checks via RTA report annually Company has a disciplinary system in place to manage driver behaviour issues which includes a requirement for drivers to self-report Company conducts random drug and alcohol testing Drivers receive regular training including verification of competency Weekly report to be provided to BOP Contractor re any driver behaviour / non-compliance issues Individual drivers have a responsibility to comply with the relevant NSW Road Transport Act and Regulations APE Heavy vehicles are speed limited to 100km/h
11 Driver behaviour and GRWF Site-specific requirements have been regularly reinforced via toolbox and pre-start meetings Heavy Vehicles are checked via annual HVIS Inspections. Heavy vehicles are fitted with GPS units which monitor driver location & speed and this information is reviewed regularly by the owner of the Company Company has self- imposed an 80km/h speed limit on drivers Any excursions above this limit generate an SMS alert to the Company owner. This alert is followed up with the driver and there is a disciplinary system in place to manage driver behaviour issues which includes a requirement for drivers to selfreport Drivers receive regular training including verification of competency Weekly report to be provided to BOP Contractor re any driver behaviour / non-compliance issues Individual drivers have a responsibility to comply with the relevant NSW Road Transport Act and Regulations Low Loaders Increased traffic movements may impact on BOP Contractor provides Site Access map to service providers (See attached Figure 1, 2 and 3)

(See attached Figure 1, 2 and 3) Individual drivers have a responsibility to comply with the relevant NSW Road Transport Act and Regulations Onsite batch plants will be set up at Pommeroy, Bannister and Gurrundah for production of concrete. This negates the requirement for agitator trucks to travel on roads and greatly reduces truck movements and the impact on other road users. 14 7.0 School Bus Route Divalls / APE / Obnova /Ausreo and Holcim deliveries (Except Cement deliveries), unless there is a breakdown or extraordinary circumstances must not go onto Range road prior to 8.20am and must be off Range Road by 4.00pm for the School Bus pick up and drop offs. During School Holidays the above restrictions will be removed but trucks must still not enter the project until 7.00am and leave site by 4.30pm. 8.0 Road Hazards e.g. Rain and Fog BOP engineers or Batch plant operator (Holcim) are to check the forecast (BOM website) the afternoon (after 4.30pm) prior to deliveries and determine if the weather is suitable for deliveries the next day Trucks will be placed on hold if more than 10mm of rain is expected until the engineer can make a judgement call in the morning. If Heavy fog (as stated on BOM forecast) is forecast for next day, trucks will be placed on hold until the engineer can make a determination of exact conditions in the morning. Truck companies can also make a determination at any time if the conditions are determined to be hazardous. Truck companies are to ring Engineers with their determination. All trucks to have headlights turned on for onsite and off vehicles 9.0 Concrete Pour Traffic Management Plans Traffic Management Plans are prepared and reviewed by site personnel for each individual wind turbine base concrete pour An example of a Concrete Pour Traffic Management Plan is attached at Fig 4 and Traffic Control Plans As per the requirements of Section 4.2 of the GRWF Traffic Management Plan GR-PM-PLN the BOP Contractor will engage a specialist in traffic management, traffic planning and traffic control to prepare Traffic Control Plans as required. See attached example Fig 6.
