1 Legacy Way Project Role of the Environmental Management Representative (EMR) What is Legacy Way The project consists of the following key elements: Two 4.2 km road tunnels connecting the Western Freeway at Toowong with the Inner City Bypass at Kelvin Grove each tunnel with 2 traffic lanes Civil works to connect the tunnels with the surface road network at either end Civil works to upgrade the existing Western Freeway / Moggill Road interchange Associated works such as 2 ventilation stations and outlets and a tollroad control centre. 1

5 Requirement for EMR for Legacy Way Requirement for EMR role prescribed in Coordinator General (CoG) Conditions dated December 2010 (Appendix1, Schedule 3, Part 2, Condition 14(b)) Brisbane City Council (BCC) required to nominate suitably qualified person for approval of the CoG 2 months before start of construction Role for the duration of construction (4 years) Following a tender process Golder Associates was contracted in December 2010 to provide EMR services to the Legacy Way project for a period of 4 years. Role of EMR Principal point of advice for questions and complaints about environmental performance Certify D &C and O &M Environmental Management Plan (EMP) and EMP Sub-plans in compliance with CoG conditions Monitor & audit implementation of EMP and EMP Subplans Review and approve project induction and training programs for environmental matters Undertake regular on-site monitoring to assess Transcity (TCJV) compliance with EMP and EMP Sub- Plans 5
6 Role of EMR (ctd) Provide advice to BCC about CoG Conditions and other licenses and conditions Make recommendations to BCC and DERM (now Department of Environment and Heritage Protection (EHP)) in relation to actions to mitigate unintended or adverse impacts of TCJV activities Be available for contact at all times during construction activities Undertake 6 monthly environmental audits Attend meetings of the Community Liaison Groups Role of EMR (ctd) Undertake investigations of community complaints as requested by the Independent Community Liaison Representative (ICLR) Undertake reviews of daily updates to the Community Complaints Register Undertake review of the TCJV Monthly Environmental Monitoring reports Conduct quarterly look-ahead environmental risk assessment workshops Participate in Environmental Management & Community Liaison Group (EMCLG) meetings with BCC, Independent Verifier (IV) and TCJV 6
7 EMR Team The EMR Team consists of the following groups Project management group includes EMR and Project Administrator Environmental audit group includes a certified auditor and independent audit reviewer Surveillance group includes field monitoring staff with experience in site based environmental monitoring Community engagement, heritage and social group includes staff with experience in these disciplines EMR Team (ctd) Panel of Technical Specialists includes people with particular expertise in the following: Panel of Technical Specialists Noise and vibration Air quality Surface water quality Groundwater quality Flora and fauna Waste management Acid sulfate soils Contaminated lands Traffic management Cultural heritage Erosion & sediment control Hazard & risk 7
8 Recent Typical EMR Activities Routine site surveillance activities at Eastern and Western worksites, Western Freeway Extension, Moggill Road Ramps upgrade, Wacol Pre-cast Yard, Archerfield and Oxley Storage Yards and Toll Road Control Centre (TCC) Prepare and submit Observation (OR), Environmental Incident (EI) and Non-Conformance Reports (NCRs) to (BCC) and TCJV as required Conducted a site walkover of the Western Portal on to inspect the erosion and sediment controls. Recent Typical EMR Activities (Ctd) Daily review of Community Complaints Register updates; Review of specialist reports and preparation of reports as requested by BCC and the ICLR; Convened the meeting re development of Operation and Maintenance EMP and EMP Sub-Plans with TCJV, EHP and CoG 8

Noise & Vibration EMP Sub-Plan certified until 29 August 2013 Participated in weekly EMCLG meetings and formal monthly meeting; and Air quality (dust) monitoring of activities on the TCC worksite. 9
