3 Training - building the industry s skills base Now is the time to take stock of your company s skills base and to invest in the professional development of your workforce. Nowhere is this professional development more critical than in Occupational Health and Safety. With the impending introduction of National Occupational Health and Safety Legislation, all building sites need to be brought up to speed with this new legislation and the practicalities of its implementation. Training Services will not only develop a range of short courses to address this need, but we will also revise all Certificate and Diploma programs to reflect these changes. Master Builders OHS specialists are working closely with the training team to update its programs, in line with the proposed legislation, placing the Association at the forefront of OHS training and advisory services. Throughout 2011, Master Builders invested heavily in the review of its training programs and the diversification of courses and delivery options. This is no more evident than in the range of access options for individuals undertaking the Certificate IV in Building and Construction (Building) and Certificate III in Occupational Health and Safety. You can now choose between undertaking a full qualification online, or through classroom based delivery, or a combination of both. These delivery options are helping to overcome the constraints of time release and enabling state wide access. Piloted in Bendigo in the second half of 2011, the blended Builder Registration Course, a mixture of classroom and online learning, saw new members successfully complete the Building Practitioner Board recognised program. We have continued to pursue State and Commonwealth grants in order to provide builders and their employees with substantial training fee subsidies and support services. Although reduced this financial year, the Incolink Training Grant is still delivering generous subsidies to the commercial sector. In turn, residential practitioners can apply for a Commonwealth subsidised place in selected Certificate III to Diploma programs. Over 200 practitioners have already benefited from the ongoing Department of Planning and Community Development Grant which offers significant fee reductions for sustainability courses. What also sets the Master Builders apart is the unique training support program which sees eligible participants supported through their studies by a specialist consultant in class and through one-on-one and small group tutoring. 8 Training and career pathways The offering of career pathways through training can be a key strategy for rewarding and retaining your staff. Once enrolled you simply work through your training at your own pace, at a time and location that suits. Although face to face trainer led delivery is always going to be the most dynamic and collaborative way to learn, online training may suit your learning style or be your only viable option. It is designed primarily to meet the needs of builders and managers of small to medium-sized building businesses. The Certificate IV in Building and Construction (Building) course is made up of seven specialist modules. 46 Construction Induction Training (CIT) Assessment Centre Construction Induction Training (CIT) Construction Induction Training is compulsory for all persons participating in onsite activities in the building and construction industry. Under WorkSafe Victoria requirements, from July no person may work on a construction site unless they meet this OH&S training requirement or are a current Red Card bearer. Topics covered include: OH&S regulatory framework hazards and control measures communication and reporting of OH&S issues incident response. Participants are required to sit a multiple choice assessment task. 52 Perform CPR - Refresher Fire Warden Training This course is particularly geared to provide an update refresher in CPR for participants with current first aid certification. The Australian Resuscitation Council recommends an update every 12 months. This short course is specifically designed to provide participants with the knowledge to perform cardiopulmonary resuscitation (CPR) in line with the Australian Resuscitation Council Guidelines. The following areas are covered: introduction to First Aid principles airway and breathing management cardio-pulmonary resuscitation/rescue breathing early defibrillation Participants will be required to demonstrate to the instructor that they have the required knowledge and skills of the procedures necessary to manage an unconscious, non breathing and pulseless person prior to the arrival of medical aid. 70 Terms and Conditions Enrolment Full course fee payment is required for all courses to secure a place. A non-refundable booking fee also applies for all courses. Non-refundable booking fees are as follows: Courses of 1-4 days duration: $40 Courses of 5-10 days duration: $80 Courses of over 10 days duration: $100 All enrolments are subject to Terms and Conditions. A confirmation will be forwarded to the purchaser for enrolments processed directly by the Master Builders Association. For online enrolments it is the responsibility of the purchaser to print the confirmation and/or timetable upon payment. If the purchaser is not the person being enrolled, it is the responsibility of the purchaser to forward the confirmation/timetable to the person enrolled. Master Builders Association members are eligible to receive 5% discount on course fees for online enrolments with the exception of Incolink contributor enrolments. Training courses are GST exclusive with the exception of non accredited courses. The Master Builders Association reserves the right to cancel, postpone or reschedule any training courses due to insufficient registrations or other reasons beyond its control. Fee paying participants affected will receive a full refund or be given the opportunity to transfer to the next available course at no additional fee. Online Enrolments The commencement date of online training is the date of enrolment (start date). Upon commencement of online training a participant will have a period of either four (4) or six (6) weeks depending on the course from the start date to complete the online learning activities and the final face to face assessment at the Master Builders Association. Timeframes for enrolment/completion of online training may not be extended. A participant will be unable to access online training once the timeframe has lapsed (specific to the course). A participant may be required to purchase additional resources to complete their online training and/or assessment. The Master Builders Association may be required to restrict access to the online learning website for any technical, security and/or any other reasons at its discretion. Course Fees Costs listed in Master Builders Industry Training Directory 1 January 30 June 2012 apply to course dates listed for this period. The Master Builders Association reserves the right to review pricing at any time. Every effort is made to ensure the information provided is correct at the time of printing. However, training dates may be subject to change. Offers and services are valid 1 January 30 June 2012 (inclusive). The Master Builders Association reserves the right to amend or delete offers and services contained in the document without prior notice. Training Vouchers Training vouchers to the value of $130 are valid for 6 months. Training must be completed within this timeframe. The voucher may not be used in conjunction with any other training subsidy offer or for online enrolments. Only one transaction per member per year may be redeemed by an individual. You must be a current member to redeem the voucher. Student members are ineligible to redeem this voucher. Attendance Full attendance is required at all sessions of a course unless otherwise advised. Failure to attend a course on the enrolled day will result in no refund of course fees. Failure to attend on Day 1 of a course/module will require full payment for re-enrolment. Late arrivals participants who arrive later than 30 minutes from commencement time of the course may be asked to reschedule the session/module. A $50 transfer fee may apply upon rescheduling. Participation if a participant leaves a training session early or misses any portion of the session, they will be required to make up this training session. Incolink participants, who do not give the required prior notification for nonattendance on any day of a course, will : - forfeit their non re-fundable booking fee - pay the FULL non Incolink subsidised course/module fee, upon application for re-enrolment into the same course. Cancellations, Transfers & Substitutions All cancellations or requests for changes must be made in writing. If no written notification is received, the full course fee is applicable upon rescheduling. Provided that written notification is received by Master Builders not less than 5 (five) working days prior to the commencement date of a course, you may request one of the following: a) A refund of course fees on cancellation less the non-refundable booking fee b) Transferring to another course subject to availability c) Substitution of another person to attend the nominated course in place of the person enrolled. If a written request is received less than five (5) working days prior to the commencement date of a course the following will apply: a) No refund of the course fees on cancellation b) $50 administration fee upon transferring to another course. This fee must be paid for and the transferred course date scheduled within 3 months for the transfer to be confirmed. Online Enrolments A participant may request cancellation of their enrolment in writing within seven (7) days from the enrolment date. An administration fee of $60 will apply on application for the re-issue of a Red Card. Course Closure Closure dates apply to all training courses. The participant will be advised upon commencement of their training of the relevant timeframes and requirements for the completion of their course. Assessments received after the course closure date may not be accepted. Training Support The Master Builders Association offers a range of training support. The training support service is for participants experiencing language, literacy and numeracy difficulties. Our Training Support Consultant will individually assess the participant s level of language, literacy and numeracy abilities to establish if they meet the criteria to access the service. If a participant meets the criteria, a training support agreement will need to be signed by the participant. This agreement will outline the timeframes and the terms and conditions for receiving this support. Recognition of Prior Learning and Credit Transfer Candidates may meet course entry requirements through education, training, work or life experience. Participants who believe they already have some of the competencies in the course may apply for Recognition of Prior Learning (RPL) or Credit Transfer. Application may only be made: after enrolment and payment of fees, at least four weeks before course commencement and must be made using the Master Builders Association RPL Application Form available from the Training Course Coordinator. Participants who have completed units from their course at other institutions will be given recognition on presentation of a verified transcript, Award or Statement of Attainment. Policies (Access and Equity and Dispute Resolution) These documents are available on request. Intellectual Property Any materials supplied by the Master Builders Association, Training Services to the participant/customer including but not limited to training course materials (in document format, electronic format or otherwise), are for the participant/customer s non-commercial use. Save for this, the participant/customer must not re-publish, license, transfer, copy, reproduce or post on the internet, any of the Master Builders Association s materials without the prior consent of the Training Services Department. Theft, Loss or Damage Master Builders Association does not accept responsibility for any loss or detriment arising by reason of theft, loss or damage to, or otherwise concerning any property belonging to the participant/customer. Privacy Information you provide to us on the enrolment form will be entered into our database for the purposes of processing enrolments, registrations, orders and payments. It may also be used by the Master Builders Association to provide advertising material to you. Master Builders Association collects personal information solely for the purpose of operating as a Registered Training Organisation under the Australian Skills Quality Authority administered by the Federal Government who is the registering authority.
