4 Page 4 1 INTRODUCTION were retained to assess potential noise impacts from the retail development proposed for to nearby noise sensitive uses. The development consists of a Masters home improvement centre and several smaller tenancies. Noise from truck deliveries, rubbish collection, plant equipment and vehicles in the carpark has the potential to impact nearby residents. 2 PROPOSED OPENING HOURS AND DELIVERY TIMES Anticipated opening hours and delivery times for the retail outlet are provided below. The site is bounded by: The Geelong Ring Road to the north, and farmland on the north side of the Ring Road Bacchus Marsh Road to the west, and commercially developed land west of Bacchus Marsh Road Undeveloped residentially zoned land to the immediate east and south of the site. Existing residential use approximately 175 m east of the development site. Refer to the aerial photo in Appendix A for details of the site and the Land Use Zoning map included as Appendix B for details of land use. The nearest proposed residential areas are along the eastern and southern boundaries of the site. Residences in these locations may be double storey.

5 Page 5 4 NOISE GENERATING ACTIVITIES The location of delivery docks and vehicle access routes is shown in Appendix A. Noise sources and their likely impacts are considered in Table 2. 6 Page 6 5 NOISE CRITERIA 5.1 Noise from Commerce, Industry and Trade There are not currently any statutory noise limits for noise from industry and commerce in country Victoria. Noise is currently assessed using the 1989 Interim guideline for the control of noise in country Victoria, N3#89 (N3#89). Consideration is also given to noise limits derived under the December 2009 Draft Guideline Noise from Industry in Regional Victoria (NIRV). Both documents refer to the State Environment Protection Policy (Control of noise from commerce, industry and trade) No. N 1 (SEPP N#1). SEPP N#1 is a statutory policy in the Melbourne Metropolitan area but does not have the same status in regional Victoria Interim guideline for the control of noise in country Victoria, N3489 (N3489) The interim guideline N3#89 recommends that noise in country Victoria be assessed to SEPP N#1 unless measured background levels are very low. In the instance of low background noise levels, N3#89 recommends that the SEPP N#1 minimum noise limits be replaced with lower limits during the SEPP N#1 defined evening and night periods. Background noise levels in the vicinity of the development site are unlikely to be very low due to the proximity of the site to a major road and due to the built up nature of the surrounding area. Due to the above, noise from the development site will be assessed to SEPP N#1 under N3# Noise from Industry in Regional Victoria (NIRV) NIRV requires land surrounding the development site to be classified as either major urban or rural, with major urban towns describes as those with a population greater than 7,000. Where a site is classified as major urban, noise from the commercial practice is assessed to SEPP N#1. Where the land surrounding the development site is classified as rural, NIRV details a methodology for determining noise limits based on land use zoning as defined by local authorities and background noise levels where those levels are classified as high. Corio is part of Greater Geelong which has a population of approximately 160,000, and consequently meets the NIRV classification of major urban. For this reason, noise from the development site will be assessed to SEPP N#1 under NIRV SEPP N41 Under SEPP N#1 the noise limit is the maximum allowable level of noise emitted from the commercial, industrial or trade premise, in a noise sensitive area as defined by the Policy. Noise sensitive areas are typically residential dwellings. Noise limits are prescribed for the day, evening and night periods, as defined below. 7 Page 7 Noise limits are based on the land#use zoning of the area surrounding the residence, as defined by the relevant authority, and on the measured background noise levels when background levels are especially high or low. Noise from commercial premises can be assessed over any single 30 minute period during which the premises operates. The measured and predicted noise from a commercial, industrial or trade site is adjusted for character, including tonality, intermittency and duration. The adjusted noise level is compared with the noise limit to determine whether or not the premise complies with SEPP N#1. Noise limits apply to all noise from commercial and industrial activities from all sites contributing to the measured level at a residence. Where multiple activities take place on a site at the same time, the noise limits should be met by all activities at the one time. In such cases, the effective noise limit for each activity may be lower than the overall SEPP N#1 limit. 5.2 EPA Guidelines for Delivery Vehicles and Waste Collection The EPA publication 1254 Noise Control Guidelines ( Publication 1254 ) provides guidance for the control of noise from waste collection and truck deliveries. Recommendations for the control of noise from these sources consist primarily of restricting delivery and collection times. Industrial waste collection is to take place between the following periods: Schedule: Industrial waste collection One collection per week 0630h to 2000h Monday to Saturday 0900h to 2000h Sunday and public holidays Two of more collections per week 0700h to 2000h Monday to Saturday 0900h to 2000h Sunday and public holidays Noise from commercial deliveries should be inaudible inside a habitable room of any residential premises outside the hours given in the following schedule. Schedule: Deliveries to shops, supermarkets and service stations 0700h to 2200h Monday to Saturday 0900h to 2200h Sunday and public holidays Note. All ancillary motors on trucks should be turned off whilst making the delivery. Typically the schedules included in Publication 1254 are used to control noise from truck deliveries and waste collection whilst vehicles are on public roads in residential areas. Commercial vehicles on private property are required to comply with SEPP N# Private Vehicles in Carpark Consideration is generally given to the control of noise from vehicles in carparks where that noise is likely to increase the ambient level at residential locations or when there is potential for night time sleep disturbance.

8 Page 8 The carpark associated with the development proposed for Bacchus Marsh Road Corio is close to several major roads and will be in use during the day and evening periods only. Due to the fact that existing traffic noise levels can be expected to be significant at times when the carpark will be in use and that there will be no night period use, no further consideration will be given to the issue of noise from private vehicles in this report.

9 Page 9 6 BACKGROUND NOISE SURVEY Attended measurements of existing noise were carried out to assist in the determination of noise limits. Measurements were conducted at times which: were within operating hours of the facility, and coincided with periods when background noise levels are usually low. Noise was measured at the three locations in the undeveloped residential area indicated in Appendix A. Background noise was not measured on the land along the commercial site boundary due to the fact that this area was unshielded from the Geelong Ring Road. If the land adjacent to the commercial site is developed as residential, freeway barriers will be constructed to control traffic noise to houses. In this instance, traffic noise levels will be more comparable to those measured in the selected locations than to those currently at the actual receiver locations. Measurement results are provided in Table 4. Ambient noise levels were reasonably comparable at all three measurement locations, in spite of their differing distances from the Geelong Ring Road. The similarity in levels is assumed to be due to a number of factors, including the shielding provided by the existing freeway barrier to Location 1 and

10 Page 10 the contribution of noise from a number of sources which affect all locations equally (traffic on Bacchus Marsh Road, distant industry, birds and insects). Due to the similarity in background noise levels, the same levels have been used for determining noise limits at all receiver locations. These levels are: Day: Evening: Night (6 am to 7 am): 48 L90 45 L90 54 L90 The high levels during the 6 am to 7 am SEPP N#1 defined night period are assumed to be due to increased traffic on the Geelong Ring Road due to people commuting to Melbourne. Ring Road traffic appeared to be lighter after 7 am.

11 Page 11 7 NOISE LIMITS Zoning levels for four representative locations in the currently undeveloped residential area have been calculated in accordance with SEPP N#1. Refer to Appendix B for a zone map showing land use zoning surrounding the residence. The land use classification of areas inside the SEPP N#1 zoning circles are considered in the derivation of zoning levels. The measured background noise levels are compared with zoning levels in Table 4. The lowest noise limits apply to the evening period, when occasional deliveries to the Masters site are expected. The next lowest noise limits apply to the Day period, when peak deliveries to the Masters site and deliveries to the minor tenancies are expected to occur.

12 Page 12 8 CALCULATION METHODOLOGY Noise from delivery trucks entering the site has been modelled with SoundPLAN, Version 7 and using the calculation method given in ISO Acoustics Attenuation of sound during propagation outdoors Part 2: General method of calculation. SoundPLAN is a software package that enables compilation of a sophisticated three dimensional computer model comprising multiple noise sources and locations and multiple receptors. Calculations take into consideration truck passby noise, reversing beepers, air brakes and unloading activities. The model inputs include: Commercial buildings proposed for the site. Truck access routes as indicated in Appendix A. The Masters delivery docks and compactor, locations as indicated in Appendix A. Delivery docks associated with the smaller tenancies. Locations of these docks are not finalised and have been assumed to be located at the rear of the smaller tenancies. Locations used in the model are indicated in Appendix A. The sound power data for vehicles and equipment associated with the commercial site, as detailed in Appendix C. The sound power data used in calculations has been sourced from previous measurements carried out by SLR Consulting and / or supplied by the Client. Noise has been modelled to receiver locations indicated in Appendix A. The noise levels at receiver locations have been adjusted for event duration and number of events in any 30 minute period. All adjustments are shown in the spreadsheet attached as Appendix D. The following assumptions and approaches have been made in determining adjustments: Four deliveries to the main delivery dock in any 30 minute period between the hours of 6 am and 6 pm Monday to Friday and 7 am to 1 pm Saturday. Two deliveries two the main delivery dock in any 30 minute period between the hours of 6 pm and 10 pm Monday to Saturday and 7 am to 10 pm Sunday and public holidays. Hardware centre open and in use during retail opening hours only (ie. not open before 7 am). Tonal and impulsive corrections have been applied to the calculated delivery noise levels where those noises are predicted to be clearly audible at residential locations.

13 Page 13 9 ASSESSMENT Calculated noise levels at future and one existing residential location are compared with the identified SEPP N#1 noise limits in Table 8. Details of calculations are included in Appendix D. Control of noise to these locations can be achieved with suitably designed barriers. Options for barriers and noise control treatments are provided in Section 10.

14 Page RECOMMENDATIONS 10.1 Barriers Control of Noise to Existing and Proposed Residences Noise barriers ranging from 2 m to 6 m in height will be required to control noise to potential 2 storey residences along the boundary of the commercial property. The maximum (6 m) high barriers are required in the vicinity of the loading bays. The approximate location and height of barriers is shown in Appendix E. Barriers are to have a Weighted Sound Reduction Index (Rw) of not less than 30 db. Typical construction materials for achieving this rating include: masonry, 15 mm thick cement sheet and 25 mm thick hardwood. The material should have a surface mass of not less than 20 kg/m². The barriers are to be free of holes and gaps and are to include shiplap or tongue and groove joints. Standard timber paling fence construction is not acceptable. NOTE: Barriers could be reduced to a maximum height of 4.5 m if loading docks are semi#enclosed and treated with sound absorbing material. Control of Noise to Existing Residences Only In the instance that a staged approach to controlling noise is adopted, it would be acceptable to install barriers with a minimum height of 3 m in the vicinity of the loading bays to control noise to existing residents only. The location of these barriers is shown in Appendix E. The additional and higher barriers would be required prior to construction of residences along the boundary of the commercial site Truck deliveries to the site Deliveries to the main retail premises are to take place between the hours of 6 am and 10 pm. Trucks are not to remain idling in the delivery area. A sign advising against idling is to be installed in the vicinity of all delivery bays Waste collection Waste collection from the rear of the commercial site (loading dock area) is to be carried out within the times given in Publication 1254 as summarised below: Schedule: Industrial waste collection One collection per week 0630h to 2000h Monday to Saturday 0900h to 2000h Sunday and public holidays Two of more collections per week 0700h to 2000h Monday to Saturday 0900h to 2000h Sunday and public holidays

15 Page Control of noise from mechanical plant Mechanical plant will need to be selected and located such that noise from its operation does not result in an exceedance of noise limits at residential locations while truck deliveries are taking place. This can effectively be achieved by ensuring that noise from plant is well below the lowest applicable noise limit at residential locations. The lowest applicable limit at residential locations is 48 Leq which applies during the evening and weekend periods. The recommended design level for noise from mechanical plant at the residential receiver is 40 Leq. 11 CONCLUSION An assessment of noise from delivery vehicles at the development proposed for Bacchus Marsh Road, Corio to existing and proposed noise sensitive receivers has been conducted. Substantial noise excesses are predicted to the 2 storey residential homes proposed for land along the southern and eastern boundaries of the commercial site. Advice for the control of commercial noise to these locations has been provided. Advice has also been provided for the control of noise to existing residences only. Noise from the site is predicted to comply with the identified noise limits at all times that the facility is proposed to operate provided that the recommendations included in this report are met. 12 CLOSURE This report has been prepared by with all reasonable skill, care and diligence, and taking account of the manpower and resources devoted to it by agreement with the client.
