As a global player in the parking and urban mobility sector, VINCI Park is stepping up in support of this transformation" Google Car is soon to be launched on the streets of California, car-sharing is becoming increasingly popular, sustainability criteria are prompting us to rethink the entire mobility ecosystem and consumers have come to expect a more personalised service... Such factors don't pose a threat far from it, in fact. Technological, societal, economic and environmental changes actually provide an opportunity for our sector. As long as we are prepared to totally rethink our concept of parking and let innovation lead the way in "thinking outside the car park". Vinci Park has risen to the challenge. The last few years have seen us evolve from car park construction to service provision. To name a few examples, the My VINCI Park app already offers mobile payment for on-street parking in around twenty towns and cities in France, including Paris. In Caen, we are also trying out a paperless parking ticket service, in partnership with Orange. In broader terms, we are now working on concepts of à la carte parking services, with mobility services that aim to address the specific issues that have been flagged by the local authorities. In Paris, for example, we have met the demands of the city council and of motorists seeking to use more environmentally-friendly and interconnected modes of transport for their day-to-day journeys: within the Lobau Hôtel de ville car park, users have access to a service offering car sharing, carpooling, self-service cycle hire, and car and scooter rental. Recharging stations are also provided for users to recharge their own electric car. We are confident that we have a vital role to play in the new value chain that is journeying. Local authorities and private sector players are in no doubt, and they are counting on us to provide them with specific and effective solutions that are properly in step with the real demands of individuals and local businesses. In France, the various town centre projects led by VINCI Park over the past two years have proven successful. So it's only fitting that VINCI Park is present at this year's Parkopolis trade fair, an event that focusses on changing townscapes, new usages, mixed-mode transport, and digital transformation within the parking sector - further proof, if indeed proof were needed, that the entire profession is moving forward in the same direction. 4 VINCI PARK CONNECTS ITS TOWN CENTRE CAR PARKS For town centre car parks that are connected to their environment, VINCI Park has re-examined its customer experience with the aim of achieving a more streamlined process, particularly by offering mobility services and technologies deployed within its app, its mobility centres, and with the help of the partnerships forged with providers of mobility services. At the Parkopolis trade fair, VINCI Park is showcasing its new, innovative services, projects and enhancements: 1. My VINCI Park: the new-look App now includes new features Navigating the user-friendly menu headings, users can access information within the app that will help them to plan their journey: On 17 June at Parkopolis, VINCI Park will be presenting a new version of the app. This includes a number of new features and a newly designed look and feel: - A home screen showing nearby car parks, with direct access to car parking information in the user's vicinity: numbers of spaces available, charges, services - Includes 8 countries: My VINCI Park is now available in eight countries (France, Spain, Luxembourg, Belgium, Germany, UK and Canada) and contains over one million available parking spaces - Indoor Geolocation: users can enable Bluetooth on their smartphones and then view a 3D map of the car park to guide them to their parking space - Streetview: uses augmented reality to easily navigate - phone in hand - and find the car park where the car is parked - Shared parking: VINCI Park is now able to offer parking spaces within private buildings, which can be located using the app 2. SimplyPass Project: VINCI Park is trialling its paperless parking ticket in Caen, in partnership with Orange VINCI Park and Orange have been working together on the SimplyPass project since The City of Caen, which has been a pioneer in developing NFC in France, has also supported their efforts. This free app is currently in its testing phase and can be used by Orange customers to enjoy a more straightforward parking experience at VINCI Park car parks in Caen. As of 20 January, users are able to replace their paper parking ticket with a virtual ticket saved directly onto their Android smartphone using NFC technology. 4

5 1. Download the SimplyPass app from Google Play 2. Hold up your smartphone to the terminal upon entering the car park 3. A virtual ticket is generated 4. When you are ready to leave the car park, hold up your smartphone to the terminal or automatic ticket machine to validate your ticket 5. You can then select the payment method of your choice (cash, credit card, or Liber-T electronic toll collection system) 6. Hold up your smartphone to the exit terminal and leave the car park The terminals and automatic ticket machines are able to recognise the NFC SIM card even if the phone is locked or out of battery. You can monitor your usage within the mobile app and billing is electronically generated. After this initial testing phase, a payment module will be added to the app so that customers can use their smartphones to pay for their parking directly. 3. New: the payment terminal Unveiled for the first time at the Parkopolis 2015 trade fair, the payment terminal prototype is a further step towards the global digitalisation of VINCI Park. Its aim is to provide a new channel of contact for customers seeking to find information, renew their subscription or reserve a parking space. It will also be possible to use the terminal to contact VINCI Park call centre agents. The demonstrations carried out on the VINCI Park stand will initially be used to define the optimum customer experience, and then subsequently to put in place a pilot scheme in one or more car parks, the purpose of which will be to assess customer behaviour in using the terminal to make purchases. The final stage will then be to roll out the terminal more widely across France. 4. Promoting electromobility through partnerships a. Green On: e-bikes for hire within car parks VINCI Park believes that car parks must be connected to their environments and open to different methods of transport. Innovative eco-mobility solutions such as electric bicycles are now part of the wide range of services which are gradually being put in place in towns and cities in order to plan an urban journey that combines mixed modes of transport. Users are now able to enjoy additional solutions for their home-work commute or leisure trips, reduce their dependency on their own car and generally improve their urban lifestyle, and all this with less effort on their part thanks to the power assistance provided. VINCI Park is therefore offering a self-service electric bicycle hire service, developed in partnership with Green On, the sustainable mobility solutions specialist. The self-service electric bicycle hire service has been available in Paris since 2013 (Lobau Rivoli car park) and in Marseille since 2014 (Vieux-Port Fort Saint-Jean car park). Following on from these first experiments, VINCI Park and Green On have re-examined the service in order to provide a more streamlined and easy-to-use customer experience. An e-bike station has been in operation at the Centre Grande Arche de La Défense car park since April Now open to cyclists, the pedestrian area of La Défense is directly accessible for users of the hire scheme. A map of the area highlighting nearby cycle routes provides for easy orientation. 5

6 During the month of June, residents and tourists in the French capital will be able to try out e-bike scheme based at the VINCI Park car park at the Cité des Sciences in the Parc de la Villette. VINCI Park plans to create an expanding network within Paris and its inner suburbs serving densely populated areas, and to roll out this service to other cities of cultural, economic or tourist interest. The aim is to offer a new mode of transport that is fast, user-dependent, environmentally-friendly and hassle-free, and comes in response to people's journey requirements and to the issue of easing traffic congestion within urban areas. b. VINCI Park, exclusive Sodetrel partner for off-street parking Mindful of changing usages in terms of mobility, VINCI Park and Sodetrel have partnered together to support motorists who have traded in their traditional cars in favour of electric. VINCI Park is the first partner of Sodetrel Mobility to adopt the Sodetrel Pass. Using this Pass, VINCI Park provides its subscribers with a means to access the terminals available in the VINCI Park car parks, but also the national network of Sodetrel Mobility recharging terminals. This recharging network has been deployed in various towns and cities, including Grenoble, Nice or Le Havre, and also at motorway service stations, where 200 fast-charge terminals will be operational by the end of In short, Sodetrel Pass subscribers will have access to 1,500 charging stations throughout France. For drivers of electric cars, this will rid them of the worry of breakdowns, as a national network of charging stations will allow them to make leisure trips in addition to their usual home-work commute. All car parks equipped with terminals are listed and geolocated on the Vinci Park website and on the MyVINCIParkapp, which can be downloaded free of charge on all smartphones. 6

7 VINCI PARK'S ON-STREET PARKING KNOW-HOW VINCI Parks supports local authorities in managing parking with a global approach that includes on-street and offstreet parking. In France, legislation on decentralisation (the "MAPTAM" law) will bring in new provisions in 2016 for local authorities to organise on-street parking, i.e. meter-regulated. 1. Decriminalised parking enforcement: an opportunity for local authorities As a worldwide player in the parking sector, VINCI Park boasts extensive expertise in on-street parking and has already shared its know-how of regulatory, technological, organisational, pricing and paperless ticketing fields within countries that have opted to delegate parking control. In Spain, the UK and Belgium specifically, decriminalised parking enforcement has, since its implementation, had a positive outcome both in terms of revenue for local authorities and in terms of traffic flow in town centres: the rate of compliance is 70% in Madrid and 95% in London 7

8 a. In Great Britain VINCI Park manages on-street parking for thirteen local authorities, including five in Central (City of London) and Greater London. This represents 46,000 parking spaces managed within an area that covers almost 2 million inhabitants. These thirteen contracts employ a total of 200 agents and technicians. The on-street contract for the City of London has been held by VINCI Park for over ten years and was renewed in The contract provides a unique response for relieving traffic congestion using a team of enforcement officers on bicycles who are able to reach any area within five minutes; video surveillance is also used to monitor parking offences either using vehicles with onboard mobile cameras or by static cameras monitored from a control centre. b. In Belgium In Belgium, VINCI Park manages parking enforcement for around thirty towns and cities. It is responsible for providing parking controls, issuing the Belgian equivalent of a parking penalty notice and for recovery of unpaid fines. VINCI Park is also responsible for maintenance of around 1,500 meters under contracts demanding very short invention timeframes in the event of faults or vandalism. In order to manage the teams of technician effectively, VINCI Park has developed a "dispatcher", an information system for the centralised management of meter maintenance. This manages both the schedule of corrective and preventive maintenance of the machines as well as monitoring technical visits. The technicians performing these visits log on to the "dispatcher" via their PDAs in order to establish their itinerary and interact with the command centre. c. In Spain Spain has opted for decriminalised parking enforcement. VINCI Park manages two major on-street parking contracts in Spain for the cities of Saragossa and Madrid. These contracts cover enforcement, maintenance and revenue collection, as well as payments made by cash, card or by phone. At the end of 2013, and after a tender process, the City of Madrid awarded the management of part of its parking, involving over 83,000 on-street parking spaces, to a consortium that includes VINCI Park Spain. The specifications of this contract are particularly innovative, and include the following aspects: Automatic enforcement: number plate recognition cameras mounted on VINCI Park vehicles monitor the status of parked vehicles in real time by matching the vehicle registration number with the information recorded when the meter payment was made by mobile or internet, namely the duration, vehicle status (resident/pay per hour) and the number plate. This procedure can be used to monitor 2,000 parking spaces an hour; as a comparison, a more traditional procedure using a team of agents on foot can monitor 150 spaces an hour. Methods of payment: these include payment in cash, by card (prepay or bankcard) and smartphones (iphone, Android). If the parking time is exceeded, the motorist must pay 54. The motorist does, however, have the option of settling this by paying an on-the-spot 3 charge in cases where the excess parking is for less than one hour. Price management: a sliding scale of parking charges can be operated according to the type of customer (resident, pay per hour, etc.), the type of car (high or low emissions) or according to the occupancy rate of given areas. For example, parking is free for electric vehicles. Higher fees apply within high-traffic areas (town centres) in order to reduce the number of cars and congestion. 8

As of October 2016 in France French law no of 27 January 2014 on the modernisation of public territorial action and affirmation of 'metropoles' (the MAPTAM law) aims to decriminalise and decentralise on-street parking, which makes provision for local authorities to focus on their urban mobility policy. Local authorities will then find themselves with new mechanisms at their disposal to keep traffic flowing in saturated areas, promote a modal shift and to improve the rate of compliance with payment of parking charges, which today stands in the region of 30% in France. Parking reforms will, as of October 2016, effectively enable local authorities to introduce a sliding scale of parking charges that is more flexible for users, but also to step up parking controls by delegating enforcement to a service provider under the framework of a specifications document set out by the local authority. This will require the introduction of new tools and mechanisms to include calculating available parking, training the enforcement officers, purchasing digital and/or paperless payment terminals as well as automating the enforcement accounting network. VINCI Park boasts comprehensive expertise enabling it to support local authorities from a very early stage in their project. 9

10 NEW: VINCI PARK LAUNCHES SHARED PARKING Every day, motorists are faced with a decreasing number of parking spaces in larger towns and cities: reduced availability of on-street parking (in Paris, for example, there was a drop of almost 15% in the period 2003 to 2012), city traffic caused by drivers looking for parking spaces (25%) and the common phenomenon of cars that remain parked 95% of the time¹ are all factors which significantly inhibit the flow of traffic and slow down business. Based on these findings and the lack of options to construct off-street car parks in large towns and cities, VINCI Park has signed a partnership agreement with the public housing agency Paris Habitat-OPH to include shared parking within its global mobility solution and to increase its available parking spaces. The solution involves sharing a single private parking space with other motorists when it is not being used, in line with a clearly defined schedule of days and times. A single parking space is therefore pooled to be shared according to each user's needs, with a professional using it during the day and a resident using it at evenings and weekends. To allow non-resident motorists to park their vehicles during the timeslots assigned to them, VINCI Park installs a secure solution within the car park for vehicle and pedestrian access, as well as suitable signage to help locate reserved spaces easily. Shared parking: how does it work? 1. Motorists subscribe online by creating a user account, and can then submit an advance request via the VINCI Park website. 2. You select your car park by browsing the menu and choosing a subscription type: weekday, evening and weekend, or 24 hrs a day and 7 days a week. 3. You pay for your subscription online - the transaction is fully secure 4. You then receive an containing practical details about your subscription: car park address, allocated times, access code, etc. For smartphone users, the door to the car park can be opened directly by logging onto the My VINCI Park app via secure access. If a user does not have a smartphone, a code sent via SMS can be used to open the door in order to enter and exit the car park. Each user is assigned a unique personal code to gain access to the car park. In addition, in order to guarantee a fully secure experience for its customers and a level of quality equivalent to that of a public off-street car park, VINCI Park connects the shared parking car parks to the CNTO (the French national remote operations centre) which remotely supervises the car parks 24 hours a days, 7 days a week and responds to requests that the customer can send via the My VINCI Park app or via a phonecall.
