2 Strategic Objectives of the NYS: Job Purpose Under the direction of the Director, Human Resource Management and Administration, the Senior Secretary is responsible for providing a diverse range of secretarial, administrative and clerical services in support of the Division s programmes and activities, while ensuring tact, diplomacy, discretion, professionalism and timeliness in the performance of responsibilities. Key Outputs: Calendars/schedules prepared/maintained Meetings/seminars/workshops coordinated Incoming/outgoing correspondence processed Letters/reports/documents/presentations prepared/dispatched Visitors/ phone calls screened/responded to Recruitment process administered Documents for signature reviewed/proofread/edited Minutes/dictation taken/transcribed Phone calls/visitors received/screened/responded to Contracts of employment prepared/processed Leave/attendance records administered/maintained Personnel files/records established/maintained Key Responsibility Areas: Technical / Professional Responsibilities 1. Undertakes a broad range of secretarial, administrative and clerical duties in support of the efficient functioning of the Director s Office, including: processing incoming and outgoing correspondence responding to routine enquiries composing and preparing presentations, correspondence, reports, memoranda, agendas and other documents taking and transcribing dictation and minutes of meetings copying and faxing documents 2. Serves as a liaison between the Director and other Divisions, staff, external agencies and the general public by: receiving and screening visitors and telephone calls to the Director s Office receiving and screening requests for information and responding or referring to the appropriate member of staff transmitting directives, instructions and assignments and following up on the status of assignments Job Description & Specification Snr. 3 3. Maintains the Director s calendar and schedules and provides updates on status of issues on an ongoing and timely basis 4. Coordinates arrangements for meetings and events of the Division, including the preparation and distribution of handouts and refreshments 5. Reviews, proofreads, and edits documents prepared for the Director s signature 6. Assists with the recruitment and selection process by collating applications, scheduling interviews, administering proficiency tests and processing enrollments 7. Assists with new employee orientation by organizing and compiling materials and introducing personnel 8. Prepares and processes contracts of employment for new recruits and renewals for existing employees including gratuities 9. Assists with the conduct of exit interviews including the entering of data in computer and its collation for the purpose of documenting and providing reliable information for analysis and decision-making 10. Assists and participates in the planning and execution of training sessions and staff related events and activities 11. Assists the Director in administering the Agency s health plan to include the processing of enrollments, terminations and monthly billings 12. Maintains an inventory of items (e.g. handbooks, applications and other personnel forms, etc.) for the purpose of documenting, processing and ensuring access to information 13. Prepares purchase requisitions and expense claims and follow up on payments for personnel related activities such as training, recruitment and staff welfare activities 14. Processes and maintains attendance and punctuality records of staff generated by MIS including forwarding to Divisions for information and confirmation of attendance/absences 15. Processes leave applications ensuring staff entitlement in accordance with contractual provisions and relevant policies and procedures 16. Creates and maintains a complete, accurate and up-to-date records management system for all personnel related data and information that ensures confidentiality, facilitates ease of retrieval and leaves an audit trail 17. Supports the Director in undertaking research by collecting, compiling and processing information and data to inform improvements in human resource management and administration 18. Prepares and submits monthly and special reports on areas or responsibility Other Performs other related duties and responsibilities that may be assigned by the Director from time to time Job Description & Specification Snr. 4 Performance Standards: Correspondence and other documents prepared are appropriately formatted, error free and prepared and submitted/dispatched in a timely manner Director s calendar and schedules are efficiently organized and maintained Director is updated in a timely manner on the status of issues, assignments and matters requiring attention Follow-up actions relating to outstanding matters are taken in a timely manner Minutes of meetings and dictation transcribed are accurate and prepared and circulated/submitted in a timely manner Priorities are determined and tasks scheduled to meet deadlines Tact, sensitivity, diplomacy, discretion and professionalism is exercised in the screening of calls and visitors, giving out of information, and dealing with people Confidentiality of information and communication, oral and written, is maintained at all times Proactive, effective and timely assistance is provided in the planning and execution of human resource events and activities Reports are appropriately formatted, collated, compiled and submitted in a timely manner Files and records are complete, accurate and up-to-date; facilitates the efficient and effective delivery of services, easy retrieval and safe custody; and ensures confidentiality A professional image of the Director s Office is cultivated and maintained Internal and External Contacts (specify purpose of significant contacts: Contacts Internal to the organisation: Contact (Title) Purpose of Communication General staff Receiving, screening and responding to inquiries, visitors and correspondence in support of and on behalf of the Director Senior Management Re planning meetings, receiving information and responding to enquiries, etc. Finance & Accounts and Procurement staff Re compensation and service procurement related matters Contacts external to the organisation required for the achievement of the position objectives: Contact (Title) Purpose of Communication General Public Receiving, screening and responding to calls, inquiries, correspondence and visitors in support of and on behalf of the Director Job applicants Re vacancies and requests for information/documentation Service providers Re arrangements for the provision of services Job Description & Specification Snr. 5 Required Competencies: Core Excellent verbal and written communication skills Excellent planning, organizing, and time management skills Ability to maintain confidentiality and integrity in matters of a sensitive nature Ability to exercise professionalism, tact, sensitivity and discretion in dealing with people Ability to determine priorities and schedule and structure tasks in order to meet deadlines Ability to work independently without close supervision Attention to detail Technical Knowledge of National Youth Service (NYS) Programmes Excellent knowledge of NYS personnel policies and procedures; Staff Orders for the Public Service; and Fixed-Term Contract Officers Policy Guidelines Knowledge of the principles and practices of Human Resource Management Knowledge of the basic principles and practices of office and records management Knowledge of customer service principles and techniques Knowledge of the operation of standard office equipment, including photocopiers and fax machines Proficiency in the use of MS Office software applications including spreadsheets, word processing, presentations and database management Minimum Required Education and Experience Diploma or Associate Degree in Business Administration, Human Resource Management or relevant discipline OR Certified Professional Secretary (CPS) designation or equivalent qualifications Three (3) years experience in an administrative or secretarial capacity Authority to: Exercise discretion in the screening of calls and visitors and responding to queries Offer advice and direction in the absence of the Director Specific Conditions associated with the job: N/A Job Description & Specification Snr.
