He was the President of Solar Energy Society of Taiwan and held many important positions in government. He has been devoted to research of solar thermal and PV energy, refrigeration and air conditioning, heat pump, LED lighting, system dynamics and control etc. since Prof. Huang is currently in charge of a National Energy Program to develop technology of hybrid solar PV for self-consumption and disseminate solar PV energy for replacing nuclear power in Taiwan. 3 Chairmen s Message Programme Photovoltaic Solar Energy became one of the cheapest sources of electric energy in the last decade. The electric energy coming out of the modules can reach prices in the same range as electric power from coal power stations and even lower cost than stations fired with natural gas or oil. Beside that it can help us to prevent us from the negative results of global warming effected by traditional fossil fuels. Solar energy is proven for energy production since photosynthesis was invented by nature about 3 Billion years ago. Solar energy became the natural and sustainable energy supply for the evolution on earth. However, it would be wrong to see Photovoltaic just a 1:1 substitute for those traditional sources. Photovoltaic has disadvantages and advantages compared to the traditional sources. One of the weak points is that solar energy is fluctuating over the year the month and even the day. This means that we have to store the generated energy itself or we have to transfer the storage function into the load which provide the requested energy service. In many cases it is necessary to reinvent the application to make photovoltaic successful. Fossil fuels and it applications had more than 100 years of time for this application process. We will have to be faster with solar energy. Nevertheless it is very important to give our new clean energy source a fair chance for this adaption process. Solar energy and photovoltaic also give us new chances. It can provide wireless power wherever we have light as a primary source of energy available. Photovoltaic solar energy can help to provide electricity to those people who are not connected to the utility grid. This will improve their lives in many circumstances such as health, education and nutrition. New applications are possible and can provide services, improvements and innovations we did not even think of. Small PV applications are covering big part of this new philosophy in energy supply. The next conference will be for first time in Munich in closer correlation with Intersolar. This give our conference the chance to be also the most important event for Off-grid solar applications. The cancellation must be in written form. The person representing the contracting party may be replaced at any time but a written notice is necessary not later than 4 days before the conference starts. Irrespective of legal basis, OTTI shall only be liable for property damage and pecuniary loss which occurred due to intent or gross negligence.
