5 B H M P E N L A W is a group of solicitors qualified in Germany, the United Kingdom and France with a strong focus on advising in commercial and maritime matters and such in relation to international maritime law. The founders of BHM Penlaw were of the impression that large law firms and their organisational structure may cause ineffective communication with clients and cost-intensive. For that reason, Henry Page and Philipp Hermes founded BHM Penlaw EWIV EEIG on 14 February 2014, at Cercle de l Union Interalliée in Paris with the clear intention to provide straightforward legal advices on international level with direct communications to clients. BHM Penlaw is advising and assisting national and international enterprises as well as international governmental authorities and nongovernmental organisations, among others in respect of economy and trade, international maritime law and commercial shipping. The Arctic Perspectives on a Seaway is hosted by the Hamburg

6 office of BHM Penlaw and the resident partners Philipp Hermes, Dr. Rosa Sanchez and Cornelius von Cramm. BHM Penlaw is addressing this event to its friends and clients in the shipping and maritime industries including trade, construction, finance, insurance as well as politicians, diplomats, military and journalists being interested in the Arctic regions and its diverse perspectives.

7 D R. J O C H E N B I T T N E R has been a political editor with Germany's newsweekly DIE ZEIT since Before joining the newspaper, he worked as freelance journalist for various publications, among them the Frankfurter Allgemeine Zeitung and Die Welt. Following the 9/11 terror attacks, he kept a special focus on terrorism, security and intelligence affairs, both nationally and internationally. From 2007 to 2011 he was the paper's European and Nato Correspondent in Brussels. He has travelled the continent intensively during this time, monitoring both the effects of the Euro crisis as well as the varying views on European integration. Dr. Bittner studied law and philosophy and holds a PhD in legal philosophy from the University of Kiel in Northern Germany, were he also used to work as a research assistant and lectured in constitutional law. He made his first experiences with the subject of terrorism during stint in Belfast, Northern Ireland, from 1998 to 1999.

8 Today, Dr. Bittner mainly covers European and security affairs. Besides this, he is co-responsible for DIE ZEIT's opinion pages. Since 2013 he has been a Contributing Writer for the International New York Times.

10 DR. MARTIK GASPARYAN is Vice President of the International Academy of Spiritual Unity of Peoples of the World, Moscow. He is an academic and holder of a PhD in economic sciences and serves as professor of the global economy. Dr. Gasparyan is certified auditor, a certified expert in the independent evaluation, the professional accountant in accordance with Russian Accounting Standards (RAS) and International Financial Reporting Standards (IFRS), financial and economic forensic expert, member of the Advisory Board of the Chamber of Control and Accounts of Moscow, Advisor to the Chairman of the Accounts Chamber of Moscow, authorized experts to monitor the quality of audit activities of Profit Partnership "The Commonwealth Association of Auditors (NP AAS). He is also senior partner of non-state forensic - expert institution "Budget Audit Outsourcing Evaluation" (Moscow), Head of the Training Centre of the Central Institute of Training.

11 Dr. Gasparyan is author of fundamental methods of compulsory and voluntary audit, an independent professional assessment and economic and financial forensics, atlases investment regions of Russia and other countries.

12 DR. SEBASTIAN BRUNS is a naval strategy and maritime security specialist based in Kiel, Germany. He holds a PhD in Political Science from the University of Kiel, where he recently completed his dissertation. Dr. Bruns areas of interest include maritime security, naval strategy, and transatlantic defence and security relations. He frequently delivers briefings and lectures for diverse military, policy-makers, and business audiences, and he has written and edited three books. He has also published in various journals and professional magazines, and is frequently consulted by national and international media. Since December 2014, Dr. Bruns is a member of the German Navy s Chief of Naval Operations expert advisory group on maritime strategy. Further awards include a U.S. Department of Defense research grant (September 2012) to conduct interviews with naval strategy decision-makers and a prestigious German Marshall Fund Congressional Fellowship ( ). As part of the GMF Fellowship, he served as a

13 legislative aid for Rep. Todd Young (IN-09), and handled all military, defence, and national security affairs for the Congressman, who held a seat on the House Armed Service in the 112th U.S. Congress. Professional experience includes a position at the International Affairs and Protocol Section of the City of Bonn (2008); a Teaching Fellow in Maritime Security chair at the Hamburg-based public policy institute HAUS RISSEN HAMBURG ( ); and an analyst and editor job with the Danish maritime security firm Risk Intelligence (since 2010). Sebastian holds an M.A. in North American Studies (2007) from the University of Bonn, Germany. He also spent a semester at the University of Copenhagen, Denmark, as an EU Erasmus Fellow.

14 ALEC MORTEN is Senior Vice President of Marsh Ltd., London, a global leader in insurance broking and risk management. His background includes more than 30 years experience in the marine and offshore energy insurance sector acting initially for Owners and more recently for financiers. His initial experience encompassed technical insurance experience in the Hull, P&I and War sector. More recently, Mr. Morten has focused on the specialised insurance needs of the finance sector offering 15 years experience in this sector heading the BankAssure division of the Aon group a global broker in the maritime and offshore energy sector. Mr. Morten joined Marsh Ltd. in October 2014, heading the newly expanded Marsh Maritime Advisory division. Mr. Morten is one of the leading providers of pre and post drawdown insurance services, a standard requirement of financiers in the asset backed finance sector. This role requires Mr. Morten to have an in depth knowledge of the

15 evolving insurance trends within the shipping sector and the possible implications for the corresponding financiers.

16 YASUSHI NAKAMURA is Executive Vice President and Representative Director of ClassNK. In addition to managing the day-to-day operations of one of the largest classification societies in the world, he also serves as Chairman of the Board for group companies NAPA and Helm Operations, and the director for Safety Management Systems, LLC. Mr. Nakamura graduated from the University of Tokyo with a Bachelor s Degree in naval architecture. He joined ClassNK in 1978, and spent four years as a surveyor at ClassNK s New York Office from 1991 to Over his 37 years experience in the industry, he has been actively engaged in many areas of classification from the survey of vessels during construction and in operation, to plan approval and rule development. Mr. Nakamura was promoted to General Manager of the Hull Department in 2006, a position he held for four years, during which time he was a key player in the Bulk Carrier Safety initiative. He also served as

17 a steering committee member of the Tanker Structure Cooperative Forum (TSCF) from 2006 to 2010 and has been highly influential in shaping today s bulker and tanker industries. He was assigned to Managing Director in 2010, Executive Vice President in 2011, and his current positon in 2014 and throughout these roles he has continued to head ClassNK s extensive joint R&D program. Mr. Nakamura s thought leadership makes him highly sought after in the maritime industry and he has been appointed to several Japanese government and organizational committees.

18 FRANCES ULMER is chair of the U.S. Arctic Research Commission, where she has served since being appointed by President Obama in March 2011.Secretary John Kerry appointed her Advisor for Arctic Science and Policy in June 2014, to assist the US Chairmanship of the Arctic Council In June 2010, President Obama appointed her to the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling. From 2007 to 2011, Ms. Ulmer was Chancellor of Alaska s largest public university, the University of Alaska Anchorage (UAA). Before that, she was a Distinguished Visiting Professor of Public Policy and Director of the Institute of Social and Economic Research at UAA. She is a member of the Global Board of the Nature Conservancy and Chair of the Board of the National Parks Conservation Association. During her more than 30 years of working in public service on the local, state, and national levels, Ms. Ulmer has helped to shape both public and environmental policy. Ms. Ulmer served as an elected official for

19 18 years as the mayor of Juneau, as a state representative and as Lieutenant Governor of Alaska. Ms. Ulmer served as Director of Policy Development for the State of Alaska, managing diverse programs, including coastal management for Alaska. At the national level, Ms. Ulmer served as a member of the Federal Communications Commission's State and Local Advisory Committee, the Federal Elections Commission's State Advisory Committee and co-chaired the National Academies of Science s Committee on State Voter Registration Databases. For more than ten years, she served as one of the US Commissioners on the North Pacific Anadromous Fish Commission, appointed by President Bill Clinton. Ms. Ulmer earned a J.D. from the University of Wisconsin Law School, and has been a Fellow at the Institute of Politics at the Kennedy School of Government. She lives in Anchorage, Alaska.
