Tuesday October 28, 2014 Carter Auditorium, John Brooks Williams Building South, St. Edward s University, 7:00-9:30 PM The forum will be moderated by Dr. Sharyl Cross, Director, Kozmetsky Center: FORUM SPEAKERS: VOLODYMYR DUBOVYK: Professor of International Relations, Odessa National University Volodymyr Dubovyk graduated from the history department at Odessa State University in He also received his Ph.D. (Candidate of Sciences) in political science/international relations from the Odessa State University in 1996, and then assumed a faculty position at OSU (now ONU - Odessa National University). Dr. Dubovyk has been an Associate Professor at the Department of International Relations since 1996, and has served as Director of the Center for International Studies since His teaching and research interests include Ukrainian foreign policy, U.S. foreign policy, U.S.- Ukraine relations, theory of international relations, and Black Sea regional security, and international conflict studies. Dr. Dubovyk has held fellowships at the Kennan Institute, Woodrow Wilson International Center for Scholars, and Center for International and Security Studies at the University of Maryland. He was appointed as visiting scholar and professor at the University of Washington in Dr. Dubovyk has been a member of the International Studies Association and various other professional groups, and has participated in PONARS Eurasia (New Approaches to Research and Security in Eurasia) project based in George Washington University since Sharyl N. 2 TATYANA SHAKLEINA: Head of Department of Applied Analysis of International Problems, Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation (MGIMO) Tatiana Shakleina is Professor and Head of the Department of Applied Analysis of International Problems at the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation (MGIMO). Previously, Dr. Shakelina served as Director of the Department of Foreign Policy Studies and Senior Research Scholar in the Institute of USA and Canada Studies in the Russian Academy of Sciences. She holds Doctor of Political Science (2003) and Candidate of Science in International Relations and World History (1984) degrees from the Institute of USA and Canada Studies in the Russian Academy of Sciences. Dr. Shakleina has published extensively on Russian foreign policy, American politics and foreign policy, Russian -American and NATO relations, and Eurasian and international security issues. Her recognized as a recipient of the Russian Association of Political Science awards for her books Megatrends, World Order Evolution in the 21 st Century, Aspect Press, 2013 and Russia and the United States in World Politics, Aspect Press, Her book Russia and the United States in the New World Order, Institute of USA and Canada Studies, Russian Academy of Sciences 2002 was widely praised as a seminal contribution to the understanding academic and political debates in Russia and the United States on mutual relations during the first decade of post-soviet Russia. In 2006, she was awarded the Academician Evgeny Tarle Memorial Prize for her contribution to Systemic History of International Relations, a four-volume study of world politics from Dr. Shakleina serves as member of the editorial boards of the academic journals International Trends, Comparative Politics, and Vestnik FGGU. IGOR OKUNEV: Ph. D. (Candidate Political Science) Vice-Dean, Associate Professor at the Department of Comparative Politics, Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation (MGIMO) Igor Okunev received his B.A. and M.A. in Intercultural Communication from St. Petersburg State University, and holds a Ph.D. in Political Science from the Moscow State Institute of International Relations. Dr. Okunev is the author of two books: Federalism and Language Policy and Geopolitics and Microstates (both in Russian). He currently serves as executive editor of the Russian journal Comparative Politics. Dr. Okunev has published on issues of political geography, geopolitics, federalism studies, and comparative politics. He is a board member of Russian Political Science Association and Program Coordinator of the International Political Science Association Research Committee on Geopolitics (RC-41).

3 ANDRE HARTEL: Professor of International Relations, Friedrich-Schiller University Dr. André Härtel currently works as a political advisor at the Council of Europe (Strasbourg, France), and is a part-time lecturer in International Relations at Friedrich-Schiller-University Jena, Germany. Dr. Hartel was educated in Political Science and International Relations at Friedrich-Schiller-University Jena, University of Virginia, and Oxford Brookes University (UK). After serving as a lecturer and project coordinator at the Kyiv-Mohyla Academy (Ukraine) in 2006 and 2007, he earned his Dr. Phil. Degree in His thesis project focused on Ukraine s foreign policy towards the European Union and World Trade Organization. Dr. Härtel is a regional specialist on Ukraine, Russia, Belarus and the Caucasus, and his wider research interests is focused on the relationship between regime type and foreign policy behavior, the issues of democratization, economic transformation, and statebuilding. AMADEO WATKINS: Senior Visiting Lecturer and Co-Founder, Centre For Military Educational Outreach, Defence Studies Department, King's College London Amadeo Watkins spent over 10 years as a civil servant primarily working with the British government's Advanced Research & Assessment Group and the Conflict Studies Research Center, a leading UK Ministry of Defense think tank specializing on strategic analysis and governance in now independent former Soviet Union states and the Western Balkans. His responsibilities included preparing policy relevant assessments and working papers, and working as a scholar - practitioner consulting on providing direct assistance to reform efforts in these countries. Since 2011, after leaving government service, Dr. Watkins has worked as a senior consultant leading on public sector reform, primarily in the defense, justice and homeland security areas. Since 2012, he has been a Visiting Senior Lecturer at the Center for Military Educational Outreach at King's College London. Dr. Watkins has published extensively on various aspects of his professional experience in the security sector, most recently for the EU on the 'Challenges of Donor Assistance in Transition Countries''.

4 DESPINA AFENTOULI: Program Officer, Public Diplomacy Division, NATO Despina Ino Afentouli currently serves as Program Officer for Partnerships, Cooperative Security and Open Door policies, regional coordinator for South Caucasus & Central Asia, and Program Officer for Moldova at NATO s Public Diplomacy Division (Engagement Team). She is responsible for the elaboration and implementation of all Public Diplomacy activities related to NATO s partnerships, and represents NATO s Public Diplomacy Division in the respective NATO committees and official meetings with the nations in her areas of responsibility. Before joining NATO, from 1986 to 2001, Ms. Aftentouli had extensive experience as a foreign policy and European affairs journalist and columnist. Her experience included serving as European Affairs Editor at the Athens News Agency ( ), editor-in-chief of the Greek edition of the Economist Intelligence Unit reports ( ), diplomatic correspondent for STAR Channel ( ) and Messimvrini Daily, ( ), political correspondent at Kathimerini Daily ( ), and Foreign Affairs editor, Athens Municipal Radio ( ). Ms. Afentouli studied Law at Athens University (BA) and earned an MA degree in Political Communication at the University of Paris-I (Sorbonne). She also attended the Institut Francais de Presse (University of Paris II). She was a member of the European Association of Journalists and received the Kalligas Award (November 2000) for contributing to the dissemination of European ideas in Greece. She served as Secretary General of the European Network of Women Journalists ( ) and was selected as the official candidate of Greece for the prize Women of Europe in Ms. Afentouli was a member of the Greek-Turkish Forum aiming at the promotion of civil society cooperation between Greece and Turkey ( ) and member of the Win Peace women s organization promoting cooperation in South Eastern Europe. Ms. Afentouli is the author of four books including A Journey in Greek Foreign Policy, Athens, Potamos 2005, EMU: The Day After, Athens, Dromeas 1999, The Europe We Want, Athens, I. Sideris 1997, May 68: Twenty years After, Athens, Odysseas 1988, and numerous articles in a range of international relations and foreign policy.

5 SCOTT ROENICKE: Senior Politico-Military Advisor for Russia, Joint Chiefs of Staff Mr. Roenicke has served as a Russia policy advisor within the U.S. Department of Defense for the past 25 years, and has served 6 Chairman of the Joint Chiefs of Staff in the Strategic Plans and Policy Directorate. He specializes in Russian political-military developments and their impacts on U.S. and NATO policy, plans, force structure and international cooperation initiatives. He provides Russia-related counsel to senior U.S. government officials and engages in policy and strategy formulation efforts in support of the Chairman of the Joint Chiefs of Staff and Director for Strategic Plans and Policy. In December 2011, Mr. Roenicke was appointed to be the Director for Russia Affairs at the White House where he served as the principal director advising the President of the United States on Russia-related security, defense, and military matters. His areas of responsibility included issues associated with missile defense, strategic nuclear and conventional arms control, nonproliferation, counterproliferation, logistics support for Afghanistan, counterterrorism, counterpiracy, cybersecurity, and Arctic-related collaboration. His duties entailed planning, directing, and coordinating the implementation of policies and programs to enhance U.S. national security, foreign policy, and economic interests. CRAIG NATION: Professor of Strategy and Director, Russian and Eurasian Studies, U.S. Army War College R. Craig Nation has been Professor of Strategy and Director, Russian and Eurasian Studies at the U.S. Army War College in Carlisle, Pennsylvania since He serves as Professor of Security Studies at Dickinson College, also in Carlisle, and is a member of the Academic Council of the Center for the Study of East Central and Balkan Europe at the University of Bologna, Italy. Professor Nation earned a Ph.D. in Modern History from Duke University. He specializes in the foreign policy and security affairs of the greater Eurasian area. Major publications include Black Earth, Red Star: A History of Soviet Security Policy (1992); War in the Balkans, (2003); War On War: The Great War and the Origins of Communist Internationalism (rev. ed. 2009); and Security in the West (2009).
