1 Job Description and Person Specification Director of Finance Department: Reports To: Direct Reports: Salary Band: Finance Chief Executive & Registrar Head of Financial Accounting Transactions Manager Management Accountant Procurement Manager Band A Job Description Main Purpose of Job To lead and manage the Finance Department and its functions. To develop and maintain the HCPC financial strategy in conjunction with the Chief Executive and Registrar, and to manage HCPC financial matters and accounting practices. Position in Organisation Member of the Executive Management Team. Liaises on behalf of HCPC with external financial organisations and relevant stakeholders. HCPC liaison with Council and relevant Committees, which include (but are not limited to) the Finance and Resources Committee and Audit Committee. Manages, leads, and provides support to the members of the Finance Department. Liaises with employees at all levels. Liaises with contractors, suppliers and external parties as required. Page 1 of 5

2 Scope of Job Manages financial accounting and management accounting practices including the annual budget, forecasts, and registrant fee setting. Formulates financial policies and strategy and advises management accordingly. Reviews and authorises the HCPC capital and operating expenditure and approved suppliers. Provides project financial reporting in addition to departmental financial reporting. Formulation and monitoring of the HCPC investment policy and transactions. Ensures internal financial controls are maintained and enhanced. Manages the Financial Reporting System. Manages NetRegulate financial transactions including amendments, refunds and intermediate cycle lapses. Preparation of annual financial statements of the HCPC in accordance with HM Treasury and other relevant public sector and companies acts guidance. Manages the audit and procurement functions. Dimensions and Limits of Authority Operates within the budgetary limit of the Finance Department, including Major Finance Projects. Authorised to sign cheques and BACS pay runs in accordance with the HCPC s Financial Policies. Authorised to invest money in money market, and otherwise manage funds in accordance with HCPC s investment policies. Responsible for the Investment Income Budget. Advises employees, managers and the Executive Management Team on financial practices and procedures. Deputises for Chief Executive and Registrar in his absence. Page 2 of 5

3 Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. Financial Accounting Financial Accounting to oversee controls, statutory accounts, Annual Report production and policies. To ensure that the annual report and accounts are audited by the appointed auditors currently the National Audit Office. To ensure that the design of the accounts and accounting practices comply with requirements (for example, Privy Council, FReM and UK GAAP). Cash Flow and Treasury Management To oversee cash flow and treasury management (monitoring and reporting on the organisational cash flow on a daily basis). To ensure that funds are available for revenue and capital projects, analysing funding requirements and negotiating grants or loans as required). To place surplus funds on interest bearing deposits with the bank, money market or investment managers balancing interest earned with risk and maintaining the capital of the organisation. Management Accounting and Committees Management Accounting to oversee and review all Annual budgets, Re-forecasts, monthly management accounts, service costing, business case evaluation and cash management. To attend the Finance and Resources Committee, Audit Committee and any other relevant Committees as required including preparation and presentation of Committee and Council papers. Audit To lead the audit function and ensure that recommendations made by internal audit and the National Audit Office are implemented appropriately and in good time. Page 3 of 5

4 Capital Expenditure, Financial Strategy and Investments To oversee the reviewing and authorisation of capital expenditure and to set the Capital Budget each year. To formulate and implement financial strategy by using forecasts and budgets as required in conjunction with the Chief Executive and Registrar. To guide the Finance and Resources Committee in the approval, implementation and monitoring of this strategy. To formulate and monitor the investment policy of the organisation, including monitoring the transactions of the investment portfolio and ensuring tax efficiency. Fee Rise changes To oversee the development and implementation of income fee rises at HCPC including, financial projections and fee level proposals. Procurement To ensure that effective procurement systems and procedures are in place to provide the highest levels of probity, legal compliance and value for money. Payroll & Pensions Administration To oversee employee payroll processing, pensions administration and transactions function. To oversee the processing of payments to Council and Committee members and to HCPC partners. Management To perform the duties expected as a member of the Executive Management Team. Provide leadership for, and manage and motivate the Finance team. To advise on the selection of auditors, bankers, investment managers, insurers, financial system vendors, pension administrators and other financial and administrative advisors and contractors as required. To manage the departmental risk register. General To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times. 5 Person Specification Qualifications Qualified accountant and current member of ICAEW, CIMA, ACCA or equivalent Essential Skills, Knowledge and Abilities Significant relevant skills and knowledge in financial leadership and operational management at a senior level gained in an organisation of comparable scale, including knowledge of treasury and financial management. Excellent team working skills and the ability to work as part of the Executive Management Team and to contribute to effective strategic and operational decision making. Excellent oral and written communications skills, including the ability to communicate and influence professionally with Council members, Committee Members, internal and external stakeholders. Proven ability to lead, develop, manage and motivate teams and individual direct reports Proven ability to implement and monitor highly effective and efficient financial controls. Demonstrated ability to prepare and present accurate and timely financial statements and comprehensive commentary in accordance with relevant regulations and legislation. Demonstrated commitment to ensuring that the finance function works collaboratively with other areas of the business to deliver organisational goals. Strong commitment to high standards of service delivery and customer care. Sound working knowledge of Windowsbased software packages, including mainstream financial reporting systems, forecasting models, word processing, spreadsheets, databases, , the internet and computerised management reporting.
