2 OVERVIEW AusAID is the Australian Government Agency responsible for managing Australia s overseas aid program. Vacancy currently exists for a Private Sector Advisor. We are inviting dynamic and experienced professional to take part in this new exciting position within our organization. This package of information is intended to help potential applicants to understand the work of the AusAID Jakarta office, understand what is involved in the role and to help you make an informed decision to apply. The package provides applicants with information on how to apply and what information the Selection Committee will be looking for to help them make the best selection decision.
3 THE ORGANISATION: AUSAID About AusAID The Australian Government s overseas aid program aims to assist developing countries reduce poverty and achieve sustainable development, in line with Australia's national interest. The Australian Agency for International Development (AusAID) manages Australia s aid program and advises the Australian Government on international development policy. AusAID s work contributes to the global commitment to achieve eight Millennium Development Goals to: halve the number of people living in extreme poverty and hunger; ensure that all children receive primary education; promote sexual equality and give women a stronger voice; reduce child death rates; improve the health of mothers; combat HIV/AIDS, malaria and other diseases; make sure the environment is protected; and build a global partnership for those working in development. With a head office in Canberra, strongly complemented by its field offices around the world, AusAID works in close partnership with Australian and foreign government officials, international and multilateral organisations (including the United Nations, World Bank and Asian Development Bank), the private sector, non-government and community organisations, and civil society. AusAID has working relationships with many more companies and organisations which help us design and deliver important programs of assistance. What is development cooperation? Development cooperation, also called development assistance, international aid, international development, overseas aid or foreign aid, refers to the efforts of developed countries to work with developing countries those countries with low average incomes compared to the world average to reduce poverty. The term development cooperation often refers specifically to Official Development Assistance (ODA), which is aid given by governments through their aid agencies, like AusAID. Where Australia gives aid Australia s aid program focuses on the Asia Pacific region. The international community recognises Australia s leading role in the region, particularly in PNG and the Pacific. Australia also provides assistance to Africa, the Middle East and Afghanistan and Pakistan, primarily working through international and non-government organisations. AusAID is exploring options to provide targeted assistance where it is needed and to continue to build institutional and people to people links with Latin America and the Caribbean. AusAID works with the governments of partner countries to improve the way they deliver economic and community services. For example, Australia is working in partnership with the Indonesian Government to improve the delivery of essential services including economic policy, law and justice, education, health, climate change and the environment, infrastructure and rural enterprise.
4 AusAID contributes funding to international organisations that help people in emergencies, such as the International Committee of the Red Cross. We also provide funding through United Nations agencies, such as UNICEF and the UN Development Programme, for their development activities across the globe. AusAID contributes to global and regional poverty reduction programs set up by the World Bank and the Asian Development Bank. AusAID also supports the broader efforts of the Australian community in providing overseas aid. AusAID supports volunteers and Australian non-government organisations to work with their partners overseas on community development and skills transfer. Millennium Development Goals In September 2000, member states of the United Nations, including Australia, agreed to work towards eliminating global poverty and hunger, to improve health, gender equality, education, and environmental sustainability and to create a global partnership for development. This commitment produced the eight Millennium Development Goals (MDGs). Through working with partner governments to develop effective poverty reduction strategies relevant to their circumstances and priorities, Australia is helping build the growth and stability essential to achieving the Millennium Development Goals. 6 THE POSITION: PRIVATE SECTOR ADVISOR The Background to the Position The Indonesia Group is responsible for all aspects of the Australian aid program to Indonesia, with responsibility for program implementation devolved to the Country Office in Jakarta. Indonesia is Australia s largest bilateral aid program with a strong focus on assisting Indonesia maintain economic competitiveness, build resilience to shocks and deal with entrenched poverty. The Independent Review of Aid Effectiveness suggested that AusAID should have much closer engagement with the private sector and the Government of Australia s response committed AusAID to working more closely with the business community and thinking about how to harness the private sector throughout the aid program. The Private Sector Advisor is a new position, responding to this commitment. The Advisor will be located in the Country Office and will lead the development of a private sector country strategy for Indonesia. This will include designing and managing the implementation of new programs of work with the private sector in Indonesia. The Advisor will also provide advice to the sectoral country teams about ways in which AusAID can better harness the private sector for more effective delivery of the programs. The Private Sector Advisor will be a member of AusAID s Policy and Analytical Unit and will report to the Country Lead Economist. S/he will also liaise closely with the Branches in Canberra involved private sector development, including the Food Security, Infrastructure, Mining and Trade Branch, the Economics Advisory Group, and the Business Engagement Team. The Role and Responsibility AusAID seeks an experienced and highly motivated private sector advisor to design and lead its work in this new area. Duties include the following: Working with sector teams to analyse the role of the private sector in their areas of work Providing advice to sector teams on effective ways of engaging with the private sector in their programs Devise a comprehensive strategy for engaging with the private sector in Indonesia, consistent with AusAID s overarching Private Sector Strategy and AusAID Indonesia s Country Strategy. Design and manage the implementation of a set of private sector initiatives Support the portfolio of activities associated with AusAID s Mining for Development Initiative in Indonesia. Commission and undertake analysis on the role of the private sector in development and work with local and international research organisations to evaluate the effectiveness of alternative approaches to working with the private sector Build strong relationships with key business groups and business peak organisations, both national and international, who are interested in the ways in which the private sector can promote development outcomes. Build strong relationships with key Government of Indonesia officials responsible for engaging with the private sector on development issues. Consult and coordinate activities with AusAID Canberra and other Government of Australia agencies responsible for engaging with the private sector, notably DFAT and Austrade.
7 The Eligibility/Other Requirements At minimum a relevant undergraduate degree and preferably a post graduate qualification at master or higher level in economics, business or a related area is required. For previous occupational experience, it is pivotal that the candidates have substantial experience in private sector development in a developing country context with strong leadership, management and communication skills and a proven track record of innovative work to reduce poverty. Candidates must be fluent in spoken and written English. It is desirable that the candidate possess: Bahasa Indonesia language skills; Knowledge of Australian Government policy and systems. The Terms of Employment This position will be an overseas-based AusAID employee, on a 2 year non on-going contract with the possibility of an extension for another 1 year. The extension of the contract will be subject to effective performance and regular performance assessment will be undertaken. An attractive remuneration package and conditions of employment will be negotiated commensurate with the demonstrated experience, expertise and skills of the successful applicant. The Selection Criteria 1. Demonstrated significant working experience of working at a senior level on private sector development in developing countries (preferably in Indonesia and/or the Asia-Pacific region) 2. Proven ability to build good relationships with private sector organisations and government counterparts and a strong network of contacts in the field 3. Strong skills in strategic thinking and experience of private sector strategy formulation and implementation 4. Excellent program management skills, including experience of the design and management of complex and innovative development programs with strong private sector involvement 5. Good understanding of donor systems of program design, approval, procurement and management 6. Strong analytical capabilities, including the ability to commission and manage high quality analytical work by local and international organisations 7. Proven ability to work well as part of a senior advisory team and with a range of colleagues from diverse backgrounds and with a range of different skills 8. High level communication skills and the ability to write clearly and quickly and convey technical information to a variety of audiences.
