4 1. INTRODUCTION Some facts about Finland and cycling in Finland Source: Google Maps Finland Area: km 2 (only 3% is build area, 10% lakes, 69% forest). Population: 5,4 million inhabitants (15.8 inhabitants per km 2 ) Capital: Helsinki (1.25 million inhabitants in metropolitan area) Cycling in Finland 22% of all trips in Finland is made by walking and 9% by bicycle. On average bicycle trips are 3 km long. 34% of bicycle trips are shorter than 1km and 74% shorter than 3 km. Long distances make car dominant mode to travel. Car density is growing ( second cars ). Currently no national Cycling Strategy. 4

25 What are the obstacles of those who do cycle in winter? IF YES, in order of importance coldness slippery snowing, sleet, bad weather icy paths nothing stopping lots to carry other long distance too lazy bicycle needs repairing 25
26 Why people don t cycle in winter? WHY NO, in order of importance too slippery too cold too dangerous poor winter maintenance too difficult other distance is too long (in winter) no shower or other utilities health issues stopping trip takes too long in winter poor bicycle parking too dark 26
27 Why people don t cycle in winter? I COULD IF, in order of importance better winter maintenance I had a winter bike?? (second bike) shorter distance no way other if good shower and other utilities if doctor ordered better bicycle parking I did not have to take kids along employee supported 27

WINTER CYCLING: POLICIES (Winter) Cycling policies in City of Oulu Winter maintenance b&p paths are graded into categories 1 and 2 1 = all routes clear before 7 am 2 = all routes clear after category 1 is dealt with b&p routes OVERIDE and are continuous even if route pops in minor streets (for example category 3 street) strategy is to increase b&p traffic modal share huge benefits nationally helthwise for instance in the future... route guides, gps... 28

SUMMARY AND CONCLUSIONS Summary and Conclusions Why is the Oulu success story? morphological and spatial factors (flat and quite compact city) historical-cultural factors (cycling and also winter cycling is a normal thing to do) good quality of the cycling infrastructure. good winter maintenance Last but not the least, citizens of Oulu are proud of their reputation as winter cyclist. 29
