6 Swedish Planning System Planning the use of land and water areas is a matter for the municipality. Each h municipality i shall prepare an up-to-date dt Comprehensive (Structure) Plan, covering the entire municipality.) Comprehensive Plan The Comprehensive Plan shall provide guidance for decisions about the use of land and water areas on the development and preservation of the built environment.
