INTRODUCTION The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH was established on 1 January 2011 bringing together the long-standing expertise of the Deutscher Entwicklungsdienst (DED) ggmbh (German development service), the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH (German technical cooperation) and InWEnt Capacity Building International, Germany. As a federally owned enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ also engages in human resource development, advanced training and dialogue. 2. DEVELOPMENT DIPLOMACY PROGRAMME (DDP): TRAINING FOR PRACTICAL WORK In compliance with requests by governments of developing / partner countries for support in diplomacy training, GIZ organises practice-oriented advanced training programmes as part of the development policy of the Federal Republic of Germany. The objectives and contents of the Development Diplomacy Programme (DDP) are oriented to those fields of international cooperation that support the development process in our partner countries. 3. CONTENT OF THE COURSE The DDP training course focuses on issues of international development cooperation and soft skills that help foster a positive and effective workplace (e.g. networking, communication, negotiation, conflict management, etc.). The participants gain insight into challenges of international development relations, increase their professional skills and acquire experience with individual behavioural aspects of dialogue and cooperation. The programme will include visits to institutions, organisations and think tanks in Bonn and Berlin as well as presentations by and discussions with development cooperation professionals. The content will be as follows:

2 - 2 - Basics, objectives, guidelines and key aspects of German development cooperation The instruments and responsibilities of the German development cooperation institutions (with a focus on the Federal Ministry for Economic Cooperation and Development (BMZ) and the German governmental development organisations GIZ and KfW) Current topics of German development cooperation (e.g. Triangular Cooperation with new donors", selected aspects of the "Paris Declaration" and "Accra Agenda for Action") Current topics of the development policy of the European Union (e.g. EU-Code of Conduct). This programme will be complemented by training and individual work: Training of soft skills (e.g. networking; project management; communication, intercultural competence and conflict management in international negotiation processes) for successful cooperation on an international level Development of an Individual Practical Project (see 6.) Introduction to networking and follow-up opportunities (e.g. GIZ Alumni programme) Please note that the above described contents of the training course are exemplary; they may be subject to slight modifications. 4. OBJECTIVES OF THE COURSE The overall objective of the DDP training course is to generate higher qualifications of staff members of ministries and regional organisations who are responsible for international cooperation and are concerned with the improvement of intergovernmental bi- and multilateral relations. Upon completion of the training course course, the participants will: Be familiar with the main instruments, procedures and institutions of the development cooperation of Germany and the European Union Have a command of the main working techniques in the fields of project planning and management, cooperation and communication and be capable of participating actively in processes and negotiations within their area of cooperation Be able to establish a network of key players within the field of bi- and multilateral development cooperation Be enabled to implement the contents of the course at their own workplace. 5. COURSE DESIGN The DDP training course is strongly oriented to the development of practical knowledge. This focus can be seen in the course s multiple exercises on practical working techniques (soft skills such as communication, negotiating techniques, and networking) as well as in the many scheduled visits to institutions and organisations and direct discussions with professionals working in the field of international cooperation. The course requires active participation by all participants. Among other things, participants are expected to engage in educational games and networking exercises, reflect upon and discuss key inputs from various lectures, contribute to group work, and/or make presentations.

3 - 3 - The Individual Practical Project (IPP) is an essential part of the DDP training course, which allows participants to apply key concepts of the course to specific challenges faced by their organisations. The background / prior knowledge and specific interests of the participants will be considered in the design of the course as much as possible. 6. INDIVIDUAL PRACTICAL PROJECT (IPP) The IPP is an essential part of the course and must be developed by each participant. The IPP is an innovative, practical-based learning method. It offers participants the opportunity to concretely apply what they learn in the DDP training course to their own working environment. An IPP outline must be prepared before the beginning of the training course in Germany. The IPP will then be further developed, presented and discussed throughout the course, and implemented at the workplace after the course has finished. The main components of the IPP are a) Application to the course: Filling in and answering work-related questions in the Application Form. b) Prior to the course: After the selection of participants, the IPP trainer will contact each participant to define the IPP. An outline must be developed by each person prior to the course and no later than 22 April c) During the course: Participants gain know-how and skills (see Content of the Course ) and reflect upon how such knowledge can be applied to their particular work environment. The IPP will be further developed, presented and discussed during the training course. At the end of the course the participants submit a detailed description of their IPP (5-7 pages), that includes a plan for implementing the project. d) After the course: Within three months after the return to their home countries, participants should present and implement their IPP at the workplace. They are then required to produce a final report in order to successfully complete the course. After the presentation of the final project report, participants will receive a certificate of participation from GIZ. All IPP-activities will be supported by the IPP trainer. 7. TARGET GROUP The DDP training course is aimed at middle and junior managers of ministries, government administration and regional organisations who work in the field of international cooperation. The applicants should hold a first academic degree and possess at least two to three years of relevant professional experience. They are also expected to have a very good command of English. In order to achieve a balanced pool of applicants, GIZ in particular encourages women to apply for this course.

4 - 4 - GIZ tries to achieve a balance between participants representing different continents and regions. Therefore only one participants per country is admitted to the course. (Exemption: If the sending institution covers the full costs for their participants, more than one participant from the same country may be accepted.) The course is limited to 22 participants. 8. ACCOMMODATION AND TRANSFER Upon arrival, participants will be picked-up at the airport and transferred to Bonn. At the time of departure, participants will also be transferred back to the airport / train station. All participants will be accommodated in single rooms during their stay in Bonn and Berlin. GIZ bears the programme-related costs for the entire duration of the course in Germany. This includes the costs for accommodation and half-board (breakfast and lunch), local transportation, insurance fees, as well as the cultural programme. Dinner must be purchased with the participants daily allowance (provided by GIZ). GIZ does not cover expenses for phone, internet and laundry. (Please note that internet will not be provided for free by the hotel). Participants will receive a daily allowance that will cover a large part of the daily needs, but experience has shown that participants should be prepared to contribute their own funds as well. All travel costs within the participants home countries and the flight tickets to and from Germany must be organised and paid by the sending institution. If the sending country / institution is not able to cover the travel costs, an official explanation must be provided along with the application. If participation in the course is cancelled after April 1, 2011, the respective sending institution is obliged to pay for any associated costs (e.g. flight cancellation or other non-refundable fees). 9. FURTHER DETAILS The training course will take place in Bonn (weeks 1+2) and Berlin (weeks 3+4). Course hours are approximately 8 hours each day from Monday to Friday. One day per weekend (Saturday or Sunday) will be dedicated to a cultural programme exploring the sights of Bonn and Berlin. Participation is only possible for the entire duration of the course. Late arrivals and / or parttime attendance is not possible. The working language of the course is English. 10. FINANCING OF THE TRAINING COURSE The DDP training course is financed by the Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung) of the Federal Republic of Germany.
