For our work in Ramallah, Palestinian territories, we are looking for a Development worker to advise on organisational development in civil-society organisations in the Gaza Strip, the West Bank and East Jerusalem Political sciences, social sciences, social work, business management JOB ID: The context Civil society in the Palestinian territories operates between crisis and peacebuilding needs and between fragility and development, while at the same time having to contend with the conditions arising from occupation and internal political and administrative division. Overall, the consequence of this complex situation is that civil society represents numerous different interests and stakeholders, making their agendas and activities correspondingly complex. The same is true of the target groups of civil society s concerns: the Israeli Government and public, international government and non-government institutions, and finally the Palestinian Authority are all potential partners or target groups in the political participation process. Political stakeholders in the Palestinian territories influence and regulate civil society and use repressive means to restrict its ability to function. This makes the role and remit of civil society all the more important, not least because of the lack of a democratic regulatory framework with institutions such as independent media or a Palestinian parliament that is capable of acting. The core problem is that Palestinian civil society organisations do not exercise their mandate effectively. The module objective is therefore: Selected Palestinian civil society partner organisations exercise their mandate with increasing effectiveness'. 2 improving the level of organisation and management of selected civil society stakeholders, supporting coordination among selected civil society stakeholders. Strengthening skills and capacities is a core element of the activities in all three fields of action. The peacebuilding needs in the Palestinian territories - i.e. social cohesion and better political participation - are explicitly promoted. The project takes a comprehensive human rights based approach and through its work on issues such as equal opportunities and non-discrimination helps to ensure that particular regard is paid to the rights of marginalised sections of the population. As a development worker in the civil society programme, you will also work with organisations in the Gaza Strip, the West Bank and East Jerusalem. You will support our partners management and staff in organisational development. In particular, you will support the partner organisations in the participatory development, implementation and monitoring of selected priorities to strengthen their internal capacities through the instruments and measures used by the programme (e.g. development workers, local experts, human capacity development, projects, etc.). You will also support the programme s internal monitoring and quality management. That includes developing and implementing context- and conflict-sensitive operational and monitoring plans and developing and reviewing offers, processes and reports in compliance with the programme s quality standards. Your role You will support partner organisations in developing priorities to strengthen their internal capacities using the programme s methods and processes. You will proactively work on the ongoing refinement of the approach used in the programme in the field of organisational development. You will communicate regularly with our partner organisations and advise them in all phases (planning, implementation, monitoring, and evaluation) of implementing the priorities set by them in the field of organisational development. You will work in conjunction with the programme coordinator to assure the quality of external advisory services. This includes the planning, implementation and monitoring of interventions in line with the programme s quality standards. You will take the lead in revising the latest organisational development plans months after their introduction and coordinate or direct the further refinement of these plans with all partners. You will act as the contact for organisational development matters within the programme and for external stakeholders. You will implement the programme s strategies on internal skills and capacity development and possibly refine them. You will develop and check implementation of operational plans within the programme. You will support the programme s context- and conflict-sensitive, results-oriented monitoring, for example by developing and regularly checking monitoring plans, implementing the programme s do-no-harm approach and regularly collecting, analysing and processing data from team members, partners and external consultants. 3 You will support the programme s quality management, for example by preparing and/or checking offers and processes and by reporting activities. You will, if required, carry out other tasks as instructed by the project manager. Anforderung: Your profile Essential qualifications and skills A degree in political science, social science, peace and conflict research, business management, economics, or similar. Several years professional experience and advanced skills in the field of organisational development. Very good English is essential; good knowledge of Arabic is desirable. Additional skills and experience You have a good understanding of conflict-sensitive, results-oriented monitoring and evaluation. You have experience of writing project applications using DNH or other instruments used in culturally and conflict sensitive development cooperation work. You are a team player and take a strongly partner-centred approach. You can cope with ambiguity, can manage stress and are willing to live and work in fragile contexts. The Israeli-Palestinian conflict sets the tone of everyday life, both in the professional and private sphere. 4 powerlessness and are also suffering material hardship. Confrontations between the conflicting parties take place almost every day both in the West Bank and East Jerusalem. It is important to avoid being drawn into and affected by conflict situations. GIZ s Risk Management Office provides regular information about the latest security situation and makes recommendations on how people can minimise the risk to their personal safety. Working in a situation of occupation requires a high degree of mental stability, caution and the ability to maintain appropriate distance. General requirements Willingness to travel to the Gaza Strip for professional reasons. Class B/BF17 driving licence.
