Background In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization s goals on gender equality and the empowerment of women. In line with its Strategic Plan, preventing and eliminating violence against women and girls is one of the key strategic priorities for UN Women. As part of its coordinating function to lead and coordinate the work of the UN system in the area of gender equality and women s empowerment, UN Women hosts the global and regional Secretariats for the United Nations Secretary-General s UNiTE to End Violence against Women Campaign and also serves as the Administrator to the UN Trust Fund in Support of Actions to Eliminate Violence against Women. In Asia and the Pacific, as in other regions, UN Women is prioritizing the prevention of and response to violence against women and girls (VAWG) as part of its work under Development Results Framework 3 ( Women and girls live a life free from violence ). Progress towards this goal is achieved through the provision of technical advisory services and capacity-building of regional, national and local partners to support the development and implementation of laws and policies to prevent and respond to VAWG; the creation of knowledge and tools, including through research and practice; the implementation of evidence-based programmes, including Joint Programmes; and by leading and guiding UN system interagency coordination in this area. In June 2013, UN Women Regional Office for Asia and the Pacific and the Government of Australia signed a cost-sharing agreement for a 2.5 year programme entitled Leveraging Technical Tools, Evidence and Community Engagement to Advance the Implementation of Laws and Provision of Services to Women Experiencing Violence in South-East Asia: Phase I ( ). The overall goal of this programme is to advance the implementation of laws and the provision of services to women experiencing violencewith

2 a particular focus on four selected South-Eeast Asian countries: Indonesia, Timor-Leste, Lao PDR and Viet Nam Under this overall programme goal, the focus will be on: Enhancing evidence and capacity on the implementation, monitoring and evaluation of national laws and action plans on VAWG; Increasing national evidence and capacity on costing the implementation of multi-sectoral critical services packages for VAW survivors; Strengthening regional evidence- and knowledge-sharing; and Increasing knowledge and capacity for community-led social mobilization. In Indonesia, UN Women is also already involved in a number of EVAW activities, such as the Costing Study on Multisectoral Services to Women and Girls Subjected to Violence, supporting the provincial government of Papua to develop regulation on protection of domestic violence victims and survey on masculinity and violence against women. UN Women woks together with government and civil society organization in campaigning for EVAW during 16 days of activism. II. Objectives of the Assignment The objective of this consultancy is to provide technical assistance to Indonesia s component of the Regional Programme, namely, a) costing of multisectoral services on VAW; and b) development of an M&E framework for implementation on the LADV in Indonesia. The technical assistance will be done in participatory manner, during which consultation and partnership with key government and nongovernment institutions will take place, including with the Ministry of Women s Empowerment and Child Protection and National Commission on the Elimination of Violence against Women (Komnas Perempuan) as well as with other relevant government agencies, CSOs and Women s Crisis Centre/Service Providers. III. Scope of Work/Duties and Responsibilities Under the direct supervision of the EVAW Regional Programme Manager in the UN Women Regional Office for Asia and the Pacific and in consultation with the Country Manager for UN Women Indonesia, the National Consultant will work closely with the Programme Specialist and the Senior Gender Advisor to perform the following tasks: Task 1: Provision of Technical Assistance for Costing of multisectoral services: Support the Ministry of Women s Empowerment and Child Protection and Team of Consultants to conduct study on Costing of Multisectoral Services for VAW survivors, including by developing a work plan for the study, plan and design consultations with stakeholders, review the costing study tools and provide inputs to the costing study results/analysis with guidance from theinternational Consultants at the selected International Research Institute; Facilitate the process of consultations with stakeholders, and produce documentation pertaining to consultations/workshops. Task 2: Support the development of an M&E framework for review the implementation of the Law on Anti Domestic Violence (LADV UU PKDRT Undang-undang Penghapusan Kekerasan Dalam Rumah Tangga) Provide advisory services to Komnas Perempuan to develop an M&E Framework to review the implementation of LADV, including developing work plan for the study, plan and design 2

3 consultations with stakeholders, review the adapted M&E Framework and provide inputs to the report of M&E exercise (or review of implementation of LADV) and analysis with guidance from UN Women International Consultant Provide technical inputs to the review report of DV Law implementation based on the M&E Framework; Facilitate the process of consultations with stakeholders and produce documentation pertaining to consultations/workshops. IV. Duration of the Assignment The total duration of the assignment is not more than 120 working days within a period of 6 April to 31 December V. Expected Deliverables The consultant is expected to work to deliver the following results: No. Activities/Deliverables 1. Design (Concept Note/Terms of Reference) of validation and dissemination workshop of the Costing Study Report 25 days 10 August 17 August Task 2: Support the development of an M&E framework for implementation of the Law on Anti Domestic Violence (LADV UU PKDRT Undang-undang Penghapusan Kekerasan Dalam Rumah Tangga) 5. Report on the provision of advisory services to national implementing partner for Monitoring and Evaluation of DV Law implementation, outlining the review of adapted M&E framework and design of activities for M&E exercise with guidance from UN Women International Consultant for M&E of DV Law 20 days 13 July 6. 4 7. Design (Concept Note/Terms of Reference) of validation and dissemination workshop of the review of DV Law implementation Report and the adapted M&E Framework 5 days 17 August 8. Final report, including summary of support provided during the consultancy period, achieved results, lessons learned and 31 December 20 days recommendations for strengthening implementation of DV Law in Indonesia Total Days 120 Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission. VI. Inputs UN Women will provide the Consultant with background materials for the desk review; UN Women Project document and UN Women s work in Indonesia and the context. UN Women will cover the costs of travels to provinces if needed, and daily subsistence allowance (DSA) per standard UN rate; The consultant is expected to work using his/her own computer, but may access the UN Women office printing or relevant documents or should he/she be required to work on-site at any point during the assignment. VII. Performance Evaluation Consultant s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. VIII. Required experience and qualifications The consultant should fulfill the following requirements: Education Master s degree in Gender Studies, Public Health, Development Studies, Human Rights, Social Science or other related fields Experience and skills A minimum of seven years of relevant work experience in the field of ending Violence Against Women (EVAW) in Indonesia Hands on experience in designing, implementing and monitoring development project on EVAW is an advantage A good understanding of issues on EVAW in Indonesia, including laws, policies and the governance of service provision to survivors of VAW is preferable Familiarity of government agencies, CSOs and networks working on EVAW in Indonesia Familiarity with the UN and its coordination mechanism would be an advantage. 4
