The bids received incomplete and after the due date & time shall not be entertained. 2 TERMS & CONDITIONS Objective: To promote the Gladioli cultivation on farmers field by providing imported gladioli corms (from Holland) from the subsidy portion of the component of National Horticulture Mission Scheme in the state of. Requirement: Approx lacs imported Gladioli corms which may be increased or decreased. [District wise tentative requirement sheet is enclosed] Minimum Required Qualifications : 1- The bidder must have valid registration under Company Act/Society Registration Act/ Cooperative Society Act/Firms registration. 2- The bidder must have valid Import Export License in favour of bidder s name. 3- The bidder must have valid APEDA registration. 4- The bidder must have import tie-up for Gladioli Corms with the exporters of Holland. 5- The bidder must have submitted upto date Income Tax returns. Bid Security : ` 1.00 lac (One Lac `) in favour of Director, Uttar Pradesh in shape of Demand Draft payable at Lucknow. Payment Schedule : 80% of bill amount after delivery & balanced 20% payment will be made after blooming & satisfactory report ensured by District Horticulture Mission. Technical Standards : 1- The diameter of the corm/bulb should be minimum 2.5 cm. 2- The apical bud of the corm/bulb should be alleviated & in germination stage. 3- The corm/bulb should be free from any kind of bacterial & fungal infection/insect infestation. 4- The corm/bulb should look vigorous & healthy. 5- The consignment of Gladioli corms should be cleared by the competent authorities with phyto-sanitary certificate. 3 Submission of Bid document : Sealed tender will be submitted through two bidding system (technical & financial separately). The last date of submission of bid document is 26th September, 2011 upto 3.00 PM to the Director, Horticulture & Food Processing,, Udyan Bhawan, 2 Sapru Marg, Lucknow with sealed envelop. Opening of Bid : Received bids (technical) will be opened on 26th September, 2011 at 4.00 PM in the presence of the bidders. The bids of those bidders who's technical bids will be found complete & suitable, the financial bid of these bidders will be opened by the constituted committee. Terms & Conditions: 1- The bids received incomplete and after the due date & time shall not be entertained. 2- The bidder will have to submit self certified copy of Registration Certificate, Import Export License, APEDA registration, Import tie-up for Gladioli Corms with the exporters of Holland & upto date Income Tax returns for last three years. 3- The bidder will have to submit self certified copy of Registration Certificate, Import Export License, APEDA registration, Import tie-up for Gladioli Corms with the exporters of Holland & upto date Income Tax returns for last three years. 4- The bidder will have to submit colour photographs and relevant literature of every proposed imported varieties. 5- The bidder will have to submit the Imported (from Holland) Gladioli corm supply experience, if any. 6- The successful bidder will have to deposit security money within five days after getting approval order. The security money will be not less than 5% of the amount shown in approval order. The security may be in shape of Bank Guarantee/ Bank Draft/FDR in favour of Director, and should be valid till 31th March, The successful bidder will have to sign an agreement with the purchaser and all the expenses/stamp duty for the agreement will have to be borne by the bidder. 8- The approved bidder will have to deliver the corms FoR on site as per order. 9- The bidder may be asked to supply the sizeable number of all the desired varieties. 10- The successful bidder will have to supply the Gladioli corms as per norms specified above, however, any discrepancies found in the supply of corms, the payment of the defaulting consignment shall not be paid to the bidder and the bidder will be responsible for the replacement. 4 11- The successful bidder will have to ensure that the Gladioli corms are true to the type & the characteristic of the corm including colour should show on the beneficiaries field, otherwise he will have to compensate the 50% of the losses to the farmers in all such cases. 12- The Director, Horticulture & Food Processing, have rights to change any term & condition and accept or reject the tender. 13- Jurisdiction : Lucknow jurisdiction only. 14- The bidder have to submit Notarized affidavit on ` 100/- stamp paper describing that the firm has not been blacklisted by any Govt. organisation/ institution/department in last three years.
