1 UPDESCO Function of Education and Training Division 1. Introduction & Background: U.P. Development Systems Corporation is a State Government Undertaking engaged in providing IT services to various Government Department including computer training programme through the franchisee network system in the State. Presently in almost every districts of U.P., the franchisee centres are in existence which keeps on varying from time to time. It is also submitted that the training works are being done directly through the Updesco-AEC ie franchisee who are the authorised centres for Updesco in a particular district. No work are being done through Master Franchisee or Business Associate etc. Probably Updesco is the only organization who does not have any Master Franchisee as compared to other government agencies. UPDESCO has been running the following programmes namely:- a) Corporate training b) Government sponsored training and education programmes c) Career courses awarding certificate/ diplomas in specific areas of specialization. d) Project preparation/guidance to BCA/B.Tech & MCA/M.Tech students. The Govt of U.P. is determined to make U.P. a Smart State and has set a target and directed the department for providing training to the employees in the state. As per IT policy of the Govt, UPDESCO has been entrusted with the task of achieving this target/goal with full participation of client department. Keeping in view the above, UPDESCO has been approved by Govt. of U.P. for conducting computer training of govt. employee vide G.O. no. 1157/78- IT-2001 dated Updesco have various education centres operational in various locations of the state and many more centres are expected to be operational soon. The figures varies from time to time as has been elucidated earlier. 1

Training Infrastructure: UPDESCO has the privilege of imparting govt. staff training to the trainees on the following locations:- a). b). at the franchisee centres located in almost every districts of U.P. at the desired location of the client department need (On site training). Regarding the career courses, the candidates shall have to join at the nearest Updesco Authorised Education Centres in the concerned districts for imbibing computer knowledge. 3. Payment Schedule: For all purpose, whether it is a training to be conducted by the franchisee/ updesco or for other purposes, like training fees, licensee fees, security deposits, royalty etc, the payments are made by draft favouring "U.P. Development Systems Corporation Ltd., Lucknow". 4. Certificates: For all purpose whether it is a training given to the govt. personnel or education given to the student ether by franchisee of any districts or by Updesco, Lucknow, the certificates are issued by U.P. Development Systems Corporation Ltd., Lucknow. Henceforth, it is informed that the issuance of certificates is centralized at the UPDESCO Head Quarter, Lucknow. The centres at the district level are not authorised to issue certificates, only training and education can be imparted by them. 5. UPDESCO Training & Education Programme: a). Training to government personnel: Updesco had imparted training to more than 8000 officers and employees of Uttar Pradesh Government. The details of the course are as follows:- Course: Duration: Fee: Certificate Course on Computer Concepts (CCC) 80 Hrs. or 40 Hrs. Rs 30 per hr per participant, i.e., Rs. 2400/- or 1200/- per person. 2

Government Sponsored Training Programme: This scheme is focused mainly to the students/youths of the Society. The scheme is known as "Kaushal Vridhi Yojna" Scheme, run by the Department of Samaj Kalyan, U.P. through its Corporation, U.P. Anusuchit Jati/Jan Jati Vittiya Vikas Nigam Limited, Lucknow. Till date more than 14,000 students had been trained under this scheme throughout the State of U.P. in different phases by Updesco. c). Career Courses: UPDESCO is running a number of Certificate/ Diploma Courses with a view to educate the rural and the urban masses, depending upon his/her choice. 3

4 Till date it is expected that about 6000 students have been imparted training cumulatively in various centres for different courses. 5 Apart from the above, various short duration programmes are being run by updesco, so that the candidates could avail a specialized knowledge about the particular course. Project preparation and guidance to BCA/B.Tech & MCA/M.Tech Students: UPDESCO offers and provide expert project guidance to BCA/B.Tech and MCA/M.Tech students, which is the part of the curriculum. The fee structure is as follows: (1) B.C.A./B.Tech = Rs per student (duration 2 months) (2) M.C.A./M.Tech = Rs per student (duration 4 months) 6. Procedure For Obtaining Updesco Licence/Franchiseeship: a). Procedure: UPDESCO provides franchiseeship through application invitation process. The aspirants from different districts may apply as per the application form available at UPDESCO. The forms are then being submitted in UPDESCO after being duly filled up by the prospective institutes. UPDESCO representatives visit the sites and inspect the centre to verify whether the centre is as per the norms set by UPDESCO. The forms and on site inspection report are then properly scrutinized and if the centre fulfills the requisite criteria, then it is put up before Managing Director of UPDESCO. In order to obtain the franchisee ship of UPDESCO, it is mandatory on the part of prospective centres to fulfill the norms as set by UPDESCO. The centres are awarded the category of A, B, C & D as per the districts classifications. b). Districts, category, License fees & Security fees details The details of the categories, licence fees etc. are depicted as follows:- Sl. 8 7. Updesco's Authorised Education Centres Location (Updesco- AECs: The details of franchisee centres located in different districts of U.P. are annexed. The figures keeps varying at different point of time. Reason being that some of the centres withdrew and ceased to be AEC of Updesco or some may turn out to be defaulters in making payment of license Fees etc.. The list is enclosed for perusal please. 8
