THE CALIFORNIA JUDICIAL BRANCH The California Judicial Branch comprises 58 trial courts (one in each county), six intermediate appellate courts in nine locations, and the Supreme Court, with more than 2,100 judicial officers and approximately 20,000 employees. The California Judicial Branch has an annual budget of almost $3 billion dollars, including capital improvement projects. The trial courts range in size from two judges to more than 450 judicial officers. THE JUDICIAL COUNCIL By an amendment to Article VI of the State Constitution in 1926, the citizens of California established the Judicial Council. The Council is responsible for improving statewide administration of the California courts, the largest court system in the nation. The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. The Council functions with the assistance of multiple advisory committees, task forces, and its staff arm. The Council s staff, comprised of more than 700 fulltime employees, is organized into three divisions with 19 offices across three locations in California: San Francisco, Sacramento and Burbank. 2 THE HUMAN RESOURCES OFFICE Provides timely, responsive, and professional human resource management services reflecting best practices to employees and judicial officers of the California Supreme Court, the six District Courts of Appeal, the Habeas Corpus Resource Center, the Commission on Judicial Performance, and the Judicial Council with the overarching goal of developing the California judicial branch as an employer of choice. The Human Resources office (HR) is responsible for providing an integrated program of direct personnel management services such as: Classification and Compensation Employee and Labor Relations Human Resource Information Systems Integrated Disability Management Payroll and Benefits Processing Performance Management Policy Development Recruitment and Selection Training Workers Compensation With the passage of legislation such as the Trial Court Employment Protection and Governance Act (SB 2140), and the Judicial Branch Workers' Compensation Fund (SB 2011), the office's role has expanded to include the provision of direct and indirect support to the state's trial courts as they transition to their newly mandated status as employer. The office's role will continue to grow and develop as Human Resources becomes increasingly involved in assisting the courts with their personnel needs. RESPONSIBILITIES Reporting to the Chief Administrative Officer, the Human Resources Director will manage and lead approximately 40 professional staff and oversee a budget of approximately $8.7 million. This position directs and manages programs and personnel in the Human Resources office in order to meet the operations needs and strategic goals of the Judicial Council and the judicial branch. The position is expected to provide advice and counsel concerning best practices for executive decision making and policy development and direct the implementation and evaluation process. The Human Resources Director also provides personnel management advice to offices in the Judicial Council, the Supreme and Appellate Courts, Habeas Corpus Resource Center and the 58 Superior Courts throughout the state. Key responsibilities of the Human Resources Director include: Manages the Judicial Council s Human Resources office, including planning and directing work, providing human resources policy direction, providing for internal staff development, training, succession planning and recruiting and selecting staff.

3 Formulates goals, objectives, policies, procedures and work standards for the Human Resources office in order to achieve the mission of the judiciary; Recommends, guides and advises the Judicial Council and all judicial branch entities on HR policy issues; Directs and ensures the effective and efficient implantation of decisions of the Judicial Council pertaining to HR services and programs; Leads statewide Human Resources programs, services and projects that provide personnel support to the Supreme Court, Courts of Appeal, Judicial Council and trial courts to meet the diverse, current, and future needs of the state courts system and constituents; Responds to labor and employment issues in collaboration with the Judicial Council s Legal Services Office (LSO), as appropriate; Assists trial courts regarding labor relations matters (MOUs, labor relation rules, progressive discipline, personnel actions, etc.), upon request; and Implements a wide range of human resources related organizational development initiatives, including skills training, employee surveys, change management, leadership, and talent development; partners closely with the Center for Judiciary Education & Research in assessing requirements and needs. Additionally, the Human Resources Director effectively interacts with justices, judges, court executive officers, and administrators across the state. The Director builds constructive and effective relationships and credibility with the courts, judicial council advisory committees, and professional and labor organizations, and offices with the Judicial Council of California. This position is dedicated to meeting the expectations and requirements of both internal and external customers. The Human Resources Director is committed to getting first hand customer information and uses it for improvement in products and services of the HR office. The Director is an advocate for the Human Resources office and human resource initiatives. QUALIFICATIONS MINIMUM QUALIFICATIONS Equivalent to possession of a bachelor s degree and eight years of professional experience in the field of human resources management or public administration, including a minimum of four years of increasingly responsible management experience. OR One year as an Assistant Division Director or three years as a Manager or Senior Manager with the judicial branch or other California government entity.

4 DESIRABLE QUALIFICATIONS The successful candidate will have demonstrated experience in or detailed knowledge of: The California judicial system and court operations and procedures; Legislative/policy analysis and California budgetary experience; The state's legislative processes and procedures; and Management principles and practices in a high volume, dynamic environment, including goal setting; employee development; program development, implementation, and evaluation; the supervision of employees; problem-solving and conflict resolution methods and techniques. The successful candidate will be politically astute and must possess the administrative leadership ability necessary to perform within a large complex organization that is going through significant change. As such, the incumbent must be a creative problem solver who is open and responsive to change within the organization. Must be an active listener and open communicator and who will value creativity and accountability of all staff. The individual will have sound judgment, unquestionable integrity, and above average decision-making skills. In addition, he or she will display strong leadership and team building abilities.
