4 LOS ANGELES UNIFIED SCHOOL DISTRICT CLASS DESCRIPTION PERSONNEL COMMISSION Class Code 2000 Senior Management DEFINITION CHIEF RISK OFFICER Plans, organizes, assigns, develops, directs, and reviews the activities of the Division of Risk Management and Insurance Services and oversees District-wide insurance and risk management services and the planning and implementation of related policies and procedures programs of the District at the executive level. TYPICAL DUTIES Plans, organizes, assigns, directs, develops, and reviews oversees the administration of the Division of Risk Management and Insurance Services through subordinate administrators, supervisors, and staff personnel engaged in the management of: Workers Compensation Claims Risk Finance ( e.g. Liability Claims and Insurance, including the Owner-Controlled Insurance Program and Restitution) Insurance, including the Owner-Controlled Insurance Program Employee and Retiree Group Health Benefits including Employee Wellness, Disability Retirement, and deferred compensation retirement savings plans Deferred Compensation Retirement Savings Plans Integrated Disability (e.g. Workers Compensation, Return-to-Work, FMLA compliance, Employee Absence Management, Leave Donations, Disability Retirement, Reasonable Accommodations, and Acts of Violence) Unemployment Claims Restitution Formulates and recommends District policies and advises the District s executive staff and Board of Education of potential risks associated with the implementation of programs and policies and procedures and proposed changes in the laws, rules, and regulations related to insurance and risk management. Analyzes the District s claim, loss, and accident history, and identifies methods to eliminate or minimize risks and possible losses. Develops appropriate cost effective methods for the procurement of insurance coverage and/or self-insurance services for property, casualty, workers compensation, and other areas. Analyzes the District s claim, loss, and accident history, and identifies methods to eliminate or minimize risks and possible losses and recommends solutions. Develops specifications, selects, and manages insurance service providers, including insurers, brokers, and third party claims administrators. Oversees insurance and risk management expenses, forecasts, and budget to ensure all financial objectives are met; and manages self-insured loss reserve accounts with primary emphasis on retiree health benefits, property liability, and workers compensation. Advises and presents to the Superintendent, Board of Education, and District executive staff on recommended cost-controls and investment strategies for all programs. Oversees the implementation of risk management related policy directives, guidance, and information and advises with the Board of Education, District executive staff, administrators, and confers with other managers as required external stakeholders and other governmental agencies. Oversees Coordinates with outside counsel on legal matters and claims/litigation against the District. Represents the Division of Risk Management before the Board of Education and in interdivisional

5 meetings, and participates in the development of strategic plans that affect Division responsibilities. Oversees strategic assessment of long range financial planning of all risk management initiatives to ensure all financial objectives related to risk management initiatives are met. Reviews proposed legislation related to risk management for its effect on the District and makes recommendations for District position. Settles Workers Compensation and Liability claims as authorized by the Board of Education. Represents the District in collective bargaining negotiations related to all risk management functions. Evaluates all District programs, projects, and facilities to identify potential liabilities and exposure, and makes recommendations to minimize those exposures. Directs and reviews personnel management functions. Provides insurance and risk management expenses, forecasts, and budgeting; and manages selfinsured loss reserve accounts with primary emphasis on retiree benefits, property liability, general liability, and workers compensation. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES The Chief Risk Officer plans, organizes, assigns, directs, and reviews sets forth the District-wide Risk Management strategic plan through the activities of the Division of Risk Management and Insurance Services and oversees the planning and implementation of related policies and programs of the District at the executive level. The Director of Contracts Administration plans, organizes, and directs the activities of a multisection branch department (RFP and Contract Development) including the administration of Professional and Non-Technical Services, all aspects of competitive bid, and Contract Processing, and Facilities Support activities. The Director of Environmental Health and Safety is the District s senior manager responsible for planning, development and implementation of environmental health compliance, environmental health, occupational health and safety, and site assessment programs aimed at ensuring the health and safety of students and staff. SUPERVISION The Chief Risk Officer receives administrative direction from the Chief Operating Officer General Counsel and exercises administrative direction over lower-level subordinate administrationors and managers. CLASS QUALIFICATIONS Knowledge of: Principles, practices, trends, methods, and procedures of comprehensive risk management programs, workers compensation, property casualty insurance, tort liability, disability management, employee and retiree group health benefits, deferred compensation retirement savings plans, and accident prevention and loss control programs California Workers Compensation laws, Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Consolidated Omnibus Budget Reconciliation Act (COBRA), and Health Insurance Portability and Accountability Act (HIPAA), Affordable Care Act (ACA), and other related federal and State statutory requirements such as the California Education Code Insurance principles and practices including claims reporting and claims adjustment techniques Research and analysis techniques Rehabilitation standards, rules, and regulations Disability ratings and procedures

An advanced degree in law, insurance, risk management or a related field is highly preferable. Experience: Five years of risk management experience at the management or executive level administrative level with direct administrative authority over a multi-unit risk management organization. Experience in at least two of the major responsibilities in risk finance, integrated disability, or employee group health benefits is required. Experience in investigation and adjustment of workers compensation claims and general liability claims in the public sector is preferable. At least two years of the required experience must include supervisory responsibilities. Possession of certification as an Associate of Risk Management (ARM), Chartered Property and Casualty Underwriter (CPCU), Associate in Claims (AIC), or Certified Employee Benefits Specialist Professional (CEBSP) preferred. Special: A valid California Driver License. Use of an automobile.

8 SUBJECT TO THE APPROVAL OF THE PERSONNEL COMMISSION PERSONNEL COMMISSION LOS ANGELES UNIFIED SCHOOL DISTRICT ESTABLISHMENT OF CLASS CASE NO RECOMMENDATION(S): CLASS TITLE EFFECTIVE DATE: MiSiS Manager March 16, 2015 GROUP, SERIES: Executive/Administrative Group, Data Processing Series SALARY RANGE OR FLAT RATE/MONTHLY: $9, $9, $10, $10, $11,514.78/ month SALARY SETTING BASIS: Future salary movement is to be based on that of related classes in the Executive/Administrative Group, Data Processing Series. BACKGROUND: The administration of the Information Technology Division requested the establishment of the proposed classification of MiSiS Manager to ensure the successful implementation and on-going support of the My Integrated Student Information System (MiSiS) application. The MiSiS Project Implementation Plan has been modified to focus on multiple work streams and to increase work efficiencies, accountability, and transparency. Accordingly, the 3 positions in the proposed classification will provide technical oversight for the day-to-day activities of the MiSiS functional teams and provide general supervision and direction to resources engaged in analyzing and defining MiSiS system functions and business processes to meet the needs of the end-users. Once the system enters regular operational status, the incumbents in the positions will continue to be responsible for managing the on-going activities necessary to maintain a large student information system. BASES OF RECOMMENDATION: Incumbents in the proposed MiSiS Manager classification will be responsible for managing and overseeing the development, quality assurance, testing, maintenance, and/or production support of MiSiS to ensure appropriate system; establishing departmental responsibilities and coordinating functions among MiSiS production support and project teams; directing and managing the configuration of instructional, statistical, and mark reporting calendars for schools; managing the execution of enhancements within the MiSiS system; and managing the verification of the functionality of updates or upgrades made. A class description detailing the duties and responsibilities of the classification is presented for approval in conjunction with this report. The recommended salary for the proposed classification is based on internal alignment with the existing SAP/ ERP Manager classification. The scope and level of responsibility have been evaluated to be similar in that they both are responsible for the management of planning and developing systems strategies and standards for a large district-wide enterprise application and managing, coordinating, and reviewing the work of assigned production support and project team. Although, the core concepts are similar, a MiSiS Manager is focused on the planning, developing, testing, and supporting of the new integrated student information system. Therefore, the proposed allocation of the class to the salary range of $9, $11,514.78/month is appropriate. RULE AMENDMENT(S): 596 OVERTIME *** E. 9 LOS ANGELES UNIFIED SCHOOL DISTRICT PERSONNEL COMMISSION CLASS DESCRIPTION Management MISIS MANAGER DEFINITION Manages, plans, and oversees student information systems for the District and is responsible for system implementation and configuration, software integration, maintenance, and review of the work of assigned My Integrated Student Information System (MiSiS) production support and project team. TYPICAL DUTIES Manages and oversees the development, quality assurance, testing, maintenance, and/or production support of MiSiS to ensure appropriate system configuration to support instructional, compliance, and operational needs and requirements. Establishes departmental responsibilities and coordinates functions among MiSiS production support and project teams. Directs and manages the configuration of instructional, statistical, and mark reporting calendars for schools in the application to allow for the capture of attendance, state reporting, and mark reporting data. Manages the execution of enhancements within the MiSiS system due to changes in State or federal requirements, reporting for consent decrees, District policies and procedures, and/ or any other necessary user requested changes. Manages the verification of the functionality of updates or upgrades made; tests the functionality on new user workstation hardware; and confirms the functionality of each MiSiS production deployment through regression tests against the application and reports. Collaborates with the Office of Data and Accountability and other District offices to oversee student information data to meet State, federal, and District requirements. Develops and updates plans including information such as objectives, technologies, systems, information specifications; and provides status update to stakeholders. Directs, plans, and implements policies, objectives, and activities of MiSiS to ensure timely and costeffective development of student information systems. Assesses the product specifications of the systems, analyzes business requirements, determines best process solutions going forward, identifies gaps in functional and non-functional requirements, and assesses system specifications and verifies business requirements are met. Confers with business owners and users to identify and document operational needs and objectives and works with IT staff to establish and update MiSiS configuration business rules and functionality for schools and offices. Manages the creation and development of user-support materials (e.g. training materials, reference guides, memoranda) to schools, Educational Service Centers (ESC), and central office staff in the maintenance and use of MiSiS. Makes presentations to board members, division heads and other parties to explain and detail ongoing and proposed automation activities and the use of MiSiS data to support planning, management, and instruction. Assists in administering allocated budget resources and controls expenditures. Serves as a liaison with federal, State, and local education related offices and community organizations as required. Performs related duties as assigned.

10 DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES A MiSiS Manager plans, defines, and develops MiSiS systems strategies and standards; coordinates, manages, and reviews the work of assigned MiSiS development, testing, or production support and project team engaged in analyzing and defining assigned MiSiS system functions, business processes, and user needs. The Chief Information Officer is responsible for the development of strategic, innovative information services and plans the day-to-day operations of the information services function. A Deputy Chief Information Officer assists in the management of the Information Technology Division and acts for the Chief Information Officer as required. A Senior Technical Project Manager directs major activities involved in planning, development, and implementation of a major software applications system and may supervise and coordinate efforts of Technical Project Managers. SUPERVISION General direction is received from a Deputy Chief Information Officer. General direction is provided to Senior Technical Project Managers and other lower-level managerial and technical personnel. 11 ENTRANCE QUALIFICATIONS Education: Graduation from a recognized four-year college or university preferably with a major in business administration, public administration, computer information systems, management information systems, computer technology, or a related field. Project Management Professional certification is highly preferable. Experience: Five years of recent professional-level project management experience in the configuration, design, development, modification, implementation, or management of student information systems with at least three years of which must have been in a supervisory capacity. The aforementioned experience must have been in a large organization with at least 10,000 or more employees. Public sector experience is preferable. Special: A valid California Driver License.
