WHO SHOULD APPLY? This is departmental promotional examination for the State Compensation Insurance Fund. Applicants must meet one of the following criteria to participate in this examination: 1. Applicants must be a permanent civil service appointment with State Compensation Insurance Fund as of October 12, 2012, the final filing date, in order to participate in this examination; or 2. Must be a current or former employee of the Legislature for two or more years as defined in Government Code Section 18990; or 3. Must be a current or former non-elected exempt employee of the Executive Branch for two or more consecutive years as defined in Government Code Section 18992; or 4. Must be a person retired from the United States military, honorably discharged from active duty with a serviceconnected disability, or honorably discharged from active duty as defined in Government Code Section (Note: Veterans must provide a copy of their DD214 for entrance requirement.)

2 FILING INSTRUCTIONS FINAL FILING DATE: October 12, 2012 A Standard State Application (STD 678) is required for this examination and can be submitted via the State Fund Jobs Online feature at You must register for a State Fund Jobs Online login and password in order to complete and submit the required Standard State Application (STD 678). Faxed or ed applications will not be accepted. Once you have completed and submitted a State Fund Jobs Online exam application, you will receive an containing your confirmation number. SPECIAL TESTING ARRANGEMENTS If you have a disability and need special testing arrangements, mark "yes" on Question #2 on the Standard State Application (STD 678) form. The Testing and Certification Services Unit will contact you to make special testing arrangements. REQUIRED IDENTIFICATION Accepted applicants are required to bring either a photo identification card or two forms of signed identification to each phase of the examination. ELIGIBLE LIST INFORMATION A promotional eligibility list will be established for State Compensation Insurance Fund. The list will be abolished 12 months after being established, unless the needs of the service and/or conditions of the list warrants a change in this period. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION It is your responsible to make sure you meet the experience requirements stated on this announcement on the date you submit your application. Note: All applicants must meet the education and/or experience requirements for this examination by October 12, 2012, the final filing date. MINIMUM QUALIFICATION Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to other patterns to meet the total experience requirements. EITHER I One year of experience in the California state service performing duties of a Workers Compensation Payroll Auditor, Range B. (Applicants who have completed nine months of the required experience will be admitted to the examination, but must complete the required experience before they will be eligible for appointment.) OR II Three years of experience in professional workers compensation payroll auditing. (Experience in the California state service applied to this pattern must include at least one year of experience performing the duties of a class with a level of responsibility equivalent to that of a Workers Compensation Payroll Auditor, Range B.) Special Personal Characteristics Willingness and ability to travel extensively; ability to qualify for a fidelity bond; possession of a valid driver license. POSITION DESCRIPTION The Senior Workers Compensation Payroll Auditor is the super journey level in this series. Relatively few positions will be allocated to this level and then only when the duties of the position are substantially and clearly more complex, varied or difficult than typical district office payroll auditor positions. General accounting and auditing principles and procedures. 3. WCIRB Manual and rating plans. 4. State Fund corporate and operating policies and procedures. 5. Interpretation of data. Ability to: 1. Analyze problems and take effective action. 2. Communicate tactfully and effectively. 3. Maintain effective work relationships with those contacted as a result of work. 4. Read, interpret and apply rules, policies and procedures. 5. Classify risks accurately. 6. Handle the most sensitive client contacts. 7. Act and make decisions independently. 8. Handle the most varied, difficult and complex work assignments. Your performance in the examination will be compared with the performance of the others who take this test, and all candidates who pass will be ranked according to their scores. Such revision will be in accordance with civil service laws and rules and all competitors will be notified. Hiring Interview Scope: In a hiring interview, in addition to the scope described in this bulletin, the panel will consider education, experience, personal development, personal traits, and fitness. In appraising experience, more weight may be given to the breadth and recency of pertinent experience and evidence of the candidate s ability to accept and fulfill increasing responsibilities than to the length of his/her experience. Evaluation of a candidate s personal development will include consideration of his/her recognition of his/her own training needs; his/her plans for self-development; and the progress he/she has made in his/her efforts toward selfdevelopment. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) subdivisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. Promotional Examinations only: Competition is limited to employees who have a permanent civil services appointment and military veterans that meet all the minimum qualifications. Under certain circumstances, other employees may be allowed to compete under provisions of Rules 234, 235, and State Personnel Board Rules 233, 234, 235, and 237 contain provisions regarding civil service status and eligibility for promotional examinations. These rules may be reviewed at departmental personnel office, at the State personnel Board office or High School Equivalence: Equivalence to completion of the 12 th grade may be demonstrated in any one of the following ways: 1) passing the General Educational Development (GED) Test: 2) completion of 12 semester units of college work; 3) certification

5 education to graduation from high school; 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
