Responsible for performing a wide variety of daily customer service oriented job functions involving the specialized knowledge of procedures, software programs, regulatory and statutory requirements. Responsible for performing a variety of technical duties including cash receipting, vital statistic recording, posting of accounting, processing of documents, calculating tax estimates, and other general office duties. This position has extended hours including working on Saturdays. MINIMUM QUALIFICATIONS High school diploma or equivalent GED AND Two years office experience which MUST include: working directly with the public in an office setting, AND working with personal computers in an office setting. PREFERRED EDUCATION BEYOND MINIMUM QUALIFICATIONS: Up to two years of business, communications, accounting, real estate or paralegal training/education beyond high school. PREFERRED EXPERIENCE BEYOND MINIMUM QUALIFICATIONS: Up to two years experience working in a customer service setting. DUTIES & RESPONSIBILITIES These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

2 Page 2 of 5 1. Respond to and provide timely and effective service to an extensive variety of public inquiries by phone or in person. Investigate and determine the appropriate outcome for each customer contact. Assist customers in completing a variety of license and application forms. 2. Analyze documents and applications for accuracy and according to statutes. Approve, deny, or return applications or documents. Determine what information from the records is valid for processing. Process the proper records by entering information into proper computer system, amend, index, file or place in correct location. Retrieve information from storage facility when needed. Understand and interpret terminology and interconnections of our computer database systems. 3. Provide specific detailed and precise technical information relating to licensing, vital statistics, property records, taxation, assessment, and election functions. Coordinate with internal and external contacts for efficiency and accuracy when needed. 4. Research data, collect, reconcile, and verify correctness of various payments and deposits. Compute and receipt a variety of payments and service fees. Perform manual license and tax calculations. Prepare estimates and communicate information to customers. Process transactions in a cash collection system using proper revenue codes, validate receipts and documents, process overpayments. Balance receipts and reports daily. Complete deposits and bank slips. 5. Determine and update records utilizing technological advances creating public and non-public records. 6. Perform general and specialized duties such as proof, verify, sort computer reports and prepare mailings. Process outgoing, and distribute incoming, U. S. mail and interoffice mail. Perform specific office duties including cross training of new staff to meet various department goals and legislative requirements. 7. Draft memos, correspondence, forms, charts, and other related documents using correct grammar, follow up on correspondence, sort and file a variety of information. 8. Instruct and assist customers in the use of computerized data or records on public information terminals, in obtaining Internet property information, and archived records. ESSENTIAL JOB FUNCTIONS: Duties 1 through 4 are essential functions. KNOWLEDGE, SKILLS & ABILITIES AND WORK ENVIRONMENT Knowledge and understanding of office procedures, regulations Minnesota statutes ans rules, procedures and practices of property records, property assessments, property taxes, various types of licenses, vital statistics and elections. Listening, interactions, verbal and written communication skills. Ability to understand and explain in layperson terms; instructions, policies, statutes, rules, procedures and systems to the general public. Analytical skills and ability to make decisions. Knowledge of basic accounting principles, practices and procedures. Ability to operate personal computer and mainframe computer system and various office machines. Comprehend and administer statutory and department policies and requirements for specific units. Ability to prioritize workload, organize work, meet deadlines, process on a timely basis, and maintain positive attitude in a busy work environment. Working knowledge of business English, grammar and mathematics. Ability to establish and maintain effective working relationships with other employees and the general public. WORK ENVIRONMENT: Work is performed within a County office building. Lifting requirement of up to 25 pounds on an occasional basis. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating or computer work. Equipment used may include, but is not limited to computer, typewriter, calculator, telephone, copy and fax machine.
