1 WASHINGTON COUNTY, OREGON invites applications for the position of: POLICY and PREVENTION PROGRAM COORDINATOR - Public Health An Equal Opportunity Employer SALARY: Monthly $5, $7, OPENING DATE: 01/09/16 CLOSING DATE: 01/22/16 11:59 PM THE POSITION: JOB # The Health Policy and Prevention Coordinator position supports development and implementation of primary health prevention strategies across Health and Human Services (HHS) including development and implementation of strategies that influence health policies, community environments and organizational systems focused on supporting health for all. In order to accomplish the work the incumbent will assist HHS programs in policy analysis, review of evidence-based practices and the design and implementation of cross department work. This position works with the HHS Director to provide leadership and coordination for activities associated with systems-level work. The Health Policy and Prevention Coordinator must have the ability to work closely with people from diverse backgrounds as well as experience, and knowledge of prevention strategies and policy development. This individual operates with considerable latitude and applies sound judgment. No supervision of staff is required, but the Senior Program Coordinator may guide peers, managers, supervisors, and community partners in assigned duties. Organizational responsibilities include understanding and promoting the HHS mission; representing HHS at local, state or regional meetings and workshops; providing courteous, respectful, efficient service to all HHS internal and external customers; honoring diversity of all department employees and constituents; participating in department training; and striving for personal excellence. Assess program area service provision needs and systems on a County-wide basis; analyze information on service utilization, referral systems, community needs, service evaluations and program management; identify needed service additions and modifications. 2. Plan methods of providing services to meet identified needs; develop plans in coordination with community agencies; advise agencies in the formulation of objectives, methods and budgets. 3. Negotiate and monitor contracts with agencies to provide services; evaluate agency eligibility, monitor compliance with contract agreements, monitor case recording, accounting and administrative procedures. 4. Supervise the design and implementation of quality assurance, review program audits and perform site visits within program area. 5. Prepare program area portion of the Annual or Biennial Plan; prepare initial program budgets in coordination with contract agencies; prepare program area biennial budget, service and revenue projections. 6. Act as liaison between the Department, local agencies, State agencies, service providers, and the public; prepare and consult with agencies on grant development for funding of direct and contracted services; provide outside agencies with information on current Federal, State and local funding in sources; prepare, review and make funding recommendations. 7. Provide educational programs and materials to schools, community organizations and professionals; speak to groups; prepare media releases. 8. Provide consultation and technical assistance and training to agencies and programs within specialty areas. 9. Staff advisory committees and coordinate public hearings as necessary. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: Primary prevention concepts, principles, practices, tools and analytical methods; Development, implementation and evaluation of health and human services systems; Program and contract administration; Community health and human services resources; State regulations governing services; Preparation and interpretation of descriptive statistics; Principles of program evaluation; Budgeting procedures and techniques; Principles and practices of supervision, training, and personnel management; Computer software applications and equipment to prepare and complete forms, memos, reports, presentation and education materials, charts, graphs power point
3 presentations, correspondence etc; and Various approaches to achieve consensus, achieve favorable outcomes, manage change, and influence others Ability to: Analyze data effectively and translate it into meaningful reports; Persuade, influence, negotiate and make formal presentations; Analyze and solve problems, prioritize and organize and manage multiple tasks; Effectively lead challenging, large, complex initiatives including cross-functional work with considerable program impact ; Demonstrated ability to work effectively with diverse internal and external stakeholders Regularly reframe original premise, demonstrating flexibility in thinking, openness of mind and readiness for frequent change. Innate curiosity and the desire to seek out new ideas and new solutions; Work in an environment with diverse internal and external individuals and stakeholder groups; Provide peer leadership and ability to act as a technical advisor; Manage multiple complex tasks and projects and delegate work effectively; Work well under pressure in a complex and rapidly changing environment; Make clear and effective presentations to lay persons and health care professionals; work independently; organize work and meet timelines; write clearly; prepare presentation aids, such as audio-visual materials and presentation handouts. Coordinate input and engagement of multiple parties involved in a shared project; Apply sound judgment in making decisions independently in accordance with established policies, procedures, and regulations; problem-solve within scope of position to recognize when problems should be referred to a manager or the Director; Effectively and respectfully work with persons from diverse backgrounds; and Research and implement approaches to address problems that take into account cultural differences and working with diverse populations. MINIMUM QUALIFICATIONS: Education and Experience: A typical way to obtain the knowledge and abilities would be a Bachelor's degree and at least four (4) years of experience in performance management or a related field. Preference given to candidates that possess a Master's degree. BACKGROUND INVESTIGATION: This position requires the successful completion of a background investigation. DEPARTMENT OF MOTOR VEHICLES RECORDS REQUIREMENT: Driving a motorized vehicle is an essential function of this position. Successful applicants must possess a valid driver's license and an acceptable driving record. Washington County will review Department of Motor Vehicle (DMV) records on candidates prior to the interviewing phase of the selection process.
