3 The future of services The County Council and partners are required to make reductions in spending over the next four years. Without different approaches to service delivery social and health care resources will struggle to meet the increased level of need that Northamptonshire is facing. We remain accountable for services to the most vulnerable children, young people and adults in our society but must explore with our partners more effective and efficient ways to deliver that support. New ways of working The Prevention and Demand Management Strategy details the transition to new ways of working, with a view to helping more people in the community help themselves. The principle of Big Society underpins our commitment to continue developing social capital within communities: encouraging, empowering and supporting individuals, families and communities find solutions to problems, or preventing those problems developing in the first place, and in doing so reduce the need for higher cost services. Supporting the workforce With the transition to new ways of working it is necessary to ensure that we support you with the skills and knowledge required to work in different ways. This will ensure that together we can deliver the strategy and continue to support families and communities across the County when they need it most. Two key areas of workforce development: Short term needs identifying and promoting current workforce development opportunities which will support you through the transition and help you begin the journey of transformation required. Long term needs establishing a workforce development programme that will support you with continuous professional development and ensure you have the skills and knowledge to achieve the key objectives of the prevention strategy. The longer term competency framework and subsequent Prevention Strategy Development Programme Building an Integrated Workforce is being designed in consultation with key stakeholders through an established working group This programme will consist of varying work streams to identify and meet the needs across an integrated workforce. 3
4 What opportunities are available to support me? To support you with the transformation required to new ways of working, there are three key areas of help: 1. Transitional skills a range of development opportunities that will support you in preparing for the cultural changes required and to actively and fully participate with the changes. 2. Service skills A range of training opportunities mapped across four key areas: Leadership & Management, Delivering the Service Model, Governance of Service Delivery and Continuous Professional Development. 3. Individual support 121 support to understand the posts you might be interested in, how you meet the person specifications, and what, if any, your personal skills gaps might be. Transitional skills summary overview Scheduled events: 1. Managing Your Future Workshops These tailored events provide support, development, resources and signposting for staff who may be affected by service transformation and change and includes workshops on CV Preparation, Interviewing Skills, Presentation Skills and Health and Wellbeing. For those affected by organisational changes, you will have already received a personal invitation to these events. 2. Leading an Empowered Organisation A three day programme providing Supervisors, Team Leaders and Managers with key skills in the development of leading change and transformation, maximising team performance, visible and consultative management and building effective relationships by communicating with clarity. 3. Coaching for Performance Aimed at Supervisors, Team Leaders and Managers the aim of this course is to give the participants the skills and knowledge required to deliver effective and appropriate coaching to staff to manage lasting change. 4. Tackling Stress at Work A one day course to ensure Managers and Leaders are able to understand and deal with situations in the workplace arising from stress and the Council policy on managing stress to effectively support staff. 5. Introduction to Change Management A one day programme for all staff to introduce the concepts of change management and how individual responses to change will vary. The event covers proven concepts in relation to individual, team and organisational change and introduces a number of techniques that will help participants in their day to day work. 4

Online learning On line learning means you are in control of your learning at a time and pace that suits you all you need is internet access. There are a range of courses and learning resources such as Change Management, Personal Wellbeing and Identifying my Career Priorities. Toolkits A range of toolkits are available enabling you to invest in yourself and proactively develop your skills. Titles include Managing Change and Managing My Career. 6 Service skills The diagram shows the four key areas for your skills development with the transition to new ways of working some examples are given within each. The subsequent table maps the current available training opportunities for each of the four areas*. Working with your manager you should identify what you particular learning needs are and identify how you will address these in the coming months. Having reviewed all the learning opportunities available to support you, and referring to previous PADPs (including six month reviews) discuss your specific needs with your manager and plan your development for the coming months. By investing in your own skills and development you will ensure you are prepared and confident for the transition to new ways of working. 11
