1 KIRKLEES SAFEGUARDING CHILDREN BOARD BUSINESS PLAN Board Priorities for Promote, monitor and evaluate multi agency effectiveness in safeguarding children and young people Strengthen and support a competent and equipped workforce that is committed to learning and developing safeguarding practice. 2 OBJECTIVE 1 Strengthen and develop the partnership approach to safeguard and promote the welfare of children Key Action 1.1 Ensure all board partners are engaged with the boards business and priorities as agencies change Dedicate some board time to focus on the strategic requirements of the board and to enhance the working partnership. Monitor agency representation at the appropriate level to contribute to the work streams and working parties and where there is low attendance to address with the agency D&BP Group Business Support Manager D&BP Group Ensure appropriate representation from agencies as they change Board Manager and partner agencies Ensure is kept updated of change and impact on safeguarding All partner agencies Proactively engage with educational establishments that move from Local Authority oversight to support their safeguarding responsibilities Officers (Schools) in Education & Learning Workstream) Page 2 of 14

5 OBJECTIVE 2 The incidence of child abuse and neglect is minimised Key Action 2.1 To ensure the workforce is equipped with clear guidance, procedures and protocols in the light of the new Working Together guidance 2.2 Ensure effective child protection supervision is in place across partner agencies Learning from SCR s in Kirklees 2010 Five West Yorkshire Boards to work together to agree shared safeguarding procedures and protocols Ensure the workforce are aware of any changes made to safeguarding procedures through the website; training/briefings Ensure effective supervision is taking place and is fit for purpose To report to proposals for provision of supervision support in child protection for Head Teachers/DSP s in education settings. 11 OBJECTIVE 5 Review and investigate all serious incidents against children in Kirklees Key Action 5.1 Further develop the framework for Learning and Improvement 5.2 Ensure that lessons are learnt from serious case reviews and that they are robust and embedded in practice Review the framework in the light of the new Working Together documentation Review action plans and consider multi agency audits to assure they are embedded in current practice. SCR SCR December 5.3 Ensure there is appropriate challenge and scrutiny of overview reports to maintain a high standard 5.4 Ensure that lessons learnt from the Child Death Overview process are robust and embedded in practice Draw up proposals for quality assurance and consult regionally with LSCBs to agree a way forward. 12 OBJECTIVE 6 Develop the skills and knowledge of workers in relation to safeguarding children Key Action 6.1 Develop an agreed training strategy for the partnership Utilise PIAT evaluation tool for assessing the effectiveness of LSCB multiagency training and feed results into new strategy Write training strategy including an action plan of work to be divided over the for that period Training strategy to be reviewed annually at the September meeting of the 6.2 Develop a training plan that incorporates changes in Working Together Guidance/Munro recommendations and learning from SCR s and current issues. Amend and update training courses in the light of the new Working Together guidance Develop a training package on basic child development Workstream Sept 6.3 Ensure partner agencies deliver appropriate single agency Develop a WY wide QA framework including core content checklist for Level 1 training LDO s Page 12 of 14

13 Key Action Training within their organisation to an agreed standard. 6.4 Develop the evaluation of the impact of training on individual practice Training QA framework to be trialled on at least two partner organisations delivering level 1 QA buddying system to be set up with Level 1 training pool Develop supervision training which provides a focus on reflective practice, developing professional judgement and that evaluates training received as part of the appraisal and supervision Develop a project plan detailing the approach to evaluation of impact of training on individual practice At least one partner organisation to go through evaluation process and results published At least 3 partner organisations to go through evaluation process and results to be published Analyse current evaluation forms and feedback to pick up themes of practitioners intent to amend their practice in accordance with the training LDO s LDO s Officers Aug Page 13 of 14
