1 JOB DESCRIPTION: HR Manager, Organizational and People Development DEPARTMENT: Human Resources REPORTS TO: HR Director, Leadership and Advisory Services BANNER JOB NO.: A00027 CLASSIFICATION: Grade 6 REVISED: October 2015 THE ROLE: The HR Manager, Organizational and People Development provides leadership to the College as a whole in planning, developing, promoting and evaluating the effectiveness of the College s organizational and employee development offerings. The HR Manager is responsible for the management and delivery of College-wide training and professional development programs for the College s employees, and may be a participant on faculty and staff PD committees. In addition, the Manager supervises one exempt HR Advisor and one support staff employee, and works closely with the rest of the HR management team to further the initiatives in the College s Strategic and HR Plans. MAJOR RESPONSIBILITIES: Under the general direction of the HR Director, Leadership and Advisory Services, the HR Manager is accountable for the following: Identifying and analyzing developments and trends in organizational climate/culture issues and recommending and implementing innovative approaches and practices appropriate to the College environment; Researching, recommending and delivering appropriate professional development and training programs and activities in accordance with adult educational principles, identified needs, College strategic goals, HR Plan goals, collective agreements and College policies and procedures; Ensuring the development and delivery of appropriate skills training, as well as management,

2 professional and leadership development programs for the College; Providing advice to subject matter experts regarding content of professional development programs, customization for the College environment and method of delivery; Chairing and/or being a member of and/or providing advice to College-wide professional development committees; Providing leadership in the development, promotion and implementation of programs and activities to ensure effective professional development plans and recognition/rewards initiatives for current employees; Ensuring College employees are trained in the College s performance planning and review process; Leading and supervising assigned staff, including recruitment and selection, training, performance planning, evaluating and disciplining where appropriate; Overseeing planning and coordination of the President s recognition events, such as the Retirement Dinner and Recognition Receptions; Administering collective agreements and College policies, including representing the College in the grievance/arbitration procedure for assigned grievances; Exercising signing authority on behalf of the Department for budget and expenditures as assigned; Acting on behalf of the HR Managers and HR Directors in their absence as requested; and Performing other related duties as required. EDUCATION, EXPERIENCE AND SKILLS Established professional credibility as evidenced by a bachelor s degree from a reputable postsecondary institution in a related area of study. Master s degree preferred;

3 Five to ten years of human resources experience, including a minimum of three years specialist experience in organizational development, employee training and development, performance management and recognition strategies; and CHRP designation preferred. Demonstrated experience in: Progressive managerial experience, preferably in a unionized, public sector environment; Learning strategies, instructional methods and adult education best practices together with the ability to design broad and specific customized professional development activities; Performance management and leadership development programs; Facilitation and process consultation; Designing and leading engagement and change management initiatives and events; Delivering presentations to large and small groups; Project management skills, including dealing with resistance, conflicting priorities, needs and deadlines; and Modeling professional, ethical and collaborative behaviours consistent with the position.
