2 THE ORGANIZATION LAKELAND COLLEGE Established in 1913, Lakeland College is the 3 rd oldest post-secondary institution in Alberta. A Comprehensive Community Institution (CCI), Lakeland College is responsible for stewardship of adult learning opportunities within its defined geographical region of northeastern Alberta. Lakeland College plays a strategic role in the region and the province s economic growth by providing relevant programming as well as applied research and maximizing learner access to programs and courses. The College works closely with Campus Alberta partners and various stakeholders throughout Lakeland s region to promote economic development and to provide learning opportunities that meet the needs of individuals, organizations and industry. Lakeland College offers more than 60 full time programs and numerous part-time courses in the areas of agricultural sciences, business, continuing education, environmental sciences, fire and emergency services, health and wellness, human services, interior design, trades and technology, heavy oil operations, and university transfer. The College awards certificates, diplomas, applied degrees as well as baccalaureate degrees primarily in collaboration with degree granting institutions. The College participates in applied research and innovation activities that are relevant to its program areas, complement teaching and learning, and advance innovation-based rural community economic development. To enhance the college experience for its students, Lakeland College provides a people-centered learning environment with access to a full range of services such as athletics, child care, clubs, financial aid, health, recreation, residences and student employment. Ever to Excel Lakeland College offers its learners excellent programs and unique learner experiences that result in numerous academic and sport awards. During the past year, Lakeland students have excelled in provincial, national and international competitions: placing first in the 2014 Alberta Deans of Business competition; extending the interior design technology winning streak to 11 years in student design competitions; winning the carpentry event at the Alberta Skills Canada Competition and placing fourth in the Skills Canada National Competition; winning gold for the second consecutive year at the Western Canadian Rowing Championships; winning four Canadian National College Finals Rodeo championships; winning silver (women and men) at the Alberta Colleges Athletic Conference futsal final; and, two Lakeland students named Canadian Collegiate Athletic Association Academic All- Canadians. Lakeland College has also been recognized for its funding and faculty involvement in applied research and was ranked 20 th in the most recent Canada s Top 50 Research Colleges list. Applied research at Lakeland has been focused on the areas of environmental sustainability and agriculture, including a unique geothermal testing field, a renewable energy learning centre, thermal energy storage, livestock and crop research and development, and biochar development. 3 The World Federation of Colleges and Polytechnics awarded Lakeland College a silver Award of Excellence in the College-Industry Partnerships category. The college was recognized for its Student Managed Farm Powered by New Holland. Facilities Over the College s 100-year history, Lakeland College has flourished with campus expansion and tremendous growth in programming. The newly constructed Energy Centre at the Lloydminster campus is equipped with state of the art technology and equipment, working labs and specialized computer software programs that will offer students world class education in heavy oil and power engineering. Students will be able to simulate complete heavy oil upgrading and steam assisted gravity drainage (SAGD) processes from beginning to end. Community Partner Through its services and facilities at its campuses in Vermilion and Lloydminster, Lakeland College supports these communities through specialized facilities such as multiple music studios, two community theatres, two recreation centres, a swimming pool, and an indoor riding arena. The Director actively works with Senior Leadership and Deans and directors to support effective employment practices and to strategically align HR and wellness practices with the College s needs and priorities. Key Responsibilities Leadership of the Human Resource Department Leads and directs the activities of the Human Resource and Health Service Departments including recruitment and selection; orientation; succession planning; disability management; compensation; salary and benefit administration; leadership and professional development; payroll; employee relations; policy development; labour relations, contract interpretation and negotiation. Ensures the departments have an annual plan that is aligned with the College s Comprehensive Institutional Plan. Manages the budgets and staff in accordance with College policies and procedures. Ensures that HR and health staff have clear expectations, have the equipment and materials to carry out their work, get regular feedback and are supported to grow and develop in their roles. Provides mentorship and coaching to all staff as required. Lakeland College Director, Human Resources 3

5 Communicates regularly with the departments to ensure that staff know and understand what is happening elsewhere in the College and the implications that may exist for the HR and Health Services Departments. Ensures that the Departments are focused on providing responsive and exceptional service to all its clients. Ensures continued development and maintenance of related HR systems (People Soft). Develops and maintains relationships with external organizations, particularly other postsecondary institutions, to ensure that the College is keeping abreast of best practices and provincial labour relation developments. Provision of Advice and Support on Human Resource (HR) Issues to Leadership Attends Leadership Team meetings and ensures that HR issues and considerations are included as appropriate in the decision making process. Provides advice and support on the human resource implications of change throughout the college. Participates in the annual development of the Comprehensive Institutional Plan. Provides expert leadership to staff in the HR and Health Service Departments to ensure that the advice and support provided by the department is accurate, consistent and reflective of the college s business environment. Provides support and advice to leaders and management as required on complex human resource issues such as conflict resolution, labour relations, disability management, performance management etc. Attends Board meetings and provides advice to the Board as directed by the VP, Corporate Services. Provides regular reporting on key HR and Health Service metrics to the VP, Corporate Services. Employee & Labour Relations Coordinates, researches, prepares and participates as an expert resource in all contract negotiations and arbitrations. Interprets and administers all Collective Agreements (AUPE, Faculty Association) and the terms and conditions for administrative staff. Advises leadership, and supports the management of all grievance complaints and disciplinary investigations, including terminations. Maintains effective systems for the reporting and investigation of harassment and discrimination complaints Directs and coordinates all employment related legal issues and actions, maintains up-to-date knowledge on applicable employment legislation and ensures that the College is in compliance with all applicable labour and employment legislation. 6 Develops and maintains a clear compensation philosophy to guide the College s compensation practices and ensures an effective classification system exists for all Administrative and AUPE positions. Ensures that all policies and procedures and job fact sheets are kept up to date, and are reviewed, as a minimum every three years. Ensures that appropriate health and wellness programs are developed and maintained for staff and students. Implements an employee survey every 12 to 24 months, as directed by the VP, Corporate Services. Actively supports the implementation of actions flowing from the employee survey. Organizational Development Develops and maintains an effective recognition practice that recognizes both service and behaviours that are reflective of the College s mission, vision and values. Ensures that an effective succession planning framework exists for all leadership and mission critical positions. Develops and maintains an active leadership development program for new, developing and mature leaders. Ensures that resources allocated to professional development are effectively utilized and that development undertaken is reflective of the College s strategic priorities. Provides expert advice and leadership to the development of HR practices and approaches that will foster and encourage a more engaged workforce. Provides support and advocacy for the development of comprehensive disability management and wellness programing. THE PERSON Required Qualifications The ideal candidate will possess the following qualifications and experience: Extensive and progressive HR experience with significant experience at a leadership level within a complex public sector environment. A university degree, preferably at the Masters level in a related field. CHRP designation or equivalent qualification. Evidence of regular and ongoing professional development in HR practices. Knowledge of all Federal and Provincial Acts relative to employment and labour practices. Demonstrated leadership, management and interpersonal skills with ability to use tact, diplomacy and judgment to work effectively. Lakeland College Director, Human Resources 5

7 Demonstrated skills and training in conflict resolution and alternate dispute resolution. Proficiency with the Microsoft Office Suite, Windows and Outlook.
