1 Pima Community College District Vice Chancellor of Human Resources Pima Community College seeks an innovative and strategic leader as Chief Human Resources Officer (CHRO). The Chief Human Resources Officer will have a broad vision for the role of Human Resources and institutional excellence with a strong track record in building and supporting processes and initiatives that promote faculty and staff as the College s most important asset. The CHRO oversees: Recruitment and hiring Employee relations Compensation and classification Human resources information systems Human Resources policies and practices Organizational effectiveness and development Professional development Performance management Position Summary Reporting to the Chancellor, the Chief Human Resources Officer holds the title of Vice Chancellor of Human Resources and serves as a member of the Chancellor s cabinet. The CHRO has overall responsibility for providing vision and strategic leadership for the planning and implementation of evidence-based, integrated human resources programs for all officers of administration, faculty, staff and student employees of Pima Community College. The Chief Human Resources Officer leads a College-wide HR program and is responsible for the development of an HR strategy, HR management, application of well-conceived and designed programs, and synchronization of HR processes. The CHRO advances transformational change, manages employee resources in service to the College s academic mission and educational strategies and helps shape the College s culture to posture the College as a premier educational institution. Duties and Responsibilities
2 Provide strategic leadership in the formulation of policy and planning for human resources functions, including recruitment and selection, compensation and classification, organizational effectiveness and development, research and information systems, employee relations, employee records, and related issues. Provide leadership in transforming the HR department to create a Human Resources model that is business focused and accountable; adds value and is aligned with the business of the College; and offers flexibility in delivering services. Ensure Human Resources activities are in keeping with philosophical and operational initiatives of the College and shows the value of people. Ensure activities take a lead role in the achievement of College objectives and strategies and connect Human Resources objectives with College and financial objectives. Collaborate with the senior leadership team to leverage HR processes that support the College s core mission, and provide results-based HR tactics for informative decision-making and effective solutions. Engage in process analysis and redesign; facilitate positive and smooth change processes; align organizational change with the College s culture; incorporate competencies in creating effective Human Resources programs; and face problems with innovative solutions. Promote and champion the HR function and ensure alignment of HR policies and procedures with the College s values and serve as the influential voice for HR strategies, philosophies, and initiatives within the College. Oversee HR decision-making processes to ensure consistency with HR and College strategy and design strategic HR business solutions. Drive the planning of future faculty and staff related programs. Develop and operate a plan of continuous evaluation of programs and employee effectiveness within the College based on analysis, benchmarking, and best practices. Work in close partnership with deans, faculty, and other departments and units across the College to create shared responsibility for human resource initiatives and programs and create a level of consistency throughout the College. Encourage and support an atmosphere conducive to the high morale of faculty, staff and administrators; provide fair and objective review of all questions of concern to the faculty and staff and evaluate the results of such activity; create a strategy for a culture that nurtures diversity and fosters efficient and respectful interactions. Ensure a strong customer service culture in HR functions. Utilize people metrics to assess progress to goal, secure employee engagement and influence work prioritization. Deliver key people results as measured through metrics (T/O, Retention, Labor expense metrics, Position Control, etc.). Use appropriate analytic tools to provide input on strategic decisions to other leaders and identify creative solutions for the College s business units. Oversee the development and implementation of a comprehensive, proactive, and positive employee relations communication plan to promote a culture that supports intra-departmental relationships and recognizes the interests of governance meet-and-confer groups. Ensure employee s opinions and recommendations are correctly presented and heard; initiate and build two-way communications; and monitor internal communications. Create synergies between different work groups and individuals to ensure a positive outcome and work with others to ensure teamwork and collaboration. Create conflict resolution strategies and processes that foster a culture that supports effective relationships throughout the College. Ensure the focus of Organizational Effectiveness and Development provides staff professional development that is innovative and aligned with the College s strategy to support student success. Partner with managers to shape a culture characterized by high performance, learning, and growth opportunities.
3 Give employees the opportunity to learn new skills; develop training programs that provide trainees with value-added outcomes. Incorporate College culture and values in training programs; develop a future-oriented vision for training initiatives; ensure an understanding of globalization and technology is included in employee workshops and engage in professional development forecasting and scheduling. Cultivate interdisciplinary relationships that build Pima Community College s reputation as an employer of choice across sectors and implement effective processes for candidate screening and selection. Endorse and support processes that allow the College to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees. Integrate perspectives on cultural differences and their impact on the success of the College. Coordinate and provide support for campus initiatives to recruit, retain, and advance a diverse faculty and staff. Consult with the Chancellor and administration to oversee continued training and strategies focusing on diversity and inclusion in the workplace. Apply an understanding of key legal precedents, policies, and practices to protect the interests of the College and individual employees. Ensure College standards are adhered to and that the Human Resources function is managed effectively. Create and manage performance management systems; work with others to manage individual s performance issues; assist in providing feedback and developmental assistance to employees; assess employee needs for development; and coach employees on improvement skills. Create talent management strategies by utilizing creative business solutions to align with and drive the College strategy. Recruit talented and motivated applicants; stress the importance of using structured interviewing techniques; provide applicants with realistic job and College previews; ensure that departments have adequate personnel to meet customer demands; match the right people to the right jobs; and work towards ensuring high performing employees are retained within set budgets. Job Requirements Professional Requirements Must have a Master s degree in Human Resources, Business or related field. Five years of executive human resources experience in a higher educational setting with a demonstrated understanding of higher education and its operations or five years of experience in a complex organization serving multiple groups. Strong working knowledge of state and federal laws and regulations governing employee selection, policy negotiations, employee relations and compensation. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job in an executive capacity will be considered. Applicants who have characteristics and experiences that meet the Key Selection Criteria and the Additional Competencies but do not meet the education or experience requirements should submit a separate document outlining how their background is equivalent to the requirements. Preferred Requirements: Ten years of executive human resources experience in a higher educational setting. SPHR or other appropriate professional certifications.

Must be confident, motivated, self-directed, solutions-oriented, resilient, and possess the ability to work under pressure to manage deadlines. Demonstrate a collaborative, consultative, and team-oriented leadership style; must be a team builder and a team player with the ability to energize and empower others. Possess excellent oral written communication and interpersonal skills together with excellent listening skills; the ability to seek out, understand, and enable diverse viewpoints and approaches to achieve College goals. Demonstrate fairness, compassion, and vigorously promote equity and inclusion within the College; maintain a reputation for transparency, integrity and high ethical standards of excellence. Ability to collaborate effectively with administrators, staff, faculty, and students. Key Selection Criteria To be successful in this role, the CHRO must possess outstanding leadership qualities, vision, and strategic ability; a strong commitment to service and accountability; and a deep interest in building strong relationships of trust with faculty and staff. The CHRO will be perceptive at navigating an environment of governance; skilled at leading improvement transformation processes; and will possess the human resources expertise to shape effective HR processes across the College. In addition to exceptional practical skills and management abilities, the CHRO must have proven experience as a program builder, a passion for delivering high quality service, the ability to develop and mentor staff, superior interpersonal and communication skills, and a collaborative and flexible decision-making style. In evaluating candidates, the following criteria are essential: Strong leadership skills with demonstrated competencies in making complex decisions; successfully developing and implementing short and long-term objectives; aligning resources with strategy; delegating effectively; and managing effective work processes. An accomplished record of leadership in developing a genuine service ethic within human resources and promoting an environment of excellence, support, and satisfaction throughout the College. Demonstrated success utilizing metrics to deliver dynamic and responsive services and support to faculty, staff, and administrators. Demonstrated standard for being a role model of ethical behavior by consistently conforming to the highest ethical standards and practices. Ability to work effectively with leadership, governance, and faculty across a wide range of academic and business operations areas with multiple constituents and to serve as an advisor and consultant to these groups. Ability to negotiate with internal and external stakeholders to advance the interest of the College. Demonstrated self-motivation and social awareness; ability to adapt and regulate one s own emotions. Ability to build positive relationships and remain optimistic, empathetic, and able to balance emotions with reason, logic, and reality.
5 A strong foundation and expertise in financial management with the ability to make good judgments in resource management. Ability to develop and implement a budget to achieve goals while assuring effectiveness of resources to support faculty and staff performance and excellence. Supports use of technology to shape the workplace. Strong quantitative skills, analytical capability, and the ability to think systemically to help the College in determining appropriate policies and programs. Planning skills to benchmark activity, determine human resource metrics, and tracking organizational performance. Strong technical knowledge of human resources functions and technology with extensive experience in the administration of HR programs. Ability to apply broad-based HR knowledge to College needs in a proactive manner. Ability to exercise good judgment about people; focusing on results; building strong relationships; and relating well to diverse constituents. A demonstrated commitment and record of promoting diversity in the faculty and staff. Demonstrated success in managing organizational change,with a strong understanding of globalization, demographic and technological trends and how these trends impact the workplace. A proven track record of developing and retaining talent, and producing operational and financial results.
