GENERAL INSTRUCTIONS 1.1 Tenders are invited from suppliers/dealers/manufacturer complying with all the terms & conditions prescribed in Part A of the tender document. 1.2 The tender document can be obtained from Purchase Department Yashada. 1.3 The tender document will be available in Administration Section of YASHADA Pune from 12/10/2012 to 15/10/2012 between hrs to hrs on all working days. 1.4 From also can be downloaded from Last date of receipt of tenders will be 15/10/ up to Hrs. The tenders received thereafter will not be considered. No request for condonation of delay on account of Postal/Courier service or any other reason shall be entertained. The tenders received within specified time shall be opened on the 15/10/2012 at Hrs. 1.6 The tender documents comprises of two parts Part A and Part B Three Separate envelopes shall be used by the Tenderer Envelope No 1 (for Technical bid), Envelope No 2 (Commercial / Price bid) and Envelope No 3 (Containing envelope No 1 & 2) Tender shall be filled in two parts under Three Envelope System. Part A of Tender shall be enclosed and sealed in Envelope No.1. Part B of tender shall be filled in and enclosed in Envelope No.2. Both these sealed Envelopes ( No. 1 & 2 ) shall be inserted in Envelope No.3, which shall be big enough to contain two Envelopes and shall be sealed. The authorized representative of the supplier must sign and affix the seal on, each page of Part-A and Part-B of the tender document before filling in & sending the envelopes. On each Envelope name and address of tenderer shall be written in block 2

3 letters. On the top of it Envelope No. & Tender for Shirts Full Selves, Pants and sarees should be mentioned. The envelopes should be addressed to the Director General, YASHADA. Tender shall be opened in the presence of all tenderers who choose to remained present and office bearers of YASHADA. Sealed Tender No. 3 shall be first opened. It must contain two Envelopes - Envelope No. 1 & 2 separately sealed Envelope No. 1 (Technical bid) will be opened first and if it contains all the papers required, then only Envelope No.2 (Price bid ) which contains schedule of rates will be opened. If it is found that all the papers are kept together ignoring instructions given above the tender shall be rejected forthwith. 3

4 PART - A : TECHNICAL PART 2.1 This tender is for supply of tender for the Supply of Shirts Full Selves, Pants and sarees listed in Part- B of the tender document. 2.2 Only sealed tenders will be accepted and considered. a) Envelope No.1 shall be subscribed as - Envelope No.1 Part A of the Tender for Supply of Formal Shirts Full Selves, Pants & Sarees in YASHADA. All the envelope must be addressed to The Director General, YASHADA, Raj Bhavan Complex, Baner Road, Pune The envelope must carry the name and address of the tenderer on the body of the envelope at a suitable place. (preferably left hand down side corner space) b) Envelope No. 2 shall subscribed as Envelope No.2 : Part B of the Tender for Supply of Formal Shirts Full Selves, Pants & Sarees in YASHADA. c) Envelope No. 3 shall, be subscribed as Envelope No. 3 : Contains Envelope No.1, Envelope No. 2 of the Tender for Supply of Formal Shirts Full Selves, Pants & Sarees in YASHADA. d) Submission of Tender : Envelope containing Envelope 1 & 2 should be dropped in the tender box kept in Administration Division, YASHADA. III TERMS AND CONDITIONS OF SUPPLY 3.1 All inclusive rates are to be quoted. That is to say, the rates to be quoted should be inclusive of all taxes and levies and F.O.R YASHADA. No request for any extra payment on any account will be considered later on. 3.2 Tenders incorporating additional conditions are liable to be rejected. 3.3 The items ordered will have to be delivered to the Academy s Store FREE OF COST, as per the delivery schedule, which will be specified in the Purchase Order. 4

5 3.4 The items ordered will have to check with the sample approved. If in case the material supplied would be shown different from the agency should replace all material his own cost without further delay 3.5 No payment will be made for rejected items, which do not confirm to the specifications stipulated. Such items will have to be replaced by the concerned suppliers at their own risk and cost and to the satisfaction of the Academy. 3.6 Bills for the items ordered and supplied shall be submitted in DUPLICATE only after all the items ordered are supplied. Payment of the bills will be made by means of a crossed cheque, within 15 days from the date of receipt of bills. 3.7 All the coloums in the tender form should be filled in figures and words. Wherever the rates are not quoted specific mention Nil should be recorded. 3.8 Tenders, which do not fulfill all or any of the above conditions or incomplete in any respect, are liable to be rejected. 3.9 Following documents should be sent with Part - A ENVELOPE a) Demand draft for earnest money of Rs. 22,500/- or cash Receipt of YASHADA. b) VAT Tax Registration Certificate c) Shop & Establishment registration certificate s certified copy or copy of registration certificate of firm* d ) Receipt or D.D of Rs. 1,000/- if tender form is downloaded from website. e) Vat Tax Registration Certificate. f) Sample of all verities to be submitted along with the rates The tender received without the above documents or any one of the above documents are liable to be rejected The Director General, YASHADA reserves the right to accept/ reject any/ all tender/s partially or wholly without assigning any reasons. 5

6 IV. PENALTIES In the event of the order being placed against successful tenderer and the tendered fails to supply the stores within the time limit given or fails to replace any stores rejected, YASHADA shall be entitled to make purchases from any other source. In this case, the defaulting tenderer will be penalized to the extent of the difference of the rates or 0.5 % per week of delayed of the cost of the earlier order whichever is higher. If the defaulting tenderer fails to pay the penalty the tenderer is liable to be delisted apart from recovery of the dues by any other means including the security deposit which will be subject to confiscation.
