1 Job Description and Person Specification Job title: Reporting to: Direct Reports: Grade: Location: Property Development Manager Fixed Term Post 2 years Head of Property Infrastructure Not applicable E Inverness Position Overview Operating across half of Scotland, Highlands and Islands Enterprise is one of Europe s most highly-regarded development agencies. HIE s unique integration of economic and community development is central to its success in generating sustainable economic growth in every part of the Highlands and Islands, particularly in fragile areas. One of HIE s development tools is a diverse, commercially-managed portfolio of some 300 sites and premises across the region and the ability to purchase land and to procure site servicing and construct advance or bespoke premises to match the needs of qualifying businesses. Current projects include construction of a 5,000 sq. m mixed uses building on the new Inverness Campus and extension of a pharma building in the Outer Hebrides. You will be responsible for helping to achieve progress with the implementation of elements of HIE s Strategic Infrastructure Plan, ensuring the Plan remains updated. You will also be closely involved in the management of the high profile Inverness Campus and will contribute towards HIE s wider Operating Plan targets. You will also assist with effective management of HIE s land and property portfolio, mostly via a framework contract with external managing agents. Activity will include involvement in acquisitions, development agreements, leases and sales. A key part of this role will be to bring fresh thinking to HIE s work in this field, and help create a customer-focused business that is responsive and proactive; working with the senior leadership team to set an organisational climate in which staff resources are aligned and empowered to pursue HIE s remit, encouraging innovation and creativity. Key Responsibilities

2 For developmental or operational reasons this role may occasionally contain some elements of work that are either more or less demanding than described above. Assume responsibility for delivery of specific projects including those within the HIE Strategic Infrastructure Plan (SIP) and help to ensure the SIP is kept up-todate through regular review of priorities with Area Teams. Working closely in association with the Inverness Campus Owners Association (ICOA), provide an on-site response to incidents and regular checks on the condition of common areas, particularly soft landscaping, at the high profile Inverness Campus. This will involve site inspections, liaison with contractors and dealing with any issues which emerge. Provide support in dealing with property leasing issues arising from HIE s network of eight Area Offices and two support offices (all but one leased from the private sector). Lead in cases where assistance is required by any Area Office, particularly in high profile/high risk property cases. Large property projects will require you to provide high calibre, experienced, professional input to guide Area Teams through the processes of land acquisition, lease negotiations, legal instructions, procurement and project management etc. Assist in implementation of new or emerging Government policies and legislation including the Community Empowerment Act, Completion of the Land Register, Climate Change (Scotland) Act 2009 and Energy Act Act as a conduit and point of contact for Area Teams, promoting property provision as a key development tool, collaborative working and utilising experience of staff throughout HIE. Ensure an effective internal team approach and optimum utilisation of external advisors for Legal, Project/Property Management purposes. Assist in the determination of a system to replace HIE s current property database ( Tririga ) with a new system capable of incorporating a Geographic Information System (GIS) and exporting data to an on-line asset database to enable fulfilment of HIE s obligation to place such information publically available by the end of Assist in monitoring the in-contract performance and re-tendering of HIE s property frameworks (management, consultancy and construction), or other separately tendered contracts, as the need arises. Develop and expand HIE s deployment of the Scottish Property Support Scheme to achieve HIE s ambition of levering-in more private property investment to the region. Contribute to individual project team or project board meetings, and other internal/external project-based discussions, ensuring project progress is maintained and monitored, and that growth opportunities are addressed. Assist in the sales and marketing of difficult-to-let premises; developing innovative approaches to ensure targets are achieved as part of continuous review of disposal strategy.

3 Support colleagues with key tasks, including preparation of reports for consideration by HIE s Leadership Team and the HIE Board and drafting of detailed responses to complaints, Freedom of Information (FOI) enquiries, MP/MSP correspondence, consultation documents, and draft plans (of all kinds) Work with colleagues to build the relationships between HIE Area Teams, HIE sector teams and framework suppliers, including managing agents and external consultants, ensuring that HIE receives consistent high-quality professional property support from these suppliers. Represent HIE in discussions with key external stakeholders (e.g. local planning authorities). Establish excellent working knowledge of HIE reporting and decision-making processes, administrative, recording and finance systems, project management and delivery structures. Assist in regular updating of key HIE reference documents and policies, including the Asset Management Plan, Sustainable Construction Plan and Renewable Energy Strategy. Promote a climate of accountability, openness, collaboration and innovation. Ensure appropriate compliance with all aspects of HIE governance, including risk management and HIE audit and compliance requirements.
