Unless I hear from you by 5 February, I consider this proposal agreed. See attached document. 2 Papers for 11 th Board Meeting Please find attached the papers for our meeting in Oslo 9-10 February. Additional instructions will follow to supported participants. 4.1 Transportation from Gardermoen Airport to the Hotel. Taxi fares are expensive in Oslo. We recommend: If you are travelling alone, take the Airport Express train, called Flytog. You will find the Airport Express terminal to the far right once you have passed customs. Single ticket cost 170 NOK (30 USD aprox.) and can be paid by credit card or cash. Get off the train on the Oslo Central Station (Oslo S). Take a taxi from Oslo Central Station to the Hotel (see address below). Cost will be approximately 350 NOK (60 USD). If you are travelling 2 or more together, it might be cheaper to take a taxi directly from the airport to the hotel. For those of you who prefer public transportation, you can take the metro (T-bane) from Oslo S to Frognerseteren. Please see instructions sent in Board Circular No. 64. Although normally temperatures range from -10 to 0C in February, it could get even colder. Footpaths are all covered in snow. The Rica Hotel (Venue for the Board meeting) is at some altitude, with snow being very likely. 3 11 TH EITI BOARD MEETING, OSLO, 9-10 FEBRUARY 2010 Extending the contract of the Head of Secretariat For decision EITI Chairman s Office Berlin, 26 January 2010 Following the Board decision (at the 9 th Meeting of the EITI Board and in EITI Board Circular 52), extending the mandate for the Secretariat, it is proposed that the contract of the Head of the Secretariat, Jonas Moberg, is extended for two years, until the end of This proposal has the support of the Board s Finance Committee. Unless I hear from you by 5 February, I consider this proposal agreed. The EITI Board approved the current contract with Jonas in June 2007, following a recommendation from me based on advice from the Norwegian Ministry of Foreign Affairs. The Ministry had in turn obtained advice and recommendations as to the terms of the contract from PWC. Guiding the deliberations were that compensation should be competitive and roughly on par with what staff of international organisations based in Oslo could expect and that it should be recognised that contracts are limited in time. The contract did not provide terms for any increases in salary. The Chair has conducted a documented review of Jonas' performance. It is his overall assessment that Jonas s performance has been to an excellent standard. He is therefore recommending the following increase in compensation for Jonas and the rest of the Secretariat team. The conventional approach to measuring inflation in Norway is the consumer price index (CPI) compiled by Statistics Norway ( The CPI describes the monthly change in the price of goods and services for an average household. Statistics Norway provides a web-based tool for adjusting prices based on monthly CPI data ( According to Statistics Norway, the CPI has increased 6.8 per cent between June 2007 and October It is proposed that Jonas' contract be extended for two years commencing 1 January Based on performance assessment and taking into account that there have been no increases in salary since June 2007 and that the cost of living since June 2007 has increased 6.8%, it is proposed to increase Jonas' salary by 10 % effective 1 January This is comprised of a cost of living adjustment (of 6.8 %) and a merit increase of approximately 3%. It is proposed that the compensation be reviewed in 2011 and 2012 to consider the potential for further increases based on inflation and performance. The terms and conditions of Jonas' contract will otherwise remain the same. It is further proposed that we approve an extension of the contracts of the other Secretariat staff and that their

4 Extending the contract of the Head of Secretariat 2 salaries be increased by 6.8% to reflect inflation. Performance related increases should be considered on an individual basis. These increases, even at the highest levels for all staff, will be within the current budget, which contains sufficient flexibility to cover unpredictable factors such as fluctuating exchange rates, consultancy agreements and costs of board meetings. 6 INVITATION The EITI International Secretariat is delighted to invite you to a discussion about the evolution of Publish What You Pay (PWYP) and the EITI. Henry Parham, the PWYP International Coordinator between and co-author of the recently published report Publishing What We Learned, will share his thoughts on the establishment of the PWYP civil society coalition, its accomplishments and some of the challenges the coalition encountered. Henry will also discuss PWYP s contributions to the early development of the EITI and what can be learned from civil society s role in multistakeholder initiatives. The discussion will be introduced by Peter Eigen, Chair of the EITI. We encourage all those in with an interest in the history of PWYP and also the EITI to join the discussion.
