Henry Ford Stockholm Region has the pleasure of inviting you to the midterm conference of the POWER Programme Empowering the Low Carbon Economy to be held in Stockholm 25 November 2009, in connection to the Eurocities conference Urban Challenges Sustainable Solutions. The title of the Conference wants to stress the importance of more effective policy making and implementation for empowering actors to reduce their carbon footprint. It is based on the conviction that economic development and environmentally sustainable practices go hand in hand and that the low carbon economy is the economy of tomorrow. The POWER programme embodies this conviction by enabling and promoting low carbon projects on the regional level. The main objectives with the Conference are therefore: -To increase the awareness of the possibilities to reach a low carbon economy among local, regional, and private actors -To achieve qualitative and fruitful discussions with high level participants and experts, the results of which can contribute to the EU policy work -To deepen the already existing co-operations and establish new ones within the POWER programme -To provide a platform for the exchange of good practices and ideas for future actions -To present the first call for proposal and ongoing subprojects POWER

3 INTERREG IVC The POWER Programme POWER is a 5.8m inter-regional programme aimed at driving Low Carbon Economies partly funded through INTERREG IVC in seven European regions: Andalucia (Spain) Emilia-Romagna (Italy) Malopolska (Poland) Noord-Brabant (The Netherlands) South East England (England) Stockholm (Sweden) Tallinn (Estonia) The overall objective of the POWER Programme is to improve the effectiveness of regional development policies through the exchange, sharing and transfer of policy experience, knowledge and good practices under five subthemes: Energy Efficiency Renewable Energies Eco-innovation and Environmental Technologies Sustainable Transport Behaviour Change Two calls have been organized to select up to twelve interregional sub projects inviting local and regional stakeholders to participate in joint co-operation and initiatives. Sub-projects have been encouraged to share ideas and knowledge with other participating sub projects and beyond the participating regions where possible. For more information about the programme, please visit: The INTERREG IVC Programme is part of the European Territorial Cooperation objective of the Structural Fund policies for the period It aims, by means of interregional cooperation, to improve the effectiveness of regional development policies and contribute to economic modernization and increased competitiveness of Europe. This is done by enabling local and regional actors across the EU to exchange their experiences and knowledge, by matching regions less experienced in a certain policy area with more advanced regions, and by ensuring the transfer of good practices into the Structural Funds mainstream programmes. Please visit: Stockholm Region The Stockholm Region is a significant actor in promoting sustainable economic development and is the basis for many successful carbon reducing initiatives. This year the European Commission awarded Stockholm the title European Green Capital for The jury s conclusion states that Stockholm has an outstanding, long historical track record of integrated urban management also confirmed by its ongoing credible green credentials. Ambitious plans for the future clearly demonstrate continuity. Taking active part in the POWER programme is therefore a natural step in order for the Stockholm Region to continue holding a leading position in low carbon innovation and development. Stockholm Region is based on a voluntary cooperation agreement between the City of Stockholm, the Stockholm County Council and the Association of Local Authorities in Stockholm County. The agreement aims to facilitate the stakeholders work within European Affairs. The Council of Mälardalen has joined as an associated member, and the County Administrative Board of Stockholm, the Counties of Sörmland, Västmanland and Uppsala have signed service agreement with Stockholm Region. 7 Presentation of Speakers: Pedro Ballesteros. Project Officer DG TREN, European Commission Pedro Ballesteros Torres is principal administrator at DG Energy and Transport of the European Commission. Among his duties, he is in charge of the launch and management of the Covenant of Mayors, the EU initiative to support local authorities leading the fight against climate change; and one of the initiators of the Smart Cities concept. He is an Engineer in Food Industry having studied at the Universidad Politécnica of Madrid, and has a MBA in Energy Business. He has worked at the European Commission since Mats Hellström. Mats Hellström is a former Minister of Foreign Trade and European Affairs of Sweden. He has also served a Sweden s Ambassador to Germany and Governor of the Province of Stockholm. He is founder of the Innovation Alliance network and currently a member of the Advisory Board of Globe Forum. Fiona Place. Key Researcher Maplecroft. Fiona Place manages and coordinates the development of Maplecroft s environmental and global risks indices and oversees all content on the company s product portal. She has worked for NGOs within the environmental sector and on issues relating to CSR in Africa and Asia. She has led expeditions to Bolivia, Ghana and Ethiopia for the Scientific Exploration Society and has an MSc in Sustainable Development and BSc in Geography and Management Studies. Alex Pratt, OBE. Board Member, South East England Development Agency (SEEDA). Alex Pratt is a serial entrepreneur who runs seriousreaders.com, which manufactures high-grade reading lights. On secondment to the Government, he created and led the DTI International Innovation team, and acted as a key catalyst for key innovations such as the national brokerage model for business support and rebranding Britain. He has been Chairman of the DTI Business Link National Assessment Panel and of the Business Link in Milton Keynes, Oxfordshire and Bucks. He was awarded an OBE for Services to Business and Education in the Queen's Birthday Honours List Kathy Vuillaume. European Programme Manager POWER Secretariat. Kathy is a chartered chemical engineer and started her career managing international R&D projects in the biotech industry in France. She specialized in European R&D funding before moving to England in 1998 to do her MBA. She then worked for British local authorities and business support agencies managing European projects - specialised in interregional co-operation and business programmes funded by the EC. Kathy joined the South East England Development Agency in 2001 securing major EC programmes on innovation & sustainable growth for the region. Graham Tubb. Head of Energy Policy, SEEDA Olle Cyrén.
