1 Public workshop on innovative financing for energy efficiency and renewables 28 April 2015, Brussels Up-scaling investments in energy efficiency and renewables is a major challenge to meet the European Union s energy and climate targets for Lack of public resources requires new approaches to investment. Local and regional authorities have a key role to play in mobilising stakeholders, developing projects pipelines and creating the business case for attracting private investment. This shift to innovative financing approaches is supported by the European Union s Project Development Assistance (PDA) facilities such as ELENA 1, Intelligent Energy Europe 1, Horizon Since 2009, 56 projects have received PDA funding to launch up to EUR 4 billion of investments in energy efficiency and renewable energy, focused on existing public and private buildings, street lighting, district heating and clean urban transport. Most PDA projects are developing innovative solutions to finance investments through private capital in a sustainable manner. The workshop will focus on operational solutions implemented by local and regional authorities when developing a pipeline of investments, as well as the achievements of on-going projects focused on innovative financing approaches. The expected investment adds up to 19 million. Setting up a public energy service company to develop solar photovoltaic, district heating, public sector retrofit, as well as domestic retrofit through the Green Deal scheme. Expected investment adds up to 161 million. The project aims to implement energy performance contracts on street lighting and public buildings of the municipalities located in the Province. The expected investment is 80 million. Retrofitting of central government buildings and municipal street lighting through energy performance contracting. EPCs will be procured through a framework contract. The expected investment adds up to 36 million. The project addresses a social housing district through the deep renovation of condominiums and the retrofit of the existing district heating network, which will be extended to neighbouring public buildings and switched to biomass. The expected investment adds up to EUR 11 million. The Milan is assisting municipalities to set up energy performance contracts in building renovation, through joint calls for tender and acting as Central Purchasing Body. So far, 18 million have been invested and 20 million more are expected. The major difficulty in the management of tenders and funding by the intermediary banks will be presented and discussed. The Regional Council of South Østerdal provides technical assistance for energy efficiency measures in about 133 public buildings belonging to five small municipalities and Hedmark County administration. The investments are implemented through energy performance contracting and traditional contracts. The project has triggered investments of about 9.5 million, and expects a further 2 million. ESCOLimburg2020 consists in the development by the public energy grid operator Infrax of an integrated service for the renovation of municipal buildings, from audits to works implementation and finance. This public ESCO service is organized in the context of the implementation of local climate plans (SEAPs) for the Covenant of Mayors. So far, 5.6 million have been invested and 15 more are expected. The project aims to implement energy performance contracts on street lighting and public buildings of the municipalities located in the Province, as well as installing solar thermal and photovoltaic panels for self-consumption on public facilities. The expected investment is 36 million, of which 7 million have already been signed. 3/5

POSIT'IF Oxford and Oxfordshire (UK) Padova (IT) Ile de France region (FR) The project provides support to municipalities and public building owners in the region of Baden-Württemberg to develop energy performance contracting projects on their public buildings. An objective of the project is to bundle different municipalities together in order to reach a bankable size for small and medium sized buildings. The project also aims to stimulate the switch to renewable heat and the development of combined heat and power. The total investment programme is estimated at 30 million. A major barrier to expanding private sector finance for energy efficiency is the lack of standardisation for the development and documentation of energy efficiency building retrofit projects. The Investor Confidence Project Europe is convening investors, banks, property owners, and other energy efficiency industry stakeholders to establish standardised protocols for developing energy efficiency projects in Europe. Standards will enable aggregation of projects, facilitate financial institutions building teams and ultimately access to the debt capital markets. The project aims to set up a long term finance model/fund(s) which align private and public sector investment to support low carbon infrastructure investment and deliver an investment programme of approximately 17 million. The investment programme comprises two large projects: Delivery of a 10MW Solar Park and delivery of Energy Performance Contracting for schools and public buildings. Energy retrofit of housing and public buildings in the North East of England. Newcastle City Council works in partnership with British Gas to engage households and to implement energy saving contracts with them. To date 15 million investments have been signed and more than 50 million are expected by The project is assisting local community groups to set up their own renewable energy plant through share offers to local citizens. It also aims to invest in domestic retrofit and in public buildings energy efficiency, and to create the OxFutures Community Fund which will bring additional resources for community energy projects. So far, 3 million have been invested and up to 28 million are expected. The project aims to retrofit condominiums through energy performance contracting. The consortium is engaging condominiums throughout the City of Padova, while procuring a private ESCO which will propose and deliver EPC with each condominium. The expected investment is 15 million. Energies POSIT'IF is a semi-public ESCO set up by the Ile-de-France region to implement deep renovation on private condominiums through energy performance contracting. It provides an integrated solution with technical assistance to condominium associations and the provision of third-party finance in complement to existing funding. So far, 25 million are under preparation and 80 million more are expected for the next two years. 4/5

5 Project Location Summary PSEE-ALSACE RE:FIT Streetlight EPC SUNSHINE Alsace region (FR) London (UK) (EU) Transparense (EU) Latvia (LV) The project aims to implement deep renovation of detached housing in the Alsace region. It includes the development of a public service of energy efficiency, assisting homeowners at all stages of the home renovation process, as well as the development of a financing mechanism in which debt can be attached to the property. The supply chain is also addressed by training consortia of craftsmen on site, in order to reduce investment costs and ensure proper level of energy efficiency, better market value of the house as well as better level of comfort. The project aims to renovate 1,000 houses with an expected investment of EUR 40 million. RE:FIT facilitates energy performance contracting to the public sector in London by providing a Programme Delivery Unit technical/support team, a framework contract, standard procedures, documents and templates and guaranteed energy savings. Currently 186 London public sector organisations are engaged with RE:FIT and a further number across the U.K. The programme has so far retrofitted over 400 of London s public sector buildings, generating investment of 85 million, and aims to retrofit 600 buildings by The project creates demand and supply for EPC projects in 9 regions by setting up regional EPC facilitation services. These services are providing comprehensive support to both municipalities and (potential) ESCOs. The project partners aim to implement 36 EPC street lighting projects in the project s lifetime. This will help create knowledge and trust in both LED technologies and the EPC model. The project focusses on the deep renovation of 80 condominiums through energy performance contracting. It will also contribute to the development of a factoring fund which will purchase the future energy savings from the ESCOs in order to release their balance sheets and allow them to carry out more energy performance contracts. The expected investment is 30 million. Transparense aims to increase the transparency and trustworthiness of Energy Performance Contracting (EPC) markets throughout Europe. The main achievements of the project so far are the EPC market overviews and recommendations for 20 European participating countries (based on large-scale surveys) and European Code of Conduct for EPC, which defines the basic values and principles fundamental for the preparation and implementation of successful EPC projects. 5/5
