1 PROMETEUS NEWSLETTER 2 PROMETEUS PROmoting obility Expertise of Teachers of EU Students Dear reader, Welcome to the second newsletter of PROMETEUS, PROmoting Mobility Expertise of Teachers of EU Students - a project co-funded within the Lifelong Learning Programme, Leonardo da Vinci - Transfert of Innovation. This project has been funded with support from the European Commission. This publication reflects the views only of the author, and the Commission cannot be held responsible for any use which may be made of the information contained therein 1 work in progress Prometeus Events Institutions, authorities and institutes, associations and professionals working in the training sector attended the info days organized by the PROMETEUS partners. The events were held in the five involved territories in order to present the objectives and activities of the project giving also information on the context of mobility in Europe and Lifelong Learning Programme. The organization of the Infoday is the first phase for the involvement of the target group and it is characterized by an high interest of the attending institutions. The Infoday were held according to the following series of meetings : 4 September Madrid (Spain) 10/12 September 2012 Sassari (Italy) 11 October - Nancy (France) 19 October Messina (Italy) 9 November Ragusa (Italy) an «alliance» and a relationship of trust between the beneficiaries and project partners, and to create the base to construct common future paths in mobility issues. The seminars were held on the following dates: 24 January Nancy (France) 13 February Ragusa (Italy) 19 February Sassari (Italy) 20 February Messina (Italy) 26 February Madrid (Spain) The seminars were organized as real workshop for mobility illustrating the European Union s policies on youth mobility in Europe with a specific focus on the 2020 Strategy and new EU political lines. The platform Planning Mobility was presented to beneficiaries explaining access and registration modalities. It is available online and it is possible to visualize the 14 modules. Then, between late January and February 2013, local awareness seminars were organized in order to ensure the direct involvement of the beneficiaries of the project. The seminars contributed to create a climate of trust and collaboration required to start the process of learning and project work. The seminars have also contributed to encourage participants to share interests, ideas and experiences on mobility of people, to create pag 1

2 2 thematic focus Focus su Europe 2020 Youth on the Move ] Europe 2020, five ambitious objectives and seven flagship initiatives to be achieved by Focus on Youth on the Move, initiative for smart, sustainable and inclusive. Employment, research and development, climate change and sustainable energy, education, fighting poverty and social exclusion: these are the objectives of the Europe 2020 strategy to achieve by 2020 a smart, sustainable and inclusive growth. Launched in 2010, within the framework of the Europe 2020 strategy, Youth on the Move is one of the seven flagship initiatives, a package of initiatives in the field of education and employment for young people in Europe. The initiative aims to adapt more education and training needs of young people, to encourage young people to use scholarships / training abroad and encourage EU countries to adopt measures to facilitate the transition from school to work. It is a framework agenda announcing key new actions, reinforcing and enhancing activities related to EU programs in education, youth, mobility (including Erasmus, Leonardo da Vinci, Comenius, Grundtvig, Erasmus Mundus, Tempus) and structural funds considering also new target and measures for future EU programs. In the framework of the next financial framework, all existing programs will be reviewed to develop a more integrated approach to support Youth on the Move and implemented in close synergy with another flagship initiative under the Europe 2020 Strategy: Agenda for new skills and jobs. This initiative aims to contribute to the achievement of the employment objective: raising to 75% the employment rate (for those aged between 20 and 64 years). Youth on the Move moreover offers concrete recommendations to the Member States and new political initiatives. In the context of Mobility, the European Vacancy Monitor in order to monitor the developments in the labor market and the new trend of the required skills. The Committee of the Regions has recently published a final report on the survey realized to evaluate the flagship initiative Youth on the Move of the Europa 2020 Strategy carried out between September and November In particular, the report provides an evaluation of the initiative and the benefits for communities and regions. 3 3 news dai territori PROMETEUS Infoday and Seminars Madrid The info day was held on September 4, 2012 at the headquarters of Centro Ocupacional La Encina in Madrid (Spain) with the presence of representatives of AFANIAS and professional training entities. The event was well attended by the invited institutions. On February 26, 2013 the local awareness Seminar was held at La Encina, C / Puerto de Guadarrama, 62 (Ind. Las Nieves) Mostoles (Madrid) to present the platform and training modules. The seminar was attended by speakers of the AFANIAS Association. The session was organized in two blocks. The first block to specifically present the PROMETEUS Project, giving it a context within the European Projects in general, and to present specifically Mobility Actions. The first part was conducted in a conference style. During the second part, the Platform for training was specifically presented. The platform was presented by an expert from AFANIAS. Also, during the second session the participants shared about the platform, its use, process etc. It was the opportunity to share specific ideas that within the context of this project could result in a common project. the Provincial Councillor in charge of Education, Training and Employment Rosario Musmeci, the Director Arch Giovanni Milia and the Officer David Sanna also attended the event. The information day held on 12 September at the headquarters of the Province was addressed to training agencies registered in the regional list and operating in the province. the Provincial Councillor in charge of Education, Training and Employment Rosario Musmeci and the Officer David Sanna attended the event. The local awareness seminar was held on 19 February 2013 with the participation of representatives of the Province of Sassari and the Association TECLA with the aim of creating a climate of collaboration requested to start the distance learning process and the project work encouraging participants to share experiences. The event was divided into two parts: the first part was dedicated to the presentation of the project, to the EU policies in the field of youth mobility in Europe and the online Platform Planning Mobility. The second part of the day included a session with the participation of a facilitator expert in participatory planning and characterized by the use of the participatory methodology open space for the sharing of knowledge and ideas in order to start a debate on thematic areas and types of mobility actions work tracks to be undertaken. Europe? with the participation of representatives of GRETA Lorraine Centre and professionals in the field of training. During the event, the presentation of the project, a focus on mobility in Europe. The event provided an opportunity for a debate on the issue. The local awareness seminar was held on 24 January 2013 at the Lycée Henri Loritz in Nancy (France) involving stakeholders interested in participating. This meeting was held in two parts. The first session was addressed to the context of mobility of young people in Europe; a presentation of the project and PROMETEUS tools available for project managers, teachers, trainers and students. In the second session, it was explained the online platform (modules, units, ). This event has also contributed to an exchange of experiences and ideas in the field of European mobility, following a debate on different mobility undertaken by various organisms. This allowed to view other areas of work and to establish first exchanges in the field of education and in particular with foreign language teachers. The event finished with a quick summary of the steps performed and future regarding PROMETEUS and European mobility.. Sassari The Province of Sassari has organized two information events to reach two typology of potential parties interested in PROMETEUS project. The Infoday on 10 September was addressed to educational institutions and it was held at the IPSAR of Sassari. Beneficiaries of the first event: institutes of secondary education, also members of training agencies registered in the regional list of training agencies. Nancy The info day was held on 11 October 2012 at the Lycée Henri Loritz in Nancy (France) entitled How to design mobility actions in Messina The info day was held on October 19, 2012 at the Regional Province of Messina in the presence of the President Giovanni Cesare Ricevuto and the Councillor in charge of Employment Policy, Renato Fichera. The initiative attracted great interest by institutions and training bodies. Vocational institutions, training schools, associations operating in the territories expressed pag 3

4 interest in participating in the project activities. Good participation of the organizations working in the field of vocational training, international cooperation and good representation of SMEs and public bodies. The local awareness seminar was held on 20 February 2013 at the Regional Province of Messina with the participation of more than 20 referents of several training and vocational institutes, training schools, associations and informative offices operating in the territories. After the institutional welcome of the President of the Province Nanni Ricevuto and the Councillor Fichera, the seminar was led by Dr Armendariz MCG Manager Consulting Group Soc. Coop presenting the project thematic and illustrating the online platform. During this session, the work in group allowed the mutual knowledge of the participants and the discussion of issues of particular interest for planning of mobility actions. transnational mobility actions and interested in participating in the training. The Special Commissioner Giovanni Scarso and the Director Giancarlo Migliorisi attended the event. Ragusa The info day was held on 9th November 2012 at the Province of Ragusa, with the participation of the Special Commissioner Giovanni Scarso and the Director of the Sector Giancarlo Migliorisi. The event was well attended by institutes operating in the field of vocational training, international cooperation and voluntary, SME, public entities. A delegation from the Province of Messina, including the Councillor Renato Fichera, attended the info day. The local awareness seminar was held on 13th February 2013 with the participation of representatives of institutions, teachers and trainers involved in the planning of pag 4

5 4 Highlight The Commission presents its new strategy Rethinking Education The European Commission presented on 20 November 2012 the new strategy Rethinking education: investing in skills for better socioeconomic outcomes COM (2012) 669 final - in order to encourage the Member States to strengthen the links between education and work intensifying the cooperation in the field of work-based learning at national and European level. It is stressed the need to adapt and modernize policies and encourage the use of ICT and open educational resources. In particular, the Communication indicates four areas in which Member States should step up their efforts: development of excellence for vocational education and training, promoting learning at work, even with quality internships, apprenticeships and dual learning models to facilitate the transition from education to work, promotion of partnerships between public and private institutions, promoting mobility through the Erasmus for all. 2013, European Year of Citizens 2013 has been designated as the European Year of Citizen to raise public awareness on rights associated with European citizenship. The official website europa.eu/citizens-2013/ provides all the necessary information and documents on the European calendar with news and events. The programs and initiatives related to the EU are: Lifelong Learning, Europe for Citizens, Fundamental Rights and Citizenship, Youth on the Move, Erasmus, Science and Society Vocational Education and training: new online tool enhances the quality On the website of the European Commission - Directorate General for Education, it was published the new online tool EQAVET quality cycle developed by the EQAVET, European Quality Assurance in Vocational Education and Training Network. It aims to support the Member States and vocational education providers to enhance the quality of VET, Vocational education and training. The tool is based on the guidelines of the European quality assurance reference framework for VET and support VET systems and operators to evaluate their approach to quality assurance, to examine how Member States and operators in Europe operate their quality assurance system; to explore new ideas relating to the design of national, regional or institutional quality assurance systems. For more information, please visit dell EQAVET: EU Publications on mobility, education and labor market On the official website of the EU - EU Bookshop managed by the Publications Office of the European Union, you can find publications particularly in the context of mobility: The Guide to the rights of mobile students in the European Union (2011) stressing the importance of learning mobility to boost the personal development of young people and their future job opportunities. The publication Key Data on Education in Europe 2012 (2012) traces the main developments of European education systems over the last decade. The report presents statistical data and qualitative information to describe the organization, management and functioning of 37 educational systems, from pre-primary to higher education. Just published, from education to working life (2012) Cedefop - European Centre for the Development of Vocational Training, is a publication on the results in the labor market outcomes of vocational education and training for young people. pag 5
