2 PROJECT DESCRIPTION The new Winrock Town Center will be a modern large-scale mixed-use infill development. The initial phase slated for construction in 2011 will include a 16-screen movie theater (with an IMAX) as the major anchor supported by retail, entertainment and restaurants. Subsequent phases will build out the remainder of the site with numerous retail, entertainment, restaurant, office, residential, hospitality and community uses. Winrock will be both a local and regional destination where shoppers, visitors and residents can combine shopping, convenience, active sports, entertainment and leisure. Ultimately, visitors and locals will have memorable shopping and recreational experiences, residents will have a variety of housing and lifestyle choices, and Albuquerque will have its premier gathering place. Winrock Town Center will add significant depth to the Uptown Market, the Albuquerque community and the State of New Mexico. Located at the Intersection of U.S. Interstate 40 and Louisiana Blvd., Winrock is considered the most strategic commercial location in New Mexico. Winrock Town Center is fully accessible by private automobile and public transportation. The concept of a park once location where people park and walk (or shuttle) to retail, theater, restaurants and public gathering places is part of the overall success of Winrock. ABQ ACTIVE As part of the long-term plans for developing Winrock into a regional and national attraction, the theme of New Mexico s active, outdoor, healthy lifestyle will be promoted throughout the development. In 2007, Men s Fitness Magazine named Albuquerque the fittest city in America. New Mexico s weather, altitude and varied natural environment have attracted sports enthusiasts from around the globe, making New Mexico a Mecca for health, fitness and high adrenaline sports like rock climbing, skiing, snowboarding, hot air ballooning, hang gliding, skydiving, mountain and road biking and BMX. Winrock has adopted the name ABQ ACTIVE to brand its leisure and active entertainment venues. ABQ ACTIVE will be about living a healthy, active and informed lifestyle 21st century living at its best. It will be fun, entertaining and educational. Plans for ABQ ACTIVE include:

3 State-of-the-art sports training and fitness center Southwest s tallest artificial rock climbing facility and retail shop Largest indoor scuba diving tank in the nation, 30 foot deep, stocked with Pacific Ocean fish (owned and operated by the City of Albuquerque) Indoor sky diving facility An indoor wake board riding facility. (Flow Rider) The latest in virtual gaming called the Virtusphere Young children s, fun, fitness, and educational center A 10,000 square foot, 1,000 seat event center for sports, music, dance and other entertainment. Zip line and super slide Mile long outdoor para exercise course In addition, ABQ ACTIVE and the New Winrock Town Center will feature other active retail uses including: A flagship Sports Authority store, Bicycle concept retail store, Skate board and inline skating store, A healthy market and café A sports training center Other sports specialty shops WINROCK GREEN In keeping with our emphasis on healthy living, The New Winrock Town Center will be uniquely GREEN incorporating the latest sustainable and renewable energy technologies. 4 WINROCK -- CENTER OF CULTURE AND COMMUNITY When completed, the Winrock Town Center will be a true gathering place that serves and enriches its community. As an exciting New Mexico destination, the Winrock Town Center will move beyond commerce and attraction to become a place recognized for its role in Albuquerque s history and its importance to the city s people. In addition to various commercial partnerships and opportunities, Winrock Town Center will be an engaging cultural center that highlights the culture, people, environment and traditions of New Mexico. It will be a premier venue complete with plazas, parks and open spaces designed and shaped specifically to accommodate events and festivals. These spaces will encourage programs that benefit and enliven the community charity fundraisers, holiday celebrations, cultural and civic events, farmers markets and music and art festivals. WINROCK TOWN CENTER MASTER SITE PLAN The Redevelopment Site Plan has been designed to maximize use of existing buildings where quality and condition warrants. Exterior facades of building(s) will be designed with authenticity, clarity and honest design that respects local context. Great care has been taken to integrate the 420,000 square feet of existing tenants in the new design. Existing tenants will have maximum visibility and exposure, ensuring their long-term success in the New Winrock Town Center. Car and pedestrian traffic has been designed for ease, and sight lines facilitate way finding and encourage exploration. Highly visible and easily accessible, the project will be well connected to existing roads, public transportation and parking infrastructure. Conceptually, the entire site is broken out into six distinct districts: The south side of the site, along Interstate 40, has plenty of surface parking and has been designed to maximize viability to the Junior Anchor stores. The eastern portion of the Property is designed with a focus on food, entertainment and supporting retail. Residential above retail, full-service and casual eateries will be complimented with a uniquely New Mexican water feature that mimics the Rio Grande River. A six story parking structure attached to the adjacent retail will conveniently accommodate shoppers, visitors, and residents.

5 The northeast area (Indian School and Pennsylvania) is planned for traditional neighborhood retail. The northwest portion of the site is geared towards the higher-end/specialty shopper currently populating the complimentary ABQ Uptown, Target and Trader Joe s. This portion of the development will include an additional multilevel garage which could accommodate additional residential or office above the planned lifestyle type retail. The western portion of the site will consist of a unique blend of retail fronting Louisiana Blvd. to include 750 lineal feet of anchor space, small-scale retail and restaurants. The central Winrock district is a traditional, densely populated, Downtown streetscape to include ground floor retail below residential/office. This live/work/play environment will round out the assortment of complimentary retail, entertainment, and dining experiences in the surrounding districts. THE PUBLIC/PRIVATE PARTNERSHIP In late 2008 the City of Albuquerque and Bernalillo County agreed to dedicate a portion of their gross receipts tax revenues and property tax revenues for the financing of certain public infrastructure within the Winrock Town Center TIDD districts. In December 2008, the City and Winrock Partners officially entered into a Master Development Agreement, which spelled out the specifications for developing the approved public infrastructure and the terms for financing the infrastructure through TIDD bonds. In January 2009, the State of New Mexico authorized the issuance of bonds secured by a state gross receipt tax increment for the Winrock Town Center redevelopment tax increment development districts. These actions by the City, County and State have allocated $137,000,000 in TIDD bond financing for the development of public infrastructure within Winrock Town Center.

For the firm s conversion of over half a million square feet of loft style industrial space, the Chicago Sun Times named Goodman Realty Group Renovator of the Year in its annual People who Shape Chicago competition. With a long-standing reputation of creating quality spaces, Goodman Realty Group has become one of New Mexico s premier developers. Most recently, Goodman Realty Group completed the renovation Albuquerque s last standing historic hotel into a four-diamond historic hotel that is one of the greenest in the nation. Goodman Realty Group is also responsible for developing the one of the state s finest office campuses: the award-winning Sun Plaza. The firm also redeveloped Montgomery Plaza Shopping Center into a 400,000 square foot power center with a host of national tenants. In all, the company has developed over a million square feet of retail in Albuquerque alone. At Winrock, Goodman Realty Group successfully partnered with the city to rezone the property to allow for a wide variety of uses with no height restrictions, floor area ratios (FARs) and minimal parking requirements. In addition, the company has gained city, county and state approval for $137 million of tax increment financing.
