1 PROFILES OF SPEAKERS, DISCUSSANTS AND MODERATORS * 发 言 人 评 论 员 与 主 持 人 简 历 (in alphabetical order) CHANG Xiuze Chang Xiuze, born in 1945 in Huimin County of Shandong Province of China, is a professor, PhD supervisor and distinguished economist, whose work has been selected in the book The Essence of the Theoretic Contributions of the 100 Chinese Economists: and the book The Overview of the Academic Achievements of Famous Chinese Scientist of the 20th Century (Volume for Economics). Professor Chang has been conducting research in economic theory and economic decision-making in the Nankai Institute of Economics and other national institutes for macroeconomic research for many years. He was promoted to be a professor in 1990, and received the Special Allowance for Experts by the State Council of China since He used to serve as the Deputy Director of the Nankai Institute of Economics, the Deputy Director of the Institute of Economic Research under the State Planning Commission (National Development and Reform Commission), and a member of the Academic Committee of National Development and Reform Commission. Professor Chang is currently a professor and a PhD supervisor in the Academy of Macroeconomic Research under the National Development and Reform Commission, and a research fellow at the National Centre for Economic Research of Tsinghua University. He is also the Deputy Secretary-General of the Academic Committee of China Economics Academic Fund (Hong Kong), and a consultant for property rights at the Asia Pacific Law Association based in Hong Kong. Professor Chang has a long-standing research interests in the development theory of people in institutional economics, the generalised theory of property rights and the theory for a transitioning China. His academic publications include Theory of People Oriented Institutions, Generalised Theory of Property Rights and Theory of Inclusive Reform. He is known in the academia as one of the leading figures in development economics for the people and an economist well known for his research on the issue of property rights. His theoretic contributions have been selected into Volume Two of The Essence of the Theoretic Contributions of the 100 Chinese Economists. Professor Chang has been awarded for his multiple research achievements. Since the 21st century, Professor Chang has received the First Prize for Outstanding Scientific Achievements in 2000, 2004 and 2005 by the National Development and Reform Commission, for his three achievements including presiding over the completion of Research on Several Important Questions on Establishing a Relatively Complete System of the Socialist Market Economy, which was a key scientific research project resulting in an internal report used for drafting the agenda for the 16th National Congress of the Communist Party of China. Professor Chang was included in the International Who's Who published by the American Biographical Research Centre and International Biographical Centre in Cambridge, England. He has served two consecutive terms as Member of the 11th and 12th National Committee of the Chinese People s Political Consultative Conference. Concurrently, Professor Chi is Vice President of China Society of Administrative Reform, Vice President of China Society of Economic Reform, and Vice Chairman of China Enterprise Confederation. He is also advisor to the Government of Hainan. He is committed to researches in the field of economic transition theory and practice. He has proposed reform-related policy recommendations such as government transformation, equalization of access to basic public services, and giving farmers long-term and guaranteed land-use rights. In recent years, his research mainly includes public-service-oriented government, equalization of access to basic public services, and administrative system reform. He has published more than 30 monographs such as Second Round of Reforms and China: Historic Transformation in the 12th Five-Year Plan Period. He has been chief editor of over 70 publications including A Decisive Choice to Advance Economic Transition, Decisive Role of the Market, and Bonus from Reforms. He has also published more than 800 academic articles in domestic and foreign journals and submitted to relevant government authorities a large number of research reports and policy proposals on reforms. In 2002, he was awarded as National Outstanding Professional which was jointly granted by the Organization Department of the CPC Central Committee, the Publicity Department of the CPC Central Committee, Ministry of Personnel and Ministry of Science and Technology. 3 HE Dongni Ms He was born in She received her BA in economics from Xiamen University and MA in political economics from Nankai University. She also obtained a MBA from Maastricht School of Management. Now, she is a PhD candidate in management science and engineering at Northeast University. Ms. He began to work at CIRD in Before being vice president of the institute, she was assistant researcher of the Center for Public Policies, assistant researcher of the Center for Hainan Reform and Development, vice director of the Center for Emerging Economies, associate research fellow of the Center for Economics and assistant president of CIRD. She participated in many of CIRD s important research programmes including but not limited to: Policy Research on equalization of Basic Public Services during the Twelfth Five-year Plan period, Reform Actions for Forming a Basic Structure of Letting Market Decide the Allocation of Resources Goals and Missions of Economic Reform during the 13th Five-year Plan Period, Promoting Consumption-driven Economic Transition Research on the Path to Transition of Economic Growth Pattern in China. She is also one of the main authors of CIRD s annual reports in 2014 and 2015:Decisive Role of the Market and A Decisive Choice to Advance Economic Transition. She has published 30 articles mostly in China s leading academic journals and newspapers. Lian Xiao graduated from National University of Singapore with first class honours in Mathematics in As a Singapore Ministry of Education (MOE) scholarship recipient, he was on Dean s List for four semesters during his course of study. At ACI, Lian Xiao is one of the coordinators of the project: Emerging Developing Asian Economies: Income Growth Analysis, and he participates in the project Cost of Living as well. Tongxin graduated from National University of Singapore with first class honours in Economics and second upper class honours in Industrial & Systems Engineering in He was a Singapore Ministry of Education (MOE) scholarship recipient and he had been on dean's list for multiple times during his course of study. At ACI, Tongxin is the coordinator for the liveability study on 100 Greater China cities. Additionally, he is also engaged in the competitiveness study of Indian states and union territories. As a co-author, he published an editorial opinion on public policy in Singapore on Zaobao. Besides the research he is currently doing, Tongxin has a strong research interest in financial economics. Evan is currently the project coordinator in charge of conducting and supporting research activities for the Asian Economic Connectivity Vision 2030 (AECV2030) flagship project on regional integration, as well as the OUE Business Case Study project. Evan holds a Master s of Management (Finance) from the Melbourne

5 Business School and a Bachelor of Arts, Politics & International Relations (Major) from the University of Melbourne. His international exposure includes a post-graduate exchange semester in France at HEC Paris School of Management, and he has previously worked as an intern in the Corporate and Institutional Banking team of ANZ Commercial Bank. He is also the Chairman of the Singapore National Committee for Pacific Economic Cooperation. Upon graduating with a PhD from University of East Anglia, England, in 1987 under the Overseas Research Scheme awarded by the Committee of Vice-Chancellors and Principals of the Universities of the United Kingdom. He joined the banking sector as a treasury manager and served as secretary to the Assets and Liabilities Committee for three years, there after he taught at the Department of Economics and Statistics, National University of Singapore, Dr Tan joined Nanyang Technological University in 1993 and was Associate Dean, Graduate Studies Office, Dr Tan has consulted extensively with the various government ministries, statutory boards and government linked companies of Singapore government. He has also served as a consultant to international agencies such as the Asian Development Bank, Asian Development Bank Institute, United Nations Industrial Development Group, World Gold Council, ASEAN Secretariat, Central Policy Unit of Hong Kong, Kerzner International, Las Vegas Sands and Marina Bay Sands. Dr Tan is the lead author for eight books and published widely in international refereed journals. His current research interests include econometric forecasting, Cost of Living Index, Global Liveable Cities Index and competitiveness analysis on 31 provinces in China, 35 states in India and ASEAN-10 economies. Dr Tan was Deputy President of the Singapore Economic Society, He served in the 2002 Economic Review Committee (ERC), served as Chairman of the Task Force on Portable Medical Benefits (PMB), served as the Deputy Chairman of the IPS Forum for Economic Restructuring (IFER) in 2003 and served as a member of the Resource Panel of the Government Parliamentary Committee for Transport and Government Parliamentary Committee for Finance and Trade since Dr Tan has extensively advised and guided multinational corporations leading to public listings especially those companies from Mainland China and Taiwan. He is also Professor of Economics at the Nanyang Technological University. From , he was the chief assistant to the late Dr Goh Keng Swee on his consultancy to Mr Deng Xiaoping on China's development strategy. From June 2002 to June 2005, he was a senior economist at the World Bank office in Beijing. In 2004, he was a member of the World Bank expert group on the eleventh five year plan ( ) for the State Council in China. The expert group provided analysis and policy recommendations on urbanization, regional inequality, innovation policy, energy and water policy as well as strategy on banking reform to the Chinese government. Prior to that, he was the chief economist of the Singapore government ( ), Head, Department of Strategy and Policy, Faculty of Business Administration at the National University of Singapore (NUS). He is a graduate of Princeton ( , class of 1931 scholar, Paul Volcker Thesis prize) and Stanford University ( ), where he completed his Master and PhD in three years. Prior to joining NUS, he has worked at the Hoover Institution at Stanford University, World Bank, the Monetary Authority of Singapore, and was the Director of Research at the Ministry of Trade and Industry in Singapore. His research interests are in international trade and finance, economic and business trends in the Asia Pacific region and economic reforms in China. 7 TIAN Qiusheng Professor Qiusheng Tian (Chinese: 田 秋 生 ) is a professor in Finance and Regional Economics, Associate Dean of the School of Economics and Commerce of South China University of Technology, Vice Chairman of Academic Degrees Evaluation Committee, supervisor of Ph.D. program, and director of the Center of Regional Economics Research at South China University of Technology. His research interests include macroeconomic theories and policies, development and policy of regional economy, as well as theory and policy of financial markets, etc. Professor Tian earned his Bachelor from Lanzhou University in 1982, obtained an MS from Nankai University in 1988, and received his PhD from Northwest University in In spring 2001, Professor Tian was attended the Advanced Business Management Training Program (organized by SAFEA of PRC), and visited Woodbury University and University of San Francisco in Los Angeles, USA. Before joining South China University of Technology in 2005, Professor Tian was on the faculty of Lanzhou University. He was a professor and supervisor of PhD program, Chair of the Department of Economics, Associate Dean of the School of Economics at Lanzhou University, Deputy Editor-in-chief and Deputy Director of the editorial board of Journal of Lanzhou University (Social Sciences) from 1982 to Professor Tian was a member of Standing Committee of the CPPCC Gansu Provincial Committee, and has served as government counselor for Gansu Provincial People's Government, Executive Director of Gansu Association of Finance, and Vice Chairman of Gansu Association of Public Finance. Sangiita graduated with a second upper joint honours bachelor s degree from NUS and Australian National University (ANU) in both economics and actuarial studies in Sangiita was an ASEAN scholar and was on the Dean s list during her studies. 9 ZHANG Shucun Zhang Shucun, the dean of Shandong Academy of social Sciences and an adjunct professor of Shandong University, was born in Tai an City, Shandong Province on Aug 10th, 1960 and received his Master Degree of Economics from Fudan University. In October 1980 he was selected to work in the general office of the people's Government of Shandong Province and served successively as secretary (deputy division chief level), division chief and Cadre of deputy department level. In July 2005 he was appointed as deputy director of the Research Office of the People s Government of Shandong Province and in January 2014 as the inspector of general office of the people's Government of Shandong Province. In June 2015, he was inaugurated as the Dean of Shandong Academy of Sciences. Zhang Shucun has been participating in drafting important provincial level (as well as the state level for several times) document, report on the work of the government and leadership speech, and presiding over researches into important provincial issues for a long time. The research projects he worked on won prizes over 30 times, which include China Development Research Prize, Scientific Advancement of Shandong Province Award, Outstanding Achievement on Policy Making Consultation of Shandong Province Award, Outstanding Soft Scientific Achievement of Shandong Province Award etc. over 30 times.
