2 AN AGE-OLD INDUSTRIAL AND PORT TRADITION AN IMPORTANT, AMBITIOUS PROJECT FOR LOGISTIC AND PORT DEVELOPMENT OPPORTUNITIES FOR INVESTORS AND BUSINESS OPERATORS
3 A CONTINUOUSLY DEVELOPING MODERN PORT: The port of Piombino has new plans for the activation of a largescale, important project for industrial, logistic and port development. From 2012 until 2020, the area will be the object of sizeable infrastructural investment to give the port new quays, accessible from the sea with depths of up to 15 metres, and from the land side with direct and suitable road and rail connections. Thereafter, up to three and a half kilometres of quaysides and around 800,000 square metres of port space will be available, in addition to those currently existing. The new infrastructure will be available for new users and terminal operators interested in distribution to and from the port hinterland - both Italian and European - and also for new operators who intend to initiate new industrial or logistic activities, or to take over existing industrial activities. To bring these works into being, the Port Authority intends to invest directly significant financial resources that are already available (as shown in this brochure), taking responsibility for environmental reclamation and that infrastructural intervention that does not in itself produce any income through usage (e.g. offshore wharves), offering to investors the possibility of constructing and managing the new quays and port spaces through Project Financing and their long-term concession. The Port Authority will be able to offer advantageous conditions for the concession of quays and port space to business subjects such as terminal operators, transport and logistics companies, steelworking and industrial companies and the like, that are equipped with adequate business programs and are willing to valorise the ageold port and manufacturing traditions of a territory that also offers qualified, professional skills. 4 AN AGE-OLD INDUSTRIAL AND PORT TRADITION The industrial and port city of Piombino is in Tuscany, part of central Italy, at the heart of Europe. Iron and other metals have been worked in this territory since remote antiquity, from a good 2,700 years ago, when the ancient Etruscan city Pupluna made the fortune of the area for many centuries, closely linked to the iron, copper and silver deposits in the surroundings. The diffusion of the use of iron gave rise to large-scale metalworking developments, with the consequent rise of Populonia to the status of a western Mediterranean industrial power. Iron working, along with that of other metals, has remained more or less constant in this territory throughout the centuries. During the 19th century modern industry came into being in Piombino, and 1865 saw the creation of the Magona d Italia company, the first in Italy to use a Bessemer converter. In 1895 the Alti Forni e Fonderie di Piombino was founded, the company that in 1908 was the first in Italy to adopt an integrated production cycle. Since then the industrial cycle of Piombino itself has developed, thanks to the global conditions present in the zone, which have always made it an area well-suited to steelworking. Today it is the second largest production site in Italy using the integrated cycle. The port of Piombino has constantly developed within this framework, and has specialised in solid bulk cargoes and steelworking products. 5 THE CURRENT REALITY OF THE PORT AND INDUSTRY The port of Piombino is already an important reality. Some seven to eight million tons of goods move each year from its quaysides, along with around one million vehicles and some 3,300,000 passengers. The commercial calling of the port is closely connected to the industrial sector, particularly characterised by solid bulk goods, semi-worked products, and products from the steelworking cycle. Piombino is, in fact, the centre of an important industrial production district, with the following leading producers: Lucchini S.p.a. The company is the largest integrated cycle steelworking company in central and northern Italy. Production includes a wide dimensional and qualitative halfworked product range (billets, blooms, bars and slabs) destined for the lamination of long and special products, direct casting, the production of forge work and the lamination of flat pieces. The most characteristic product of this plant is without doubt steel rails. Thanks to the use of state-of-the-art lamination technology, single piece rails of up to 108 metres in length are produced. Given its geographical position and the wide availability of port and industrial areas, Lucchini is very well-placed for further increases in production and/or the realisation of a logistics platform integrated with the work of the plant, with the function of productive completion, treatment, transfer and forwarding onto the market. The plant has a jetty in concession some 470 metres in length and 25 in width, equipped with two unloaders used to discharge raw materials (from ships of up to 40,000 gross tonnage) and to load the finished product.
6 La Magona d Italia S.p.a. It s a plant with a productive capacity of around one million tons, one of the most qualified producers on the European scene, a leader in thin, galvanised and painted laminate steel products, destined for manufactured products in the areas of construction, white goods, and automobiles. The plant has a jetty in concession (La Magona and Compagnia Portuali) some 155 metres in length (northern side) and 105 metres (southern side), with a depth of nine metres. Tenaris Dalmine It s a plant specialising in the production of welded tubes to carry water and gas. The plant uses public quays for its traffic - the Pecoraro wharf (length 275 metres, width 30 metres, depth 13 metres) and the Marinai d Italia wharf (length 125 metres, width 50 metres, depth 9 metres). In the port hinterland, in the province of Grosseto, the following chemical plant are to be found: Nuova Solmine S.p.A The leading company in Italy for the production of sulphuric acid. It also produces demineralised water. The plant has relevant land areas available for logistic initiatives. Tioxide The only Italian producer of titanium dioxide, a pigment principally used for the production of paint and plastics. ROAD AND RAIL CONNECTIONS The port of Piombino is situated a short distance from the multimodal Tyrrhenian corridor, and thence linked to the principal national and international communication routes. The port area is connected to the road network by the SS 398 highway, which is currently being extended to the port, and the Variante Aurelia highway (now being transformed into a motorway). Connections to national and international routes are guaranteed by the E80 Tuscany-Lazio corridor, the Autostrada del Sole A1 motorway and the transverse Pisa-Florence E76 corridor, and the due mari Tuscany-Marche E78 corridor. The railway network connects the port of Piombino with the major Tirrenica-Pontremolese route, with the Pisa-Florence line and the Florence/Bologna/Rome high speed line (part of the Berlin-Palermo rail axis). The Lucchini rail terminal is directly linked to the national rail network by way of its own junction line. The port of Piombino is also directly involved in the development of the TEN-T network, according to the revision recently proposed by the European Commission. 7 INDUSTRIAL STORAGE, TREATMENT AND WORKING SITES SECURITY The port of Piombino follows the standards of the International Ship and Port Facility Security Code (ISPS). It has its own Port Facility Security Plan and a sophisticated system of video surveillance and control of the access points to the port. At present there are areas awaiting fitting out which lie near the port and are linked to the road network, totalling some 300,000 square metres, at only one-and-a-half kilometres from the quaysides as the crow flies.
8 THE PORT DEVELOPMENT PROJECT The port of Piombino is today able to guarantee the movement of a significant volume of goods both through the public quays and particularly that in concession to Lucchini. During the work on the infrastructure, as part of the dredging necessary (in total 3,400,000 cubic metres of marine sediments), all the required works of environmental reclamation will be carried out, along with putting groundwaters into a secure state, bearing in mind the historically active industrial use of the site. situation in 2020

14 INVESTMENT OPPORTUNITIES Opportunities exist for transport, logistic and terminal companies interested in realising their own terminal to be used for their activities, and with the possibility of setting up industrial and handling activities in the port and dry port areas. There are also opportunities for companies working in the steel sector that, either alone or in partnership with productive bodies in the area, are interested in integrating or acquiring market share at European level, seeing Piombino as a hub for finished product and semi-worked product, or others that intend to transform imported semi-worked product into finished articles, making use of the professional skills of working people with a long industrial tradition behind them. POSSIBILITIES FOR CONCESSIONS/AVAILABILITY OF NEW AREAS AND QUAYS FOR LONG PERIODS Long term concession/availability of the newly-constructed port structures will be offered, by way of administrative and financial evaluation, to those business operators (terminal operators, transport and logistics companies, steelworking and general industrial firms) who have undertaken entrepreneurial projects or participated in the project financing of the port structures as an integration to the public finance available.
