Training course 2 Flexible Transport services schemes, dispatching and booking technologies Firenze 28 and 29 April 2009 Opening Session Introduction to Flexible Transport Services Title: Flexible Transport Services (FTS): key aspects Presented by: A.Ferrari, ATAF, Florence G.Ambrosino, GA Consultancy, Italy
Contents Analysis of the current trends in mobility and public transport EU approach DRTs roles and concepts: schemes and operational models Role of TDC and Technologies The key factors for the success of services The state-of-art in Europe and in Italy Final Considerations on the situation in Italy
Analysis of the current trends in mobility and public transport COMMON ISSUES OVER EU Urban areas are the pole of life of the larger part of the population EU cities have different features but they must face the same problems and are searching for the same solutions Increase in the % of the elderly people CRITICAL FACTORS SOME SOME FRAMEWORK DATA The EU economy looses about 1 % of GIP due to the negative impacts of the traffic congestion. Urban traffic brings about 40 % of CO2 emissions and 70 % of others pollution elements. 1 accident over 3 happens in urban areas Increasing use of private cars (75% of the total amount of Km) to short distance trips too (50% under 5 Km, 25% under 2 Km) Reduced and not efficient use of public transport Lack of services for disadvantaged people (disabled, citizens without the ownership of the car, citizens living in peripheral areas) high risk of social exclusio Lack of parking areas Lack of relationships between the transport system and the planning of new urban areas and surroundings
Key recommendation to European Governments from European Conference of the Ministers of Transport - CEMT..under the heading "More Flexible Public Transport Services", targeted actions are called to " promote the development of new type of intermediate services between public transport and specialised services such as demand responsive public transport services which can be used by the general public but are especially planned to meet the needs of older and disabled people". CEMT pushes all the member countries to implement and ensure the take up of Flexible Mobility services and Intermediate Transport schemes FROM CONVENTIONAL PT Services TO FLEXIBLE MOBILITY SERVICES
Suggestions Conventional public transport Fixed journeys and predefined timetables is not suitable to satisfy all the various requirement THE FOLLOWING ISSUES MUST BE CONSIDERED: IMPROVE ACCESSIBILITY FOR BETTER ANSWETING THE MOBILITY NEEDS CUSTOMIZATION to NEEDS/REQUIREMENTS OF THE USERS THAT DO NOT USE THE CONVENTIONAL LINES INTEGRATION/COORDINATION OF THE MOBILITY OFFER (COMODALITY, OPERATORS FLEET, ETC.)
The role of DRTs in intermodal transport chain Ideal System Low cost High Flexibility Increasing Flexibility DRT Intermediate Transport Conventional Public Transport Taxi Flexibility/Freedom in : -The route traveled -The timing of service -The vehicle to be used -The operators involved -Tariff policies -Service schemes Increasing cost
Emerging role of DRTs General use and feeder services Local and feeder services to trunk haul services Replacing low-frequency conventional services Replacing fixed routes in evenings or weekends Dedicated/special services, restricted to specific users groups Services in low-density rural areas Efficiencies in social mobility resources Niche urban markets Fuzzy lines between small buses and big taxis
Operational scheme From a PT service based on fixed lines... To services... - based on flexible trips and timing TDC - determined by the requests Service proposal ATAF Trip request Confirmation/ refusal Journey Plan adaptation
Service schemes (1) Predefined Trips and Timing Deviation from the planned Journey
Service scheme (2) Predefined stops in one corridor 1 fixed end point 2 fixed end points Predefined stops in one area
Service schemes Main Feature Scenario 1 (fixed journey) Scenario 2 (with deviation)) User interaction and Travel Dispatch Centre - TDC (Trips and Requests Operational management ) Scenario 3 (predefined stops in one area) Scenario 4 (door-to-door) Predefined stops Predefined stops on demand Requested place Pre-defined journays Pre-defined journay with deviation Flexible journay
DRT: the key role of TDC. TRIPS Booking. TRIPS Planning. 15 User Interface DRTs key success factor: Simple ICT architecture Voice /data comm. network- GSM/GPRS On Board Device KEY ROLE OF TDC TDC Routing Timing Vehicle assignment On-board computer GPS + Odometer+ Gyro Radio unit RS232 Data link Relative LOW COMPLEXITY in TECHNOLOGY DEVICES and SUPPORTING ARCHITECTURE!!! Communication front-end Radio unit

DRTs in Italy state of art Lack of specific regulation on DRT services In last years DRT services have been included in most public tender for public transport as improvement of conventional transport services The subsidies provided from public authorities to transport operators for DRT service are calculated in the same way of conventional lines No subsidies for TDC set up and operation No clear definition of performances indicators It need a clear contract service indicators
Final Considerations Consolidated Products and Systems Different and Consolidated Service Models Key factor: tariff, fundings and TDC operational costs Fundings contribution vs service schemes Many applications/best (negative) practices available for the analysis Lack a defined normative framework PT service procurement vs service models Networking and Cooperation among operators Coordination centers linked to different territorial aggregations (only an area call center) New Business model ideas Deepen Feasibility study
