3 COMMITMENT: The status in EU towards 2012 and 2020 Fundamental role of civil society and Local Government

4 Towards 2020 Climate and Energy package (20; 20; 20): - Directive 2009/29/EC of the European Parliament and the Council (which commits to EU ETS sector a reduction of emissions by 21% compared to 2005 levels); - Directive 2009/28/EC of the European Parliament and the Council (which commits the achievement of specific objectives at national level in the use of renewable energy sources by 2020); - Decision 2009/406/EC of the European Parliament and the Council, called Effort Sharing (which commits a 10% reduction in CO 2 emissions for sectors not involved in the EU ETS) While the EU ETS is set at Community level, will be the responsibility of each Member State to define and implement policies and measures to limit emissions in the Effort Sharing sectors. The players who can make a real contribution in those sectors are the local municipalities being involved into the Covenant of Mayors initiative. They will commit themselves for reducing the level of greenhouse gas emissions in sectors like residential, transport, small and medium enterprises and the civil sector in general, areas where cities have a direct or indirect responsibility.

5 What tools in Europe to change the culture of energy? Policy targets: by 2020 Regulatory instruments: Climate-Energy package and consequent European Directives and appropriate national implementations Widespread awareness: awareness raising, information, training and financial support

6 The SEE Campaign and the Covenant of Mayors SUSTAINABLE ENERGY for EUROPE (SEE): the largest initiative in support of EU 2020 objectives: Public and private sector Local Authorities and Regions Associations, Research Institutes, Universities, Companies, Energy Agencies, Financial Institutions, etc. Objectives: - raise awareness of decision-makers in different sectors and at different levels; - disseminate best practices and contribute to the objectives of EU energy policy, improving security of energy supply and combating climate change; - ensuring appropriate knowledge and adequate support to achieve a high level of public awareness; - stimulate increased private investment in the field of sustainable energy technologies. 9 Covenant of Mayors SUSTAINABLE CITIES Cities use about 80% of the energy consumed in Europe, generating high levels of CO 2 emissions 1 residential; 2 transport; 3 Industry: Decision 2009/406/EC, called EFFORT SHARING which commits an average 10% reduction in CO 2 emissions (13% for Italy) for sectors not involved in the EU ETS Cities must therefore have a role in the fight against climate change According to the European Energy Efficiency Action Plan is established the "Covenant of Mayors" in order to bind the City (Resolution of the City Council) in: meet and exceed targets for reducing CO 2 emissions to 2020 (primarily through the EE and RES); adopted an Action Plan (SEAP) to achieve those objectives; provide a biennial report; plan and organize events (social, public awareness); > 2900 EUROPEAN CITIES HAVE JOINED THE COVENANT OF MAYORS!!!

15 Covenant of Mayors: SEAP Guide-Lines 1) Identifying targets for reducing CO 2 emissions to 2020 with long-term vision; organizational and financial aspects; 2) Inventory of emissions in the base year for the areas of competence (buildings, structures, local industries, transport); 3) Action List in the fields of competence - Free choice on the methodology - Adding actions from public and private sector - Involvement of local stakeholders & citizens - Formal approval by the CITY COUNCIL OF THE CITY That approach is full compatible to the Covenant of Mayors as "working tool" in synergy with the actions that will be outlined at the national level to reach the binding 2020 targets.
