Die Mehrheit sind kleine und mittlere Unternehmen mit begrenzten Ressourcen, die das Erfüllen von Umweltauflegen erschweren. Das Projekt GreenPoint zielt darauf ab, eine Qualifikation für einen sogenannten GreenPoint" im Unternehmen zu erarbeiten, der als Ansprechpartner für sämtliche Umweltbelange im Unternehmen dient und sicherstellen kann, dass alle diesbezügliche Auflagen erfüllt und ein umweltfreundlicher Arbeitsablauf erreicht werden. Die Qualifikation wird in einem Pilotseminar gestestet und in Unternehmen der Partnerländer implemenetiert. Das Projekt richtet sich an folgende Unterbereiche der metallverarbeitenden Branche: Autoreparatur, Zerspanungstechnik, Oberflächenbehandlung und Metallbeschichtung. At present, the metalworking sector involves more than companies throughout Europe, most of them SMEs with limited technical and human resources. This fact entails that the subsectors selected: vehicle repair, machining, surface treatment and metal coating subsectors, which must fulfil the environmental regulations, do not have the necessary staff resources to control and follow-up the work performance of their company appropriately. The GreenPoint initiative aims at creating a new competent environmental figure for the metalworking sector, specially focusing on SMEs with low-qualified workers, in order to foster a green-working culture within the sector and to provide new qualified staff, able to manage the environmental performance of the business. Vocational training will be the key process for meeting the needs of the sector by producing "GreenPoints". The GreenPoint (GP) project will provide: - A level 3 Qualification Standard describing the main competences and training needs of the GP figure for the selected subsectors - A Training for trainers Programme placed in an open source e-learning platform which will be used to train the GP - A Toolbox of resources to support the GP as a trainer in its daily work and SMEs performance follow-up - A minimum of 20 metalworkers trained as GreenPoints in each partner country (100 GP in total) - A minimum of 70 SMEs awarded the "GreenPoint Company" label - A virtual GreenPoint Club addressed to GPs and other stakeholders for best practises exchange and knowledge updating As a result of the GreenPoint initiative metalworking workshops will improve their environmental performance thus contributing to a fulfilment of the environmental regulations and strategies set at EU level but also to its alignment with the EU initiatives concerning environment and skills (new skills for new jobs) and with the Lifelong Learning objectives regarding the increase of qualified staff and workers mobility (ECVET). Beschreibung: Which is the motivation for presenting GreenPoint? In recent years, environmental regulations affecting the metal sector, such as EU Directives on recycling, waste treatment and recovery, increased significantly. Metal companies must fulfil considerable environmental requirements. However, small businesses do not have specialized staff who can follow-up and control both work performance and whole legislation fulfilment. According to a DG ENTR publication, 2

Some 90% of these companies employ less than 50 people. Moreover Alphametrics stated that between 30-80% of the manual workers in the EU15 had only basic education level and their experience had been acquired through nonformal and informal training paths. The main objective of the GREENPOINT proposal is to support SMEs operating in the metal sector to be more environmental friendly, improving their working practices and fostering a green thinking culture within the company. It addresses especially four metal subsectors: garages, machining, surface treatment and metal coating workshops, selected among others because they are particularly representative of the working conditions described. The main result of the project will be the implementation, through a train the trainers process, of a new worker profile called GreenPoint, a person with a wide knowledge on environmental legislation and work procedures, who will supervise the working processes in the workshops and be the information point for the rest of the workers, in order to ensure compliance of environmental legislation in the sector. What are the specific needs we intend to solve? The GreenPoint directly addresses three specific needs identified as the most important in the metalworking sector: the need of a skilled labour force the implementation of a green thinking culture within the sector the need of a Common Qualification Framework and ECVET system to foster mobility The Education and Training 2010 work programme introduced the need for an ECVET system, in order to facilitate the validation, recognition and accumulation of work-related skills and knowledge and mobility. Also, since 2000, the EC fosters initiatives to achieve a high qualified workforce and to reduce the Carbon Footprint (i.e. the Green skills for new jobs strategy) and widely discussed the need for better skilled workforce in all sectors, especially those with a higher environmental impact. More specifically, a study on the competitiveness of the European steel sector points out the recruitment of skilled labour as one of the majors needs that will face this sector in the incoming years. Thus, GreenPoint not only aims to contribute to the alignment of the EC strategies regarding skills and environment through training, it is also an opportunity for the metal sector, since the project will contribute to the implementation of environmental management practices in SMEs, providing them with the following advantages : Cost savings through process efficiency Legislative compliance Anticipating future legislation, and facilitating the decision-making for investments Reduced environmental risk, decreasing accident/incident rates Improved relations with regulators, allowing a reduction in audits, i.e. Improved public and customer image, leading to a profit increase GreenPoint offers a unique opportunity of improving workers qualification (and at a later stage unemployed), to achieve environment awareness and to increase business profit as a global solution. Why these needs? Globalization has generated changes in the metal sector, which is now more competitive. In its publication on the metalworking industry, the DG ENTR enlightens the need of a skilled workforce to compete with industrialising countries like China. It states the global focus on climate change as a major opportunity for the metalworking sector to improve. Also, it refers to LLP as a way to face these challenges. Thus, the three needs identified before comes directly from studies performed at European level seeking for solutions to face the evolution of the global market. Moreover, the New Skills for New Jobs strategy remarks the need of people with environmental skills; new skilled people for new green jobs will be needed, but also existing jobs will require a new profile of workers with specific skills on environmental issues. Thus it will be necessary to adapt the present curricula and 3

Why this project does fits within the strategies of the partners involved? All partners work in the four main areas of the project: human resources, training, metal working sector and environment, thus they are aware of the importance of training on efficiency of work, costs associated to incorrect practices and the need of working under an appropriate framework of environmental measures as a means to being competitive. The Consortium understands that the key action to improve SMEs performance is adding value to its human capital and so, training is the tool to achieve awareness and sustainability. This is much more necessary in sectors with a lower qualified workforce, such as the metal sector, where most employees do not follow formal education pathways. There are policies and priorities at national and EU level supporting GreenPoint... Since 2010, several initiatives focus on the need for green skills. The best known is the new strategy of New Skills for New Jobs, to which it was referred before. GreenPoint also responds to the IEE 2012 priorities, especially the priority 1.1 Save Industrial excellence in Energy addressed to SMEs. CEDEFOP published a report introducing the main needs with regard to green skills, stressing some priority occupations where no training programs existed at present. GreenPoint is as well endorsed by the RES Directive (article 14) and aims to contribute to the Europe 2020 Strategy for a Resource-Efficient Europe. Both strategies remark on the need to make a special effort to achieve a qualified blue-collar workforce by Then, both reports Employment in Europe from 2009 and 2010 insist on the need to address structural changes in the labour market and the new opportunities for sustainable jobs, the green stimulus needing a sufficient supply of greencollar professionals with appropriate skills for green jobs. Finally the ESF, coordinated with national initiatives is also boosting initiatives aligned with qualifications and environment. The origin of the idea comes from... FEMEVAL, together with FEH, developed the main concept of the initiative and presented a first proposal addressed to the garage subsector, with the support of EA and ITEE-PIB. The project wasn t selected in first instance, but thanks to the encouraging evaluation, the partners decided to reinforce their partnership and adapt their proposal to a wider target to present again the GreenPoint project.
