2 Summary of Conditions of Service Post: Contract Term: Enterprise Architect Permanent Ref: 3258/S Location: Norwich Salary: Circle Pay Grade ,599-45,227 per annum Car Allowance: 1 st Tier Essential Car User Allowance For users doing 5,000 business miles + per annum car or cash allowance is based on annual salary. Hours: 35 hours per week Circle operates flexible working policies which you may be able to benefit from subject to the requirements of the policies Holidays: Sickness: 29 days running from 1 January to 31 December pro rata. After three years service the holiday entitlement rises to 30 days, after five years service to 31 days, after seven years service to 32 and after nine years service to 33 days pro rata. During probationary period there are 10 days paid sick leave pro rata. During first year of service, following satisfactory completion of probationary period, 20 days paid sick leave pro rata. Thereafter: up to 13 weeks at full pay followed by 13 weeks at 75% of pay This is subject to procedures being followed. Probationary period: Six months Notice period: One month upon satisfactory completion of probationary period.
3 Job Description Job Title: Enterprise Architect Reports to: Group Director of Architecture & Business Systems Design Responsible for: The Enterprise Architect has no direct line management responsibility. Purpose Statement: The purpose of the Enterprise Architect role is to drive development, adoption and on-going enhancement of best value shared services aligned to Circle s strategic business needs - this is a hands-on role responsible for the development and implementation of enterprise architecture methodology, processes and tools across all aspects of the delivery lifecycle. Principle Accountabilities: The Enterprise Architect is responsible for the development and operation of an architecture framework and methodology within Circle. The Enterprise Architect s responsibilities include: End to end architecture development from business to technology working with existing teams such as Business Analysts to deliver a federated approach to delivery of the architecture capital. The population and maintenance of the architecture repository/library including the management and publishing of architectural artefacts and on-going lifecycle management. Evaluation and introduction of architecture tools, to support architecture development processes. Development of architecture standards including the approved product list (APL). Definition of strategic roadmaps for key architecture components technology, application, etc. Consolidation of the application and technology estate through rationalisation and on-going lifecycle management.
4 Development and operation of architecture assurance processes which are aligned to the Group s Business Change governance and quality gates to ensure architectural governance of significant system changes or developments. Work with the Business Systems team to introduce standardisation of development tools and practices (e.g. IDE, languages, source control, code reviews, coding standards) Work with the Business Systems and Infrastructure teams to define and enforce standards for integration and data transfer both within the business and with third parties. Provision of architecture guidance and consultancy to Information Systems & Technology (IS&T) teams, projects and business customers. Develop, maintain and leverage relationships with key business stakeholders, IS&T teams and supplier organisations. Identify technology innovation opportunities and their applicability to the group by maintaining a high level understanding of market trends and supplier capabilities. The Enterprise Architect will have accountability for the core architecture functions; key functions of the role include but are not limited to: DEVELOPMENT OF ARCHITECTURE FRAMEWORK Development and maintenance of the architecture framework, models, library and architecture documents/ artefacts. Development of IT architecture principles, policies, standards and guidelines. Integration with supplier architecture frameworks. DEVELOPMENT OF INFORMATION SYSTEMS STRATEGIES Translation of business strategies and development of information system capability roadmaps that underpin Circle s business aims and objectives in support of the Life Chances agenda. IT strategy alignment to business strategy Delivery of information systems architectures, roadmaps and patterns that shape and enhance the IT capability of Circle over time. DEVELOPMENT OF TECHNOLOGY STRATEGIES Guidance and direction to operational and development teams to ensure early sight of strategic direction and enhancement of services in line with the business need. Development and governance of the systems inventory and the approved product list (APL) and associated technology standards and lifecycle roadmaps.
5 Development of technology strategies to include - technology trends, architecture vision, current state architecture, target architecture, patterns and roadmaps. ARCHITECTURE GOVERNANCE Assurance of projects and solution designs against strategic objectives and architecture principles, policies, standards and guidelines. Audit and reporting of Architectural Certification and Dispensation Response to architecture questions IT governance of supplier services Role Dimensions: Financial: The Enterprise Architect will not have any direct budget control but will be expected to contribute to the development of team, departmental and project budgets. Staff: The Enterprise Architect will not have any direct reports however will be responsible for delivery of the Group s technology strategy and standards thorough the development of strong relationships and influence across project, development and operational teams in a matrix management style. Continuous improvement: The Enterprise Architect will be expected to identify opportunities for continual improvement in areas of process, tools and methodologies to drive efficiencies in IT service delivery and ensure that Circle is able to extract maximum value from its IT assets. Third parties: Circle has adopted a number of off-the shelf applications and systems; the Enterprise Architect will be expected to works with vendors and 3rd parties to integrate other applications and systems. Governance: The post holder will work within the delegated authority of the Group Director of Architecture and Business Systems Design to operate and improve the Group s Architecture Governance Process. Location: The role is based primarily in Norwich; however the post holder will be required regularly to travel to all other group locations and visit third party suppliers when necessary. The post holder is required to follow Circle s policies and procedures.
6 Relationships The Data Architect will be expected to deliver through teams for whom they do not have direct management control; working with existing teams and managers to ensure quality, through Circles governance processes. Key relationships include: IS&T Manager and subject matter experts Data Architect Project Managers Business Analysts Solution Architects Developers Head of Information Security Third party Suppliers Business stakeholders and systems owners Business Planning Team
7 Person Specification Knowledge, Skills & Experience: The knowledge, skills and experience required for this post are detailed below. Your application will be shortlisted for interview from the criteria in this section. It is recommended that you provide examples of how you meet these criteria. Essential: In depth knowledge of Enterprise Architecture frameworks and methodologies such as TOGAF, Zachman, etc. Knowledge of industry standard processes and methodologies for Project Management and IT service provision including ITIL and COBIT. Experience of IT Governance Experience of enterprise application integration Experience of working within Project Management frameworks such as Prince2. Ability to present complex technical arguments in the customers language identifying business impacts and opportunities in relation to technology developments. Experience of design and development across projects and large scale business change programmes Desirable: Proven experience of implementing and operating a tailored architecture framework and approach within an organisation. Experience of modelling and architecture tools such as Orbus iserver, Casewise, Troux etc. Professional certification such as TOGAF would be beneficial. Knowledge of the housing sector.
