1 UNIVERSITY HOSPITAL OF NORTH STAFFORDSHIRE (NHS) TRUST FINANCE DIRECTORATE JOB DESCRIPTION 1. POST: Divisional Business Advisors 2. GRADE: 8b 3. LOCATION: Division-based expected to work in finance department when appropriate 4. WORKING RELATIONSHIPS 4.1 Managerially accountable to Assistant Director of Finance Head of Financial Management. Divisionally accountable to the division s Associate Director. 4.2 Liases with: Trust Directors, Divisional Senior Management Team, Divisional Staff including Clinical Directors, Other Divisions / Divisional Business Advisors, Finance Directorate Senior Management Team, Financial Management and Financial Accounting Functions. 4.3 Managerially accountable for Deputy Divisional Manager and divisional Financial Management Support. 5. PRINCIPAL DUTIES AND RESPONSIBILITIES 5.1 To act as Chief Financial Officer for the Division taking full responsibility for financial controls, financial management and the interpretation of financial policy within the Division. 5.2 To produce monthly management accounts and forecasts which show a true and fair view in accordance with Generally Accepted Accounting Principles under International Financial Reporting Standards. 5.3 To produce and develop a monthly finance report, while maintaining consistency with Trust level reporting, which clearly explains: The key financial challenges facing the division Major drivers of financial performance including activity in major specialties and significant costs The links between activity, income, workforce and costs

2 The links between significant operational issues and historical and forecast future financial performance To present this report to senior management including Executive Directors at the Divisional Performance Review. 5.4 To develop financial and other systems related to finance within the division. 5.5 As part of the Divisional Senior Management Team, to be responsible for the delivery of all divisional financial targets and financial objectives, in particular to ensure strong financial governance and to support the long term financial viability of both the division and the Trust as a whole. 5.6 To challenge colleagues constructively when appropriate, maintaining effective working relationships to ensure that work is carried out efficiently and to a high standard. 5.7 To play a leading role in the Divisional Senior Management Team, contributing to strategic planning in the division and to key decisions which extend beyond solely financial issues. This will require a good understanding of the wider strategic and operational issues facing the division and strong relationships with clinicians and budget holders. 5.8 To understand the Trust s overall financial strategy, in particular the activity, workforce and estates implications, as documented in the Trust s Integrated Business Plan and Long Term Financial Model. To interpret the implications for the Division and to help the Associate Director to communicate them within the Division and to build them into divisional plans. 5.9 To play a leading role in the development of divisional and service line business plans that are consistent with the Trust s overall strategy To lead the roll out of service line reporting and to support the roll out of service line management within the division, working with finance staff, budget holders and non financial managers To work with the Associate Director to lead detailed budget setting in the Division within a Trust-wide framework. This should ensure that budgets reflect appropriately phased operational plans that meet the Division s financial targets To monitor all divisional budgets in order to identify and highlight issues which may require operational and financial plans to be revised or performance to be managed To support individual budget holders in the analysis, maintenance and control of budgets ensuring that new appointments/developments are within agreed establishment with recurrent finances identified. To be proactive in investigating budgetary variances and agree corrective

3 action with the budget holders, clinical leads and the Divisional Senior Management Team To use financial analysis, reviews of operational efficiency metrics and benchmarking techniques to identify opportunities for efficiency improvements To ensure that appropriate financial input is incorporated into all business cases and efficiency initiatives at an early stage. To sign off all proposals that the division puts forward to the Efficiency and Investment Committee, in doing so confirming that they are complete and stand up to scrutiny, that the wider financial implications for the division have been considered and that they are consistent with the Trust s overall financial strategy To lead the financial performance management of all relevant divisional initiatives including efficiency schemes and service developments To take responsibility for capital asset planning and management within the Division. This specifically includes development and maintenance of a ten year capital programme for the division To work with the Chief Accountant to develop and maintain robust financial systems, financial controls and processes in the Division in support of Trust wide systems, financial controls and processes To support divisional and trust wide initiatives to improve data quality To be an authorised counter-signatory for purchase requisitions and orders within the division and to introduce and supervise the implementation of expenditure controls To ensure that financial risks and control risks within financial systems are managed and recorded in Datix, the Trust s risk management system To ensure that divisional managers comply with Trust Standing Financial Instructions, Standing Orders and decision rights that have been devolved to the division To support reviews of financial systems, financial controls and processes by the corporate finance team, internal and external audit by co-operating with their investigations and acting on their recommendations To provide support to the commissioning team by supplying relevant and timely financial information to inform contract negotiations with commissioners. To take an active role in negotiating directly with commissioners if appropriate within an approved Trust wide framework.

4 5.25 To ensure regular reconciliation of the division s establishment to pay budgets, to monitor the financial implications of vacancies and to work with HR to develop an affordable workforce strategy To lead on the production of reference costs for the division by building on in year service line reports ensuring these are produced within national timescales To lead on the costing and agreement of significant internal and external recharges within Trust guidelines on behalf of the division and where necessary on behalf of the Trust (e.g. private patients) To manage staff taking responsibility for recruitment, personal development, appraisal, absence recording and disciplinary issues To be part of the Finance Directorate Senior Management Team and to contribute to the development of the Finance function across the Trust and the training of non-financial managers within and outside the division To support Trust wide initiatives, e.g. the Foundation Trust application 5.31 To support and deputise for the Assistant Director of Finance Financial Management on an ad hoc basis. 6 Other 6.1 Personal / Professional Development To take every reasonable opportunity to maintain and improve your professional knowledge and competence To participate in personal objective setting and review, including the creation of a personal development plan 6.2 Standards of Behaviour Managers who have responsibility for supervising/managing people must comply with the guidelines that can be found in the Code of Conduct for NHS Managers The principles of Improving Working Lives must be upheld at all times 6.3 Health and Safety To take reasonable care for your own Health and Safety and that of any other person who may be affected by your acts or omissions at work To co-operate with University Hospital of North Staffordshire Trust in ensuring that statutory regulations, codes of practice, local policies and departmental health and safety rules are adhered to 6.4 Confidentiality To ensure that confidentiality is maintained at all times 6.5 Equality and Diversity To promote equality and diversity in your working life ensuring that all

5 the staff you work with feel valued and treated in a fair and equitable manner 6.6 Infection Control Infection Control is everyone s responsibility. All staff, both clinical and non clinical, are required to adhere to the Trusts Infection Prevention and Control Policies and make every effort to maintain high standards of infection control at all times thereby reducing the burden of Healthcare Associated Infections including MRSA. All staff employed by the UHNS Trust have the following key responsibilities: Staff must wash their hands or use alcohol gel on entry and exit from all clinical areas and between each patient contact. Staff members have a duty to attend mandatory infection control training provided for them by the Trust. Staff members who develop recurrent skin and soft tissue infections and other infections that may be transmittable to patients have a duty to contact Occupational Health. 6.7 The postholder is required to carry out any other ad hoc duties that may reasonably be requested by the Associate Director and/or the Director of Finance or a representative of the Director of Finance. 6.8 This job description is not intended to be an exhaustive list and the post holder will be required to undertake any other tasks and duties as determined by the service, department or area needs in accordance with this grade of post
