Compliant products receive "CE Mark" Energy Labelling Directive 2010/30/EU: "Framework" defining the "rules" for setting product-specific requirements/legislation on standard information of the consumption of energy and other resources Other Related Instruments Ecolabel: The EU Ecolabel helps identify products and services that have a reduced impact on the environment throughout their life cycle, from the extraction of raw material through to production, use and disposal. Green Public Procurement: Voluntary instrument. GPP can help stimulate a critical mass of demand for more sustainable goods and services which otherwise would be difficult to get onto the market.

18 Project Overview: The Ecodesign Directive The Ecodesign Directive (2009/125/EC) is a Framework Directive for setting ecodesign requirements for Energy-related Products (ErP) Ecodesign: the integration of environmental aspects into product design with the aim of improving the environmental performance of the product throughout its whole life cycle The majority of environmental and cost impacts of a product are determined during the design phase. Preparatory

19 Project Overview: The Ecodesign Directive Ecodesign Directive - Implementing Measures (IM): Could be proposed for product categories which: Represent a significant volume of products placed on the EU market (indicatively > units/year) Involve a significant environmental impact Present a significant potential for improvement Are to be based on: Environmental assessments / relevant product characteristics and functionality (e.g. no negative impacts on safety or functionality) Products and technologies available on the market should be taken as reference IM should ensure that the competitiveness of the targeted sector is preserved

23 Project Overview: Tasks Description Data Collection and Background Tasks: (Task 0 &) Task 1: Scope: Definition of preliminary product scope, including preliminary product definitions, taking into account that categorization shall preferably be linked to primary performance parameter (the "functional unit"). Identification of the test standards and legislation (EU, Member State and third country level) Task 2: Markets: Aggregation of generic economic data, market and stock data, consumer expenditure data (purchase price, operating costs, etc.). Description of market trends and forecast of future market data. Task 3: Users: Understanding and description of the system aspects in the use phase. Description of end-of-life behaviour and local infrastructures. Task 4: Technologies: Technical product descriptions and description of the production, distribution and end-of-life phases.

24 Project Overview: Tasks Description Modelling Tasks: Task 5: Environment & economics: Definition of the base-cases, environmental impact assessment and life cycle costs calculations for the base-cases and for the EU-27 (via the EcoReport tool) Task 6: Design options: Identification and description of the design options to be taken into account that improve the product environmental performance. Environmental impact assessment and life cycle costs calculations for these options (like in Task 5) Task 7: Scenarios: Based on all previous tasks, building of possible economic and environmental scenarios at EU-27 level (based on stock model). Impact analysis for the industry and consumers. Sensitivity analysis of the scenarios for the main parameters. Summary of the main policy recommendations per base-case.

The objective is to re-group or narrow the product scope. - Task 1: product groups definitions and scope, performance parameters, test standards, EU/MS/Third country legislation - Task 2: market and stock data, market trends, consumer expenditure data (e.g. average prices, operating/maintenance/disposal costs, share of leasing) - Task 3: user behaviour (e.g. load profiles, energy consumption), end-of-life behaviour (e.g. average lifetime, repair and maintenance pracices, end-oflife treatment options, second hand use)

29 Task 1: Scope Product Scope: The experience from previous Ecodesign preparatory studies suggests that in order to select a proper product scope from the existing options (e.g. definitions and scopes derived from market statistics, technical standards, and labelling schemes) it is necessary to reflect or match the boundaries of this product scope with the task requirements of the whole study. This means that the product scope needs to fit: Test standards reflecting environmental issues such as power consumption measurement procedures (task 1) Product performance parameters and respective functional unit (task 1) Product and technology trends (tasks 2 and 7) Available market data and respective typical market segmentation (tasks 2 and 5) Use environments and respective typical use patterns (tasks 3 and 5) Products design characteristics and respective technical parameters (task 4)

30 Task 1: Scope Enterprise Servers: Enterprise servers are the backbone of the on-going digitalisation in modern societies In many cases, availability and security has priority and ecodesign has to supplement these requirements (QoS/SLA define latency, redundancy, etc.) Virtualisation and cloud computing transition is changing the utilization of servers in data centres In the past five years energy efficiency has been addressed by the industry (e.g. The Green Grid, SPEC). The technical development focused on the improvement of power consumption in partial loads and low idle power.
