8 Master Class Speakers and Facilitators Mark Booth First Assistant Secretary Primary and Mental Health Care Division Commonwealth Department of Health Mark Booth is First Assistant Secretary of the Primary and Mental Health Care Division at the Commonwealth Department of Health. In this role Mark is responsible for Commonwealth policy and programs in primary care and mental health. This has included strategic and operational policy around areas such as Primary Health Organisations, GP infrastructure projects, mental health, rural health, research and funding issues. Mark has worked extensively in health policy across most areas of the health sector in Australia, the UK and New Zealand and was a Commonwealth Fund Harkness Fellow in Health Care Policy at Brown University in the USA. Whilst working in New Zealand he spent a year as senior health advisor to two New Zealand Ministers of Health. Mark's original background is as a health economist and he has post graduate qualifications in health economics, public administration and public health. Mark holds an Adjunct Professor appointment at the University of Technology Sydney (UTS) in the Centre for Health Economics and Research Evaluation (CHERE).
9 Master Class Speakers and Facilitators Paul Smith Deputy Secretary Mental Health, Wellbeing and Ageing Victorian Department of Health and Human Services Paul Smith is the Deputy Secretary Mental Health, Wellbeing, Social Capital and Ageing Division in the Department of Health and Human Services. This covers areas including prevention, primary care, population health, alcohol and drugs, mental health, Aboriginal health and wellbeing, community and economic participation, and sport and recreation. He has a background in community development, housing and homelessness, and has worked in the public and community sectors in Victoria, South Australia, New South Wales, Far North Queensland and the UK.
10 Master Class Speakers and Facilitators Associate Professor Terry Findlay Head of Programs Australian Primary Health Care Research Institute Australian National University Terry was appointed in 2013 as an A/Professor and Head of Programs at the Australian Primary Health Care Institute (APHCRI) at the Australian National University (ANU). In this role he is focused on supporting improvements to primary health care through the commissioning high quality research and translating findings to service and policy improvements. He has had a long career in primary health care and has a comprehensive understanding of primary health care organisation functions, structures and development pathways. This includes experience establishing and managing these types of organisations in Australia and the UK As an independent consultant and academic he has worked with a number of organisations on integrated primary care organisations, performance improvement/ measurement, inter sectoral partnerships, change management and program design to address equity issues. He was the Director of the National Transition Project for AGPN/AMLA, developing and managing the delivery of a program of support activities and resources to support the implementation of Medicare Locals. This combined short term requirements with the foundations of long term capability development in key areas relevant to mature primary health care organisations Terry worked in the NHS in Scotland from He was General Manager of Primary Care in Greater Glasgow NHS and had a significant change management role
11 Master Class Speakers and Facilitators as the Lead Director for integrated Community Health Care Partnerships in Greater Glasgow and Clyde NHS and the Glasgow City Council. He held senior posts in Australia as Executive Director of Community Health and Director of Primary Care in the Australian Capital Territory; Director of Community Health in Blacktown/Mt Druitt in Western Sydney and was involved in primary care policy and planning in the NSW Department of Health. Over his career he has worked in the health services, local authorities and the nongovernment sector in the UK and Australia.
12 Master Class Speakers and Facilitators Dr Paresh Dawda GP, Snr Research Fellow APHCRI, Clinical Advisor ACT Medicare Local Dr Paresh Dawda s areas of expertise are clinical leadership, quality and patient safety improvement in primary care. He has experience of applying organisation development models such as the Excellence Model in healthcare settings and the application of lean and six sigma in health care. His research interests are varied and include quality and patient safety improvement in primary care, including culture, leadership, variation in primary healthcare and strategies to improve them. Dr Dawda recently completed an evaluation study examining the possibility of a dedicated clinical leadership role at the meso level, in fact a Medicare Local Implementation Adviser role that can support the implementation of evidence into practice; and enhance capacity to use research effectively to improve practice and health outcomes. Early evaluation of the role has identified many benefits for having the role including long term engagement of GPs and other primary health care clinicians, consumers and academics in practice based primary health care networks. The role appears to create a leadership role with the capacity to look strategically at improving quality across both primary health care service delivery and service design.
