Neil will discuss details around the pilot, what is working well, any lessons learnt so that delegates can give consideration to new and innovative procurement methods. 11:30 Best practice and innovation in social housing asset management Richard Benedict Chief Commercial Officer Lake Maintenance Pty Ltd Across Australia State Housing Agencies and Community Housing Providers are facing similar asset challenges: limited budgets, ageing stock, maintenance backlogs, mismatch of stock to tenant needs, shifting policy and funding environment. A number of new collaborative models have been developed, tested and implemented to address these challenges. This paper will present a series of case studies that demonstrate how innovative partnerships have achieved better housing outcomes, more maintenance for the dollar and increased tenant satisfaction. 12:15 Networking Lunch 1:00 Thinking long term - moving from a reactive to planned approach Steve Lyons CEO and Managing Director SPM Assets If houses should last forever, then what do we need to do. Simply fixing or repairing components that wear out and break is one way. However, is this sustainable considering the growing demand and changing expectations of communities and families. Thinking longer term and moving to more of a planned approach means a change of mindset for many housing organisations. Some view a planned approach as being too costly where others see a planned approach as being the only sustainable way to manage the housing portfolio. This presentation will provide an overview of a process that is being used by a number of housing organisations in Australia and New Zealand. It will also provide a few case studies of how some organisations have defined their asset standards and policies, and what this could mean for future works programmes. Page 1

Asset Management Les Bartley A/Director Asset Management Unit Portfolio Management and Operations Department of Housing and Public Works Les has extensive experience in the management and delivery of social housing asset management programmes. He has a long career spanning some 40 years in the department which has included contracting maintenance services, managing regional portfolio maintenance operations and, project managing portfolio renewal initiatives. As Director, Asset Management, his current responsibilities include leading the development and delivery of Housing Service s statewide, annual operational programs across a diverse portfolio of dwellings with a value of approximately $14 Billion, including associated supplier and partnership Richard Benedict Chief Commercial Officer Lake Maintenance Pty Ltd Richard is a housing professional with over 20 years of experience working in the private, public and not-for-profit sectors. Currently he Chief Commercial Officer at Lake Maintenance, a private facilities management company who maintain over 50,000 social housing dwellings across Australia. Previously as a consultant, Richard assisted several public and private infrastructure agencies to optimise their asset performance to meet customer requirements while delivering value for money. Richard worked in the NSW government for 10 years. He helped lead a major change reform program in NSW Department of Housing, introducing a planned maintenance approach to replace the previous ad hoc reactive system, bringing properties to standard while delivering savings. Richard has planned and managed multi-million dollar capital and maintenance budgets on a state and project basis. Chris Bratchford Chief Operating Officer Lake Maintenance Chris is currently the Chief Operating Officer at Lake Maintenance where he is responsible for operational delivery of maintenance services with direct accountability for field operations in each State and for a National Contact Centre, including service delivery, contract management and government and community housing provider stakeholder management. Lake Maintenance is Australia s largest privately owned housing maintenance company, working with Public and Community Housing Providers to deliver maintenance to over 50,000 dwellings across 4 States Chris was formerly the CEO of Argyle Community Housing Limited which manages over 2,300 social and affordable dwellings in NSW and the ACT with operations across seven sites stretching from Campbelltown in Sydney s south-west to Albury on the NSW / Victorian border. Chris has spent much of his career helping organisations, both nationally and internationally, make the transition to robust, sustainable, successful businesses. His previous roles include Board and Executive positions with strategic, operational, financial and change management focuses in a variety of financial services and not-for-profit organisations. Chris has strong customer, commercial and financial acumen and highly developed skills in leading people and organisations through periods of change. Chris holds a range of relevant qualifications including Graduate of the Institute of Company Directors, Masters of Business Administration and Bachelor of Laws. Page 3
5 Neil Castles Director-General Department of Housing and Public Works Queensland Neil has over 35 years' experience in the areas of government, public sector financing, capital markets and financial risk management. Neil came to the Department of Housing and Public Works on 20 August Before this, he was the Director-General for Departm ent of Local Government since April 2012, and was the Deputy Director- General of Finance Procurement and Legal Services with Queensland Health for 15 months previously. Neil spent 23 years with Queensland Treasury Corporation with wide experience in key positions, including membership on the Executive Management Group from Neil's experience includes membership on boards and corporations such as IBIS (responsible for retail services throughout the Torres Strait) and the City of Brisbane Investment Corporation (an investment vehicle of the Brisbane City Council. Mark Francis Executive Director Office of the Registrar National Regulatory System Mark commenced his professional working life with children with multiple disabilities in Adelaide. Through various roles including as a psychologist and working in the non-government aged care sector in Adelaide, Mark moved to Tasmania in a senior executive role in 1990 to lead disability services for the Tasmanian Government. In the years that followed, Mark worked in primary health care, disability services and aged care in Victoria and the ACT. Mark joined the Queensland Government in 1997 to head up disability services in the then Department of Families Youth and Community Care, he spent four years as Regional Director for the department s Brisbane City Region and enjoyed a long stint thereafter in the strategic policy area of the Department of Communities. Prior to his current role, Mark was the Executive Director, Policy and Performance in Housing Services and is the inaugural Registrar for Queensland. Tim Lambert General Manager of Operations BHC Tim Lambert has worked in the fields of Property and Asset Management for over 15 years. Tim has a particular focus on developing sustainable housing in the not for profit sector, that provides people with a home that is practical and affordable. Tim has a Bachelor of Business and a Bachelor of Laws, majoring in Contract Law. Page 4
6 Steve Lyons CEO and Co-Founder SPM Assets In establishing SPM Assets, Steve is realising his passion for making a real difference in the asset management industry. Based in Sydney, he is responsible for the overall performance of the company with particular emphasis on the Australian market and forging new partnerships around the world. He is a recognised thought-leader in asset management planning and authored the NAMS Property Manual and co-authored the IPWEA Practice Note 3 for Building Condition & Performance Assessments. He also was a contributing author to the International Infrastructure Management Manual (IIMM) and is a sought after speaker on asset management. An inspiring leader, he encourages knowledge sharing and looks to lift the global standard of asset planning and management through the software SPM Assets creates. Peter Morton Manager Strategic Asset Management Horizon Housing Company Ltd Horizon Housing Solutions Ltd Peter is responsible for the strategic management of a significant portfolio of housing assets located across Queensland and northern New South Wales for Horizon Housing. He is responsible for all asset stages from procurement or construction through to sale or disposal. With experience in architecture, program planning and delivery, as well as asset and property management, he has a desire to see high quality design solutions that not only satisfy the immediate need for a value for money, but also the more critical issues of life cycle cost. With 15 years experience in social and community housing he is excited by the significant changes in delivery models occurring across the sector. Frances Paterson-Fleider Director Australasian Housing Institute & General Manager Housing Services Churches of Christ Frances Paterson-Fleider has worked in housing for 30 years specialising in Housing Management, Asset Management, Urban Renewal and Housing Support. Before moving to Australia, Frances worked with Dumfries and Galloway Housing Partnership in Scotland with a portfolio of 10,500 properties and was involved in a major regeneration project worth 60M. Frances joined Churches of Christ Care as General Manager of their Housing Service in 2009 growing the service to become one of the largest community housing providers in Queensland with 1300 properties under management. Frances is professionally qualified, having studied housing at Heriot-Watt University and completed her Masters Degree in Property Development at Robert Gordon University, Aberdeen in Frances is a Director of the Australasian Housing Institute, Director of Community Housing Providers for Queensland and Chairperson of the 139 Club Homelessness Service in Brisbane. Frances is also a member of the Australian Institute of Management and the Chartered Institute of Housing in the UK. Page 5
7 Donald Proctor National Manager Strategic Assets Compass Housing Services Donald Proctor was a consultant to Compass developing their Asset Management Framework. He has a background in architecture, planning and public housing asset management. He is now employed by Compass as the National Manager, Strategic Assets. Donald is also president of the Australasian Housing Institute. Seminar Facilitator Donella Roberts Manager, Training and Events Donella Roberts has enjoyed career success in frontline management through to executive level roles within world-renowned and industryleading corporate organisations.
