36 LOS ANGELES UNIFIED SCHOOL DISTRICT PERSONNEL COMMISSION CLASS DESCRIPTION LANDSCAPE TECHNICAL SUPERVISOR DEFINITION Provides technical direction over synthetic turf and natural grass surface systems operations of the District, including control of specifications, procedures, and new products and equipment evaluations. TYPICAL DUTIES Provides technical advice to District designers, craft supervisors, inspectors, and contracting architects, engineers, and landscape architects regarding the fabrication, design, installation, and maintenance of District synthetic turf systems and natural grass surfaces for athletic and non-athletic fields. Establishes, directs, and participates in the development and maintenance of quality standards, procedures, and standards for tools, materials, and equipment used in synthetic turf and natural grass surface work, fabrication, and installations. Supervises and participates in the development of tasks standards, job specifications, working drawings, and guides for work methods and procedures. Inspects synthetic and natural grass field water management systems and adjacent areas and requests equipment repairs or replacement. Provides functional supervision and in-service training programs for District personnel and other Maintenance and Operations personnel engaged in the maintenance of synthetic turf fields and natural grass surfaces throughout the District. Ensures adherence to established standards by conducting inspections and meeting with craft supervisors and seniors to inform them of deviations from standards and corrective actions required. Monitors deferred-maintenance projects by establishing long-range priorities and adjusting schedules as required, determining the unit to prepare designs, maintaining status records, coordinating projects with construction units, and maintaining expenditure records. Devises and conducts tests of materials, tools, and equipment to measure durability and assure conformance with building codes, fire regulations, District specifications and safety guidelines. Confers with government and District personnel regarding synthetic field and natural grass surface safety, environmental, structural, and other design requirements. Coordinates and assists in planning, scheduling, and equipment selection for installation or renovation projects with school personnel and sales representatives. Reviews contracts and District designs for synthetic turf systems and natural grass surfaces for conformance with approved standards and specifications. Prepares costs estimates for work projects. Assists in the preparation of the annual maintenance budget for regular and deferred maintenance projects. Approves requisitions for stock and non-stock materials and reviews low-value purchase orders for compliance with established standards. Provides information to current and potential contractors, community representatives, vendors, and the public concerning District Standards and specifications for synthetic turf-related and natural turf-related materials and installations. Analyzes problem situations and develops solutions by adapting techniques and materials. Reviews periodicals for information on new products and methods and evaluates new products for efficiency and practicality. Investigates synthetic turf and natural grass surface problems and acts as technical expert in cases and hearings. Evaluates and implements procedures for cost savings in energy and water usage.
37 May order closure of synthetic turf fields and natural grass surface areas for unscheduled field maintenance to correct hazardous, or other special conditions, and informs school administrators of actions taken. Assesses and makes recommendations for craft-related Facility component life cycle replacements. Develops craft-related preventative maintenance programs for Facility components. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES The Landscaping Technical Supervisor is responsible for the technical direction of work related to synthetic turf fields and natural grass surfaces, and determines standards and specifications of equipment, materials, and workmanship for work performed by contractors and District personnel. An Area Facilities Director is the administrative head of personnel assigned to perform routine and preventative maintenance, smaller construction projects, and custodial operations for a Maintenance and Operations local district. A Landscaping Supervisor supervises track and field reconditioning and mowing, weed abatement, and other centralized gardening activities in the maintenance of athletic fields and large turf areas on school properties throughout the District. SUPERVISION General supervision is received from an Area Facilities Services Director or a designated supervisor or manager. Technical supervision is exercised over District procedures, methods, and materials related to natural and synthetic turf systems. CLASS QUALIFICATIONS Knowledge of: Current practices related to design fabrication, installation, and maintenance of synthetic turf systems and natural athletic fields in alignment with the Synthetic Turf Council Various grade acceptances, including base layer, slopes, tolerances, and compaction Testing and inspection methods for synthetic turf work and equipment used to perform tests for grab tear strength, dimensional stability, turf bind, face weight, total weight, infill sieve sizing, and seam strength Strength and other characteristics of various metals Vendors, materials, and services provided in the synthetic turf and natural turf industry Terminology, phrases, and conditions used in contracts and specifications Test requirements for FIFA 1 Star Rating and related government building codes, orders, regulations, and ordinances Industry and District specifications for impact absorbency (G-Max) ASTM Standard Specification F1936 and procedures of ASTM Standard Test Method F355 for determining G-Max Fire and safety regulations pertinent to construction industry Natural grass field maintenance, fertilizers, pesticides utilization, proper watering, equipment and tools Methods and procedures used in planning and estimating job projects Pertinent provisions of labor contracts Principles of supervision Principles of organization and personnel management Microsoft Word, Excel, and Outlook, and PowerPoint
38 Ability to: Plan and organize projects related to synthetic turf and natural grass surface installations and maintenance Perform synthetic turf system and natural grass evaluations to match design criteria needs Develop techniques for defining job and project costs Estimate cost of labor and materials Read, interpret, and prepare preliminary drafts of blueprints, plans, and drawings Interpret test reports for lead content of products Write clear and concise instructions and reports Compile and analyze data from surveys, studies, and inventories Work effectively with administrators, District personnel, government authorities, and the public Supervise effectively Communicate effectively, both orally and in writing Enter and retrieve data using computers ENTRANCE QUALIFICATIONS Education: Graduation from high school or evidence of equivalent educational proficiency and two adult school or college-level courses in supervision, business management, personnel management, construction technology, or craft-related subjects. Successful completion of LAUSD s Organizational Excellence Branch s Supervisor Certificate Program I may be substituted for the required courses. Experience: Five years of experience in the design, fabrication, installation, and maintenance of synthetic turf systems and natural turf, including two years of supervisory experience. Special: Facilities Planner Program Certificate is required by completion of the probationary period. A valid California Driver License. Use of an automobile.
