1 31 Regular Meeting May 24, :30 p.m. A regular meeting of the Municipal Civil Service Commission convened on Monday, May 24, 2010, at 12:41 p.m. with Grady Pettigrew, Jr., Jeff Porter, and Delena Edwards in attendance. Review and approval of the minutes from the April 26, 2010 Regular Meeting. A motion to approve the minutes was made, seconded, and approved Pre-Hearing Conference Reviews. There were no Pre-Hearing Conference Reviews this month. Request of the Civil Service Commission staff to amend Rule VIII(C)(1)(a), to allow individuals who had previously been appointed to a higher class in a class series to reinstate to a list for a lower class in that same class series. Barbara McGrath, Executive Director of Civil Service Director McGrath presented this request in order to allow individuals who had been appointed to a higher classification in a class series to be added to the eligible list for a lower classification in that same class series. The rationale is since minimum qualifications, work duties, and overall responsibility typically increase for classifications in a series as one moves up through the series, an individual that had successfully performed work at, for example, an Office Assistant II level should be able to enjoy similar success as an Office Assistant I even though he/she had not previously worked as an Office Assistant I. Individuals seeking such addition by reinstatement would still need to make such a request within three years from the date of separation from City employment, and have separated without fault and in good standing. In accordance with Probationary Period Rule XI(B)(3), and in the spirit of XI(B)(4)(b), any individual added to an eligible list under this provisions would serve a full probationary period since none had been completed previously. Request of the Civil Service Commission staff to dismiss the appeal of Michael Gay, regarding his discharge from the position of Bus Driver, Columbus City Schools, Appeal Number 10-BA

2 32 Request of Deborah Gary to withdraw the appeal she filed on January 25, 2010 regarding her discharge from the position of Substitute Secretary, Columbus City Schools, Appeal Number 10-BA Trial Board Recommendations There were no Trial Board Recommendations presented this month. Request of the Columbus City Schools to create the classification Workers Compensation Coordinator (Class Code 9135). Jacquelyn Chapman Jacquelyn Chapman presented this request to create the classification of Workers Compensation Coordinator based on a detailed job analysis. The creation of the specification was proposed in order to alleviate gaps and provide necessary expanded customer service expertise in the area of safety and work related injuries. This classification is a competitive classified supervisor with a 180 day probationary period. Request of the Civil Service staff to create the specification for the classification Department Deputy Director (Technology) (U) and include as part of the unclassified service. Richard Cherry, Personnel Analyst II Richard Cherry presented this request to create the specification for the classification Department Deputy Director (Technology). This request stemmed from a request by the Department of Technology to create an unclassified assistant director position to be responsible for the Infrastructure and Technical Support Section and would manage approximately 37 employees and directly supervise the Enterprise Architect and the IT Technical Support Manager. By definition the classification would be responsible for serving as the Technology Director/CIO (U) in his or her absence and for assisting in the overall operations and administrative management of the Department of Technology. Some examples of work include: Directs the activities of the Department of Technology s infrastructure and technical groups including contracts, legislation, and requests for proposals; Assists the Chief Information Officer in establishing citywide information systems policies and standards; Facilitates the development and maintenance of the City s information systems and promotes the use of appropriate technologies to facilitate efficient and effective service delivery; and, Assists the director in coordinating technology policies and initiatives across departments and with other governmental entities. This classification is to be part of the unclassified service in accordance with Columbus City Charter Section 148 (1)(c). A guidelines for class use section explaining the unclassified nature of this classification is also included. The use of this classification is restricted to the Department of Technology. 32

3 33 classification IT Systems Supervisor, designate the classification as noncompetitive with qualifying examination, assign a probationary period of 365 Barb Crawford, Personnel Analyst II Barb Crawford presented this request to create the specification for the classification IT Systems Supervisor. This action was initiated in conjunction with the creation of two additional supervisor classifications to be used in the Department of Technology. The definition section stated that an IT Systems Supervisor, under general direction, is responsible for supervising information technology staff engaged in systems administration, and/or database administration in the Department of Technology, and for performing other duties as required. The examples of work section include supervising the activities of assigned staff, assigning, coordinating, and supervising the work of database administrators, and/or system administrators, planning, coordinating, and supervising the maintenance, repair, upgrades, and replacement of servers and related equipment, planning and coordinating database development, maintaining the integrity of backups for servers and database systems, assigning, coordinating, and supervising the staff providing on-site or remote technical support to citywide users, conducting research or coordinating special projects, conferring with clients and vendors, assisting in developing production and quality standards, workplace policies and procedures, assists in budget preparation, conducts or directs technical research for new software, hardware, and emerging technologies, and represents the department in meetings. A guidelines for class use was included to restrict the use of this classification to the Department of Technology. The minimum qualifications include possession of a bachelor s degree in computer science, information systems, or closely related field and four years of experience in systems analysis and design, systems administration, or database administration, one year of which includes lead work on projects, or over subordinate technology personnel with substitutions being the additional-experience as specified may be substituted for the education requirement on a year-for-year basis. The knowledge, skills and abilities section reflects the technical knowledge required in systems administration and/or database environment as well as knowledge of the principles required to lead work projects. The examination type was designated as qualifying noncompetitive and the probationary period is 365 days. classification Technical Support Supervisor, designate the classification as noncompetitive with qualifying examination, assign a probationary period of 365 Barb Crawford, Personnel Analyst II Barb Crawford presented this request to create the specification for the classification Technical Support Supervisor. This action was initiated at the request of the Department of Technology. Up to this point, the Department of Technology had used the Information Systems Supervisor classification as the supervising class over multiple sections of technology, including programming, data center operations, help desk, and desktop support. This practice of a single classification covering many types of technical work no longer works well. During the recent reorganization in the Department of Technology, responsibilities and duties were revised through the various sections. By definition, the Data Center Supervisor, under general direction, is responsible for supervising the technical staff assigned to providing desktop support operations within the Department of Technology. 33

4 34 The examples of work section includes supervising, coordinating, and overseeing the activities of the technical services staff, organizing, planning, and directing work assignments, managing the testing and deployment of technical and communication systems, monitoring user requests to ensure service resolution timelines are met, participating in planning activities, managing vendor services providing support for current systems, repair of equipment, and purchase of new hardware and software, ensuring that licensing requirements for appropriate software applications and products are met, conducting technical research on emerging technologies and best practices, generating and reviewing reports associated with clients accounts, departmental requests, and internal performance management benchmarks, assisting in the preparation of the annual budget for technical support section, developing and implementing goals, objectives, policies and procedures related to user support services, and attending meeting as required. The guidelines for class use reads positions in this classification exist to supervise, at the minimum, those classes assigned to the Technical Support series, which includes Help Desk Representative, Desktop Support Technician, and Technical Support Analyst. The minimum qualifications require possession of a bachelor s degree and three years of experience providing desktop hardware and software support, and server hardware and software support, one year of which includes lead work over desktop related projects, with substitutions of additional experience as specified above may be substituted for the educational requirement on a year-for-year basis. The knowledge, skills and abilities section reflects the technical knowledge required in a support services environment as well as knowledge of supervisory principles and procedures. The examination type was designated as qualifying noncompetitive and the probationary period will be 365 days. classification Data Center Supervisor, designate the classification as noncompetitive with qualifying examination, assign a probationary period of 365 Barb Crawford, Personnel Analyst II Barb Crawford presented this request to create the specification for the classification Data Center Supervisor. The examples of work section include the responsibility for overseeing the work of computer operations staff, computer-specific maintenance activities, monitoring and verifying that data production, batch process, and testing are completed on schedule, overseeing vendor contracts, compiling monthly production billing for data center operations, assisting in the preparation of the annual budget for the data center operations section, and attending meetings as required. The minimum qualifications requires that an incumbent possess a bachelor s degree and four years of technical experience in a data center environment, one year of which must be in a supervisory position over technical operations personnel, with a substitution being additional experience as specified above which may be substituted for the required education on a year for year basis. The knowledge, skills, and abilities 34

5 35 reflect the technical knowledge required in a data processing operations as well as knowledge of supervision and facilities management and maintenance. The examination type was designated as qualifying noncompetitive and the probationary period is 365 days. classification Cultural Arts and Events Specialist, designate the examination type as noncompetitive (with qualifying examination), assign a probationary period of 365 classification Cultural Arts and Events Manager, designate the examination type as noncompetitive, assign a probationary period of 365 days, and amend Rule XI accordingly. classification Nature Programs Educator, designate the examination type as noncompetitive, assign a probationary period of 365 days, and amend Rule XI accordingly. classification Rental Services Coordinator, designate the examination type as noncompetitive, assign a probationary period of 365 days, and amend Rule XI accordingly. Request of the Civil Service Commission staff to revise the specification for the classification Disease Intervention Specialist I (Job Code 1826). Request of the Civil Service Commission staff to revise the specification for the classification Disease Intervention Specialist II (Job Code 1825). These items were deferred. Request of the Civil Service Commission staff to revise the specification for the classification Dietetic Technician (Job Code 1486). Tammy Rollins Personnel Administrative Officer Tammy Rollins presented this request to revise the specification for the classification Dietetic Technician at the request of the Columbus Public Health Department. The minimum qualifications section was revised as a result of the recently enacted rule changes by the Ohio Board of Dietetics. The minimum qualifications now require possession of valid registration as a Dietetic Technician with the Commission on Dietetic Registration of the American Dietetics Association (ADA). Substitution(s): Possession of a Verification statement indicating completion of the requirements of a dietetics program approved by the American Dietetics Association. If the substitution is applied, possession of valid registration as a Dietetic Technician with the Commission on Dietetic Registration of the American Dietetics Association (ADA) must be obtained upon completion of the probationary period. A guidelines for class use was added that would communicate clearly that employees in this classification must report a total of 50 continuing professional education units (CPEUs) every 5 years in order to maintain valid registration. 35

6 36 There were no changes to the definition section, the examples of work section, the knowledge, skills and abilities section, the probationary period, or the examination type. Haskins Police Officer 10-BR-022 After reviewing the files of Kyle Peters, Jeremy Mills, and Michael Hewartson, the Commissioners decided their names would not be reinstated to the Firefighter eligible list. After reviewing the file of Adrian Bowens, the Commissioners decided his name would be reinstated to the Police Officer eligible list. After reviewing the files of Samuel Haskins, the Commissioners decided his name would not be reinstated to the Police Officer eligible list. Other Administrative/Jurisdictional Reviews. Review of the appeal of Gary Moore, regarding the rejection of his Request for Review for the Water Maintenance Supervisor II examination, City of Columbus Appeal #10-CA

7 The Commissioners reviewed the appeal filed by Gary Moore on May 3, 2010 regarding the rejection of his Request for Review for the Water Maintenance Supervisor II examination. In his appeal, Mr. Moore stated that he had not been given a computer on the job as a Maintenance Supervisor I. The Water Maintenance Supervisor II examination was developed after a job analysis conducted by the Civil Service Commission staff. Based on the job analysis and input from subject matter experts in the Department of Public Utilities, it was determined that computer skills are an important part of the job. Since the job analysis indicated the need for computer skills, a computer skills assessment was added to the examination. Regardless of whether employees taking the test have had the opportunity for computer use in their current positions, the Commission must test for skills that are found to be important on the job. Based on the foregoing, the Civil Service Commission decided to deny Mr. Moore s appeal and to dismiss it without a hearing pursuant to Commission Rule XIII(G)(1). Review of the appeal of William Van Sickle, regarding the rejection of his Request for Review for the Water Maintenance Supervisor II examination, City of Columbus Appeal #10-CA The Commissioners reviewed the appeal filed by William Van Sickle on May 3, 2010 regarding the rejection of his Request for Review for the Water Maintenance Supervisor II examination. In his appeal, Mr. Van Sickle stated that he had never had any computer training as a Maintenance Supervisor I. The Water Maintenance Supervisor II examination was developed after a job analysis conducted by the Civil Service Commission staff. Based on the job analysis and input from subject matter experts in the Department, it was determined that computer skills are an important part of the job. Since the job analysis indicated the need for computer skills, a computer skills assessment was added to the examination. Regardless of whether employees taking the test have computer training, the Commission must test for skills that are determined to be important on the job.
