2 A CHOSEN CAREER IN SERIES INTRODUCTION The Curtin Careers Centre, working closely with employers and the university community, sources, develops and delivers career development programs and resources. The purpose of these professional and personal development learning opportunities is to facilitate successful career transitions; especially study to employment and further study and to enhance students ability to develop lifelong skills in managing their careers. The Careers Centre also provides accurate, current authoritative labour market and graduate recruitment information focusing on society s needs and aspirations. The Careers Centre team has written a series of occupation career booklets to enable tertiary students to consider their chosen field in more depth including information on the current labour market, associated professional associations, pertinent job seeking avenues and samples of relevant and related positions. Whilst students are actively seeking information about a particular field they need also be aware of recruitment and selection methods and the need to develop strategies to be competitive in their field at graduate entry level. Self-assessment is an essential component of job seeking i.e. a student needs to be fully aware of their interests, skills, attributes and capabilities to be able to convey this on paper (job application documents) and in person (networking/ interviewing/promotion). The purpose of this occupational booklet is twofold. It will assist students to develop knowledge of trends in employment and current opportunities and to identify existing skills and attributes required to successfully pursue a career in this field. A student may not be aware that whilst using this resource that they are involved in Career Development Learning (CDL). CDL assists students to develop Self Awareness, to Identify Opportunities, to learn how to Make Decisions, to Manage Transition from university and incorporate Lifelong Learning. 3 A CHOSEN CAREER IN SERIES A CHOSEN CAREER IN HEALTH SERVICES AND ADMINISTRATION Whilst medical and allied health personnel are at the frontline of any health service or healthcare organisation, there are other health professionals who equally contribute to the provision of optimal patient care and health outcomes, though the roles in which they fill. Health service administrators and managers (also known as healthcare managers, healthcare administrators and healthcare executives) ensure that their organisation has strong operational, medical and financial strategies, guidelines and policies that underpin effective delivery of healthcare services (American College of Healthcare Executives, 2010a). Healthcare service administrators and managers are responsible for the planning, direction and co-ordination of health and administrative services provided by hospitals, community health services and other health service organisations (My Future, 2010). In this way the provision of effective health care strategies is a beneficial service the needs of all citizens, especially in the case of public hospitals that funded by public taxes to service all citizens. A major role of the Healthcare service administrator and manager professional is to ensure that hospitals and other healthcare organisations are equipped to service the community by providing emergency and ongoing care, as well as effectively dealing with crisis situations and public health issues. A good example of this was the management of the SARS outbreak in mid Healthcare service professionals also develop strategic policies to assist in the education of important health issues to community members (American College of Healthcare Executives, 2010a). As Australia faces the reality of an aging population within the next 20 years and providing healthcare services for these individuals, providing effective healthcare services within financial parameters will be a challenge. 3 The Health services industry is also changing in the way health care services are delivered, who is responsible for providing different healthcare services and how that care in financed. As a result of this evolving healthcare system, Healthcare service managers and administrators need to have strong communication and interpersonal skills, excellent organisational and planning abilities as well as being able to effectively analyse issues and problems, to develop innovative and creative solutions that still meet care competencies. In this way the role of the Healthcare service manager and administrator is a vital role, where significant contributions can be made to improving the health of individuals and communities. The following list of tasks that Healthcare service manager and administrators perform have been taken from My Future (2010): prepare annual funding estimates, forecasting the demand for services and allocating budgets improve and maintain delivery of the health service by planning the services and accounting for the cost of care and the distribution of staff represent the health service by attending meetings, seminars and functions talk to members of the community, local interest groups, local politicians, industrial associations and the media in relation to the organisation and/or services provided act as liaison officer between the governing body of the health organisation and health authorities manage staff in areas such as cleaning, safety, maintenance, records and accounts

What are employers looking for when hiring prospective applicants for Health Services and Administration Management roles? The following has been taken from the American College of Healthcare Executives (2010b). ACADEMIC TRAINING/PREVIOUS WORK EXPERIENCE A degree in health administration from a school accredited by the Commission on Accreditation of Healthcare Management Education or another degree that may qualify you A commitment to professional development and continuing education Work experience achieved through previous positions, internships, or vacation work in healthcare organizations or other business settings. COMMUNICATION SKILLS Strong written and oral communication skills Ability to develop and present reports and proposals ADAPTABILITY/ORGANISATIONAL FIT Personal and career objectives that mesh with those of the organization Ability to work well with others, including superiors, subordinates, and peers Attitude and appearance that communicate confidence, maturity, and competence Dependability, judgment, character Maturity to make decisions and take responsibility for them Honest and ethical business conduct Willingness to make a commitment to the organization GENERAL MANAGEMENT SKILLS Leadership that inspires and motivates others Ability to train, delegate, evaluate, coordinate, and negotiate 4

Curtin University policy on graduate attributes outlines the graduate attributes that a student is expected to develop while studying at Curtin in conjunction with specialist discipline knowledge. Not sure what that means? Graduate Attributes are the qualities, skills and understandings a university community agrees its students should develop during their time with the institution. These attributes include, but go beyond, the disciplinary expertise or technical knowledge that has traditionally formed the core of most university courses. They are qualities that also prepare graduates as agents for social good in an unknown future (Bowden et al 2000). Combine these attributes with existing skills gained from life and work experiences and you will start to form a solid picture of what you are capable of. With the evolution of the healthcare system and diversity with whom and how care is provided, Healthcare service managers and administrators are required to work in the following settings (American College of Healthcare Executives, 2010b): Outpatient clinics Consulting firms Health insurance organisations Healthcare associations Hospitals (public and private) Nursing homes GP practices Mental health organisations Public health and community health services settings Rehabilitation centres Universities and research facilities Due to the variety of health backgrounds that health services and administration managers are drawn from, how their background and qualifications makes them suitable for a health services and administration management role and the purpose and function of that role, role and position titles will vary considerably. Some different areas of specialisation within health services and administration management include. Health Care and Social Assistance sector is expected to provide the largest number of new jobs in the next five years One of the industries creating the most new jobs in the last 10 years 44.9% of workers in the Health Care and Social Assistance sector are aged between 45 and 64. As they retire and this will lead to more opportunities for graduates in future years Strong job growth is expected to continue due to an ageing population and developments in medical technology approximately new jobs in the five years to (DEEWR, 2010). LABOUR MARKET INFORMATION Job Outlook (2010) outlines the following labour market statistics specific to Health Services Management professionals. Employment opportunities for Health Services Managers are expected to grow very strongly in the five years to The Health Services Management profession is a medium sized occupation ( in November 2009), which has risen rose strongly in the over the past five years. Health and Welfare Services Managers have a high proportion of full-time jobs (88.9 per cent). For Health and Welfare Services Managers working full-time, average weekly hours are 41.7 (compared to 41.3 for all occupations) and earnings are above average - in the eighth decile. Unemployment for Health and Welfare Services Managers is low. Health Services Managers are employed across several industries including: Health Care and Social Assistance; Public Administration and Safety and Manufacturing. This mix of industries employing Health and Welfare Services Managers is very favourable for employment growth prospects. The proportion of workers leaving the occupation (and needing to be replaced) is 10.2 per cent (annually) compared to the average for all occupations of 13.1 per cent. GAUGING SALARY A starting salary in health services administration and management will depend upon your level of experience in previous administration and management roles, clinical background experience and experience working in Australia. If you work within the WA Department of Health Government system (Western Australian Industrial Services Commission, 2008), your salary award will be determined based on your primary clinical background (eg. Nurse, doctor, dentist etc ), the level of responsibility and the role requirements. If are from a non-nursing background your salary award level will be determined from the Health Services Union (HSU) salary award scale. Each state or territory have slightly different pay scales, go the relevant state or territory Department of Health department website to see the award scales and collective or enterprise agreement for health professionals. The below role definitions have been taken from nursing.health.wa.gov.au/working/promotional. cfm AREA MANAGER - ANF Level 2, Increment 1 to 4. Responsible for managing human and material resources within a defined area in consultation with the nurse/midwife manager. 7

Develops policies and standards to provide sound human resource management practices within the hospital. Also responsible for managing nursing or midwifery staff. NURSING DIRECTOR / CO-DIRECTOR OR MIDWIFERY DIRECTOR / CO-DIRECTOR - SRN Level ANF Responsible for the operational management, standards of practice and support services within the relevant division of their hospital / health service. They are members of the divisional executive team responsible for achieving the division s business plan and strategic goals. EXECUTIVE DIRECTOR OF NURSING OR EXECUTIVE DIRECTOR OF MIDWIFERY - ANF SRN Level 8 10 or higher non nursing/midwifery award. manages all nursing and / or midwifery services as well as other patient services within a hospital or district. Provides organisational and professional leadership to contribute to developing and achieving strategic goals, policies, healthcare reforms, budget and quality management of nursing and / or midwifery and a range of professional and facility / patient support services. The below salary table has been taken from the Registered Nurses, Midwives and Enrolled Mental Health Nurses: Australian Nursing Federation, WA. WA Health Industrial Agreement 2007 (Western Australian Industrial Services Commission, 2007). Within the private sector or not-for-profit organisations salary may be negotiated based on your experience, prior career accomplishments, level of responsibility and qualifications, they may use either the HSU or ANF salary scales as a guide for an appropriate salary. Some not-for - profit organisations may not be able to offer a salary that is competitive as that offered by the public sector but will offer the opportunity to command one through additional experience. Some NFP s use the Australian Services Union SACS award for Community and Social Assistance roles (Australian Services Union, 2009). In roles such as academics, researchers and university lecturers salaries will reflect the salaries award scales and collective or enterprise agreement for that industry. 8

11 THE JOB SEARCH AND GETTING STARTED GRADUATE PROGRAMS Graduate Programs are employment opportunities that focus around training and development of graduates through structured programs. What the program looks like and involves will vary between organisations; It may be a two year rotational program where a student spends 6 months with different departments within an organisation, or it may be specialised and provide students with intense training within one area of expertise. Recruitment for Graduate Programs start at the beginning of each year, which means final year students need to be aware of closing dates for graduate programs they are interested in applying for as early as February of their final year of studies. The application process for graduate opportunities is more involved and can take the format of online application forms online aptitude testing (both short and long answers perhaps covering problem solving and innovation skills, communication and analytical ability, practical numerical skills, personality testing) assessment centres (meeting staff and other applicants, working in teams on a case study and presenting findings) to final panel interview. Some key objectives include: Promote the corporate vision within all regional plans, programs and activities To lead, manage and coach the Regional Teams To support, manage and effectively report services delivered to all corporate customers within the region and to meet all agreed KPI s Plan staff and team development programs To achieve monthly budget objectives, including sales and operational costs and monitor sales projections Preparation of tenders, proposals, quotes and product/cost comparisons Maintain Corporate Quality Assurance policy through all regional processes The Regional Manager s objectives are both commercially and qualitatively orientated and aimed at continuing to build the company s presence within the Healthcare Marketplace. This role will call upon your extensive sales experience to manage and develop profitable business from within. An independent self-starter who appreciates coaching team members in a team environment. You ll possess highly developed communication, presentation, verbal and written abilities along with excellent organisational and time management skills. We are looking for a sales and goals orientated individual a competent corporate negotiator and possess a strong business acumen. Well developed computer literacy with Excel, Word and Powerpoint and administrative skills are also required. Aged care and clinical sales background preferred; registered nursing qualifications are a pre-requisite.
