FUNCTIONAL DUTIES Serves as Corporate Property Manager for the Metropolitan Washington Airports Authority (Airports Authority). Manages (develops and administers) the Airports Authority s corporate-wide property management program (covering real property, leased real property, personal property, and property disposal), ensuring, or helping to ensure, that policies, procedures and day-to-day operations for managing (to include control of) assets, Airports Authority-wide, are cost effective, efficient, and consistent with legal requirements, generally-accepted property management principles, best practices in property management, and other guidelines. Functions include development, or redevelopment, of policies and procedures, and extension of policies and procedures to new sets of assets. Property assets and asset classes include but are not limited to buildings, communication towers, building systems, information technology (IT) equipment, vehicles of all types (including specialized emergency vehicles), specialized public safety and construction/maintenance equipment, telecommunications devices (including a wide array of radio systems), weapons, and other types of serial number items. Performs related functions. Through subordinate organization, staff, consultants, or personally: --Develops, updates, recommends and administers corporate-wide property management policies and procedures to account for (from a property management perspective, not a financial accounting perspective) the Airports Authority s real and personal property to control risk and loss. Manages assets, Airports Authority-wide, with the assistance of subordinate staff and through collaboration with the property managers of (a) the Office of Public Safety, (b) Ronald Reagan Washington National Airport (DCA), and (c) Washington Dulles International Airport (IAD) as well as the Department of Real Estate Management. Advises and assists the property managers regarding corporate-wide policies and procedures. At times, works directly with property custodians at the unit/team level such as property custodians for the consolidated functions in the corporate office building (COB) and/or relatively small organizations with less diverse array and volume of property that do not have a designated property manager. --Manages day-to-day work activities of the corporate-wide property management function; periodically reviews property suspense documents, mainly at the corporate and large unit level, but also at the small unit level (such as receiving reports, property adjustment vouchers and transfer documents) to determine if property is being handled and recorded in a proper and timely manner consistent with Airports Authority policies and procedures. Routinely spotchecks inventory reports, various departmental reports and related documents for format, completeness and accuracy; this includes awareness and monitoring of periodic inventories of capitalized personal and real property assets, including specialized and sensitive property, such as weapons (controlled by the Office of Public Safety), firefighting and emergency medical services (EMS) vehicles and equipment (controlled by the Office of Public Safety), and IT equipment (controlled by DCA, for DCA and the COB, or by IAD, for IAD and the Toll Road). --Monitors, inspects and evaluates use of real property and personal property. Monitors or oversees periodic formal inventories of real (including leased real) property and personal

Develops appropriate recommendations and advises Supervisor of special problems and sensitive issues. --Analyzes incidents of missing property assets, including all vehicles, weapons and other serial number items, regardless of cost, and recommends actions to prevent recurrence of similar incidents for missing property assets. --Manages the disposal of excess Airports Authority personal property and unclaimed items from Lost and Found at both Airports by promulgating policies and procedures for reuse, cannibalization, redistribution, donation, and disposal of excess assets. Works with the Property Disposal Technician in the redistribution, donation, or disposal of excess personal property assets. --Coordinates with the Airports Authority s Office of Finance, Office of Engineering, and the two Airports to ensure provision of timely and accurate information to support financial accounting treatment of real and personal property, to reconcile the Oracle ERP property asset modules with other datasets/information, and to support the review of property holdings and development of required reports. Reviews reports and reconciles them with available data. Provides subject matter expert information to IT specialists to support improvements to, and solution of, problems with the Fixed Asset (FA) module and other Oracle ERP modules, as required. Advises on inputs, outputs and disconnects of the FA module. --Reconciles the Airports Authority s inventory of real leased property with that documented by the Federal Aviation Administration (FAA) by bi-annually reviewing reports received from FAA s Eastern Region. Reconciles reported demolitions of real property with Airports Authority s inventory of leased real property (Airport Use Agreement and Premises Lease), and reports activity to the Department of Transportation (DOT) as necessary on an annual basis, after coordination with DCA, IAD, the Office of Engineering, and the Department of Real Estate Development. Detects and reconciles discrepancies in reports about improvements to leased real property and real property acquisitions. --Develops and maintains accurate database of official Airports Authority property records. Implements and monitors compliance with programs to ensure the maintenance of inventory records and the accountability of Airports Authority assets (including leased Federal assets). Provides guidance on an Airports Authority-wide basis as to correct property handling and related procedures. Plans, designs, implements (after higher-level management approval), and monitors conformance with policies relating to the recording/capitalization of Airports Authority personal property. --Communicates and interacts effectively with internal and external business contacts including, but not limited to, other members of the unit/team, other Airports Authority employees (such as officials, executives, managers, supervisors, professionals, and support staff), vendors /suppliers/ tenants, airport users, and the general public. --Uses a computer and (a) modern office suite software (such as MS Office) to communicate ( ), plan, schedule, word process, prepare presentations and graphics, manipulate data

3 S10720B, page 3 (spreadsheets and databases), develop reports, and perform or conduct research (Internet use); (b) enterprise system/software for property management, requisitioning, budgeting, time and attendance reporting, and other functions; and (c) special systems/software used in the Department. --Operates a motor vehicle airside and landside, on and off Airport complexes to conduct property audits, attend meetings, and perform related functions. --*Performs other duties as assigned or as determined on own initiative.* MANAGERIAL AND SUPERVISORY DUTIES In the context of Department functions and operations, provides: Organizational Planning. Reviews cost, manages fiscal resources and maintains control over assigned Airports Authority resources and assets. Human Resource Management. Selects, assigns and develops employees. Delegates and assigns work. Evaluates employee performance and administers human resources management programs established by the Airports Authority. Ensures application of EEO principles and adheres to EEO requirements. Program Evaluation: Reviews program quality and progress toward achieving goals and program results on a periodic basis. Takes corrective actions to maintain work progress on schedule, improve employee performance or modify program goals or operations, as appropriate. MINIMUM QUALIFICATIONS (MQs) To be rated qualified for this job, an applicant must meet all of the MQs listed below at the time of vacancy announcement closure. 1. A high school diploma, a Certificate of General Educational Development (GED), or an equivalent combination of education, experience and training. 2. Ten years of progressively responsible experience in property management that includes substantive work in most of the DUTIES in this job description, including: (a) developing real and personal property management policies and procedures; (b) controlling personal property (acquisition, identification, ownership, movement/transfers, and disposition/

A fully equivalent combination of education and training beyond what is needed to satisfy MQ 1 above may be substituted for up to four years of these ten years of experience. For example a bachelor s degree in any field that indicates the ability to successfully perform the DUTIES in this job description may be substituted for four years of experience. 3. Education, experience or training indicating the ability to perform successfully as a first level supervisor such as the ability to plan/assign/review work, deploy personnel, monitor work operations, obtain effective results and perform a full array of supervisory personnel functions. PREFERRED QUALIFICATIONS The qualifications listed below (if any) are preferred and may be considered in the selection process, but are not required to be rated qualified for this job. 1. Degree in Business Administration, Accounting, or Public Administration. 2. Certification as a Certified Professional Property Manager (CPPM) or Certified Professional Property Administrator (CPPA) from National Property Management Association or equivalent certification. KNOWLEDGE, SKILLS, ABILITIES, AND OTHER FACTORS (KSAOs) The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. Local, Federal, airport industry or Airports Authority specific bodies of knowledge listed below may be acquired on the job, typically; ability to rapidly acquire them is required at the time of vacancy announcement closure. 1. Knowledge of Airports Authority management functions, policies and procedures, including EEO principles and requirements, and knowledge of supervisory principles, altogether to manage the operations and programs of the unit/team and to perform supervisory functions. 2. Knowledge of, and skill in, property management (integrated property management and control from hands on to administrator level and in all phases of the property management lifecycle, from acquisition through lease or purchase to disposal through transfer of ownership or end of lease), to develop, implement, administer and personally apply property management policies and procedures. This includes knowledge of best practices in property management and skill in auditing property records, inventorying property, preparing and reviewing statistical reports and other property documentation, and developing policies and procedures, altogether to ensure effective property management, Airports Authoritywide.

Knowledge of Airports Authority policies and procedures for management of personal and real (leased and owned) property and of the Airports Authority s Fixed Asset Oracle ERP software module, to develop, implement and administer application of corporate-wide policies and procedures. These two bodies of knowledge include knowledge of capitalization and depreciation procedures (not full competence in capitalization and depreciation) to support finance/accounting staff with information needed for their financial accounting work. 4. Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes the ability to recognize subtle aspects of problems and identify relevant information. Examples include maintaining accurate property information throughout the property management lifecycle, from acquisition by purchase or lease to disposal through transfer of ownership or end of lease; identifying property data needed and ways to capture/report it for Airports Authority property management decision support; and developing policies and procedures that incorporate best practices in property management. 5. Skill in oral communication to understand verbal information (including facts, assertions and arguments) and to express such information verbally so that others will understand and, at times, be convinced or persuaded. This includes encouraging effective oral communication by others such as subordinates, property managers in major units, and property custodians in smaller units and announcing new policies and presenting findings to management. 6. Skill in written communication to understand written information, draw inferences, form hypotheses and develop logical arguments, and to express such information in writing so that others will understand and, at times, be convinced or persuaded. This includes reviewing the written work of others (such as subordinates and property managers) to resolve discrepancies in reports, prepare memoranda, draft property management documents, and exchange routine and non-routine information with property custodians and their supervisors (who may be vice presidents). 7. Interpersonal skills to interact effectively with business contacts in a businesslike, customer service-oriented manner. 8. Skill in using a computer and (a) modern office suite software (such as MS Office) to communicate ( ), plan, schedule, word process, prepare presentations and graphics, manipulate data (spreadsheets and databases), develop reports, and perform or conduct research (Internet use); (b) enterprise systems/software for property management, requisitioning, budgeting, time and attendance reporting, and other functions; and (c) special systems/software used in the Department. RESPONSIBILITY Is responsible for developing, documenting (through new or revised policies and procedures) and administering (through subordinates and in collaboration with property managers and property custodians the Airports Authority s asset management program for personal property, real property (owned and leased) and property disposal to help ensure efficient property management operations that control risk (including loss prevention) and facilitate accurate general ledger accounting and cost control.

6 S10720B, page 6 As the focal point for day-to-day Airports Authority-wide property management program administration, most work comes to the incumbent through established workflow channels. Supervisor makes initial assignments in terms of functional responsibilities, limits of authority (including programmatic responsibility and types of decisions limited to the Supervisor or higher echelons), programmatic goals and specific objectives. The incumbent carries out daily work and responsibilities, from routine to non-routine, independently, consistent with guidelines and delegated authority and brings problems of unusual complexity or special impact or interest and issues reserved to higher levels to the Supervisor, typically with explanatory material and recommendations so that, together, they may develop a course of action. Work is reviewed for adherence to guidelines, quantity, quality, timeliness, customer service, teamwork, and other factors, including specific performance management requirements. Guidelines include but are not limited to property management principles, standards, best practices, ownership/leasehold terms and conditions, property identification data, receiving/ handling/storage requirements, software manuals, the Chart of Accounts, and other references and parameters for program administration or treatment of specific property. Some of these guidelines allow for wide discretion. The incumbent uses judgment and initiative to assess implications of issues, develop solutions and select and apply the right guide(s) to perform daily work. The incumbent uses mature judgment to recommend improvements in policies and procedures and to perform related functions. EFFORT The work is primarily sedentary and typically requires light physical effort; however, moderate physical effort may be required in when moving, counting, and/or auditing property. Incumbent may sit for extended periods while performing desk work; often moves about the COB and other sites, including the two Airports, to meet with and advise other Airports Authority staff or to otherwise ensure the effectiveness of the corporate property management program. Regularly uses computer and a telephone. Prepares and reviews inventory listings and asset accounting documentation containing small print. Operates vehicle using judgment in consideration of weather, traffic and other factors. WORKING CONDITIONS Works mainly in a well-lighted, ventilated, and temperature controlled office setting; however, at times, works in warehouses and on Airports Authority property near air support operations or construction or maintenance work and, in such conditions, is subject to adverse weather, dim lighting, dirt/grease/dust, etc. Is subject to the demands of critical property management issues in a fast-paced environment, such as unannounced inventories that reveal problems with sensitive items or require hands on assistance, and the need to balance competing wants/needs of property managers and property custodians and other factors over which one may have little control.
