1 COUNTY OF MONTEREY CHIEF OF WATER RESOURCES PLANNING DEFINITION Under administrative direction, plans, directs, manages and oversees the functions, activities and operations of the water resources management division within the Water Resources Agency; conducts extensive and in-depth research and analysis related to division programs; and performs related work as required. DISTINGUISHING CHARACTERISTICS Chief of Water Resources Planning is a division chief level position responsible for planning, coordination and management, through subordinate managers, of specific programmatic sections, including water quality, hydrologic, and grant funded programs and projects within the division. This class is distinguished from the next higher class of General Manager-Water Resources Agency, in that the latter is the department head and is responsible for the overall administration and management of the agency s functions, operations, staff, and program areas. This class is also distinguished from the class of Assistant General Manager/Engineer, [working title of Chief Engineer-Operations & Maintenance], in that the latter is a division chief level class responsible for planning and directing the activities, functions, operations and staff of the Operations and Maintenance division of the Agency. This class is further distinguished from the class of Assistant General Manager/Engineer, [working title of Chief Engineer-Capital Projects], in that the latter is a division chief level class responsible for planning and directing the activities, functions, operations and staff of the Capital Projects division of the Agency. EXAMPLES OF DUTIES 1. Performs administrative and managerial responsibility for a specific division within Monterey County s Water Resources Agency, having county-wide impact; recommends and administers policies and procedures 2. Manages and administers the development and implementation of division goals, objectives, policies and priorities 3. Plans, organizes and coordinates, through subordinate staff, the design, preparation, and implementation of water resources management related projects 1

Responsible for the collection, research, analysis and coordination of project data and information; prepares findings and develops recommendations and modifications for improved efficiency and in support of organizational goals and objectives; incorporates and/or implements modifications and/or recommendations as approved and appropriate 5. Supervises, assigns, reviews and evaluates the work of professional and technical staff; provides for employee training and development; establishes goals and objectives and appraises performance; documents performance deficiencies and recommends disciplinary actions 6. Coordinates activities with related work conducted by other governmental agencies and organizations 7. Monitors and evaluates the efficiency and effectiveness of program administration and service delivery methods and procedures; allocates resources accordingly 8. Assesses divisional needs; interprets regulatory requirements and advises agency administration; develops new processes and procedures to meet new or anticipated requirements 9. Plans, conducts, leads, supervises and participates in project teams or special project assignments related to program area; assigns work to team members; ensures accuracy and efficiency of work performed; prepares recommendations for courses of action; may oversee the work of project support staff 10. Prepares, reviews and controls programs schedules, activities and operations; prepares and distributes reports, correspondence as related to program operations 11. Participates in the development and administration of the division s budget; forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures, and implements budgetary adjustments as appropriate and necessary; may prepare requests for grant funding 12. Represents the assigned division to the Board of Directors, Board of Supervisors, other departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations 13. Participates on a variety of boards, commissions, and committees as required by division program areas 14. Prepares and directs the preparation of reports, correspondence, records and other required and necessary materials as assigned. QUALIFICATIONS 2

3 A combination of experience, education and/or training which substantially demonstrates the following knowledge, skills and abilities. Thorough knowledge of: 1. The principles, techniques and theories of water resource management planning and policy, construction, maintenance and operation of flood control and water conservation systems and facilities, and water quality investigations 2. Applicable Federal, state and local laws, regulations, codes and programs affecting water resources management, grant funded and conservation activities 3. The principles and practices of budget preparation, fiscal management and administration, contract development and management, and revenue, bond and grant funding 4. The principles and practices of effective personnel management, including planning, organization, delegation and supervision, employee selection, development and training, employee counseling and discipline, performance appraisal, and documentation 5. The principles and practices of program development and administration 6. The principles, practices, techniques and methods of research, investigation and analysis 7. The principles and practices of effective report and correspondence preparation. Working knowledge of: 1. The principles, practices and procedures of grant preparation and writing, management and administration, and monitoring. 2. The operations and services of a local water resource agency. Ability to: 1. Plan, organize and manage the work of a major division of professional and technical support staff, directly and through subordinate supervisors. 2. Manage and direct a division with multi and varied programs and projects having agency wide impact. 3. Research, develop, manage, administer, analyze and assess division programs, goals, objectives, policies and procedures and operational needs, and make appropriate adjustments. 3

4 4. Analyze complex and politically sensitive problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals and objectives. 5. Conduct and/or oversee research, analyze findings, develop, present and/or implement recommendations. 6. Provide technical and/or project management expertise related to division programs and projects. 7. Interpret, implement and apply applicable Federal, state and local laws, regulations, codes and programs related to water resource management, water quality, grant funded and conservation activities. 8. Communicate effectively, both written and verbal, in order to prepare and present clear and concise reports, correspondence, records, findings, and required documents, data or information. 9. Read and interpret maps and grant requirements. 10. Establish and maintain effective working relationships with those contacted in the course of work. 11. Provide excellent and courteous customer service and apply County values in all areas of work. EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING The knowledge, skills and abilities listed above may be acquired through various types of experience, education, or training, typically: EDUCATION Completion of all course work leading to a Bachelor s degree in Water Resources, Geology, Hydrology, or a closely related field. EXPERIENCE Four years of increasingly responsible professional, supervisory and/or management experience in the planning and management of water resources data and systems project development. REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to: 4

5 1. Possess a valid Class C Driver s License, (or) the employee must be able to provide suitable transportation that is approved by the appointing authority. 2. Dependent upon grant project, may work under adverse conditions such as inclement weather, dust or silica dust, heat, fire or steam, wind, or environments subject to sudden changes and/or extremes in air temperature, pressure or humidity, work outdoors, on uneven and/or slippery and/or wet ground surfaces, at elevations above ground level, in confined or extremely small work spaces, come into contact with water, toxic fumes, liquids or gases, allergens, chemical products requiring MSDS sheets, infectious organisms, plant, animal or food material or waste, around vehicles, moving equipment, electricity, and in extremely noisy environments. 3. Be scheduled on standby with requirement to report to your work-site within sixty minutes of being paged or recalled during times of emergency and/or disaster. 4. Be available to work weekends, evenings, shifts, and during times of emergency and/or disaster. PHYSICAL AND SENSORY REQUIREMENT The physical and sensory abilities required by this classification include: 1. Ability to sit for long periods of time performing normal duties working at a personal computer, or while attending meetings. 2. Physical strength and ability to lift, drag, pull and/or carry equipment, materials, supplies weighing up to approximately forty (40) pounds. 3. Ability to see well enough to read standard text and data on electronic screen of a computer terminal. 4. Ability to hear telephone conversations and normal radio traffic with static or weak transmission in a noisy environment. 5. Ability to verbally communicate over a two-way radio and/or cell phone and provide clear instructions, or project voice that can be heard in a noisy environment. 6. Sense of smell to distinguish between normal odors and controlled substances. 7. Physical mobility to move to/from work sites and walk on uneven and/or wet ground surfaces, culverts, and berms. 5
